Addendum to FAR 52.212-2: Paragraph (a) is tailored as follows:
BASIS FOR AWARD: This acquisition will be based on Lowest Price Technically Acceptable (LPTA). By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. All technically acceptable offers shall be treated equally except for prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as indicated below.
Evaluation Approach:
Step 1: Initially, offers shall be evaluated for acceptability, completeness and timeliness.
Step 2: Evaluate lowest priced, acceptable, complete, and timely quote for technical capability.
1. Factor 1 - Technical Capability: The Government shall evaluate the technical proposals on an acceptable or unacceptable basis. Offerors that fail to clearly address any of the following requirements may receive an Unacceptable rating for this sub-factor. Any sub-factor evaluated as "Unacceptable" will render the entire quote unacceptable and, therefore, unawardable. Only those quotes determined to be technically acceptable will be considered for award.
Sub-factor 1: Management/Manpower Plan

DESCRIPTION: The offeror shall submit a Management Plan that includes its Staffing Approach Plan, and a Phase-In Plan.
At a minimum, the plan should specifically address the following:
Staffing Approach - Approach for structuring, staffing (to include a proposed manning mix of personnel), retaining personnel, and utilization of key personnel to plan, control, and direct the labor force to meet the requirements of the PWS. The approach shall include an organizational chart with definition of roles and responsibilities of key operating personnel and staffing levels depicting various job classifications.
Phase-In Plan - Identify phase-in activities (to include a timeline with rationale addressing the start and completion of staffing, training, and equipment/supplies acquisition) designed to provide seamless continuity of services without interruption or degradation of services by the contract start date. Additionally, provide an equipment plan describing how the contractor will obtain and maintain all necessary equipment to fulfill PWS requirements (quantity/type of equipment). Indicate the number and size/capacity of tractors-mowers, finish mowers, trimmer/edgers/blowers to be utilized in this effort.
Measure of Merit: The standard is met when the Staffing Approach is provided that includes proposed manning, retention of personnel and utilization of key personnel. Additionally, the standard is met when the Phase in Plan is provided that includes a list of the quantity and equipment type (i.e. mower, weed trimmers, etc.) sufficient to perform the required services.

Evaluation-Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
past performance, price and technical capability
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
