SEYMOUR JOHNSON AIR FORCE BASE CHAPEL

PERFORMANCE WORK STATEMENT (PWS)

Chapel Support Services for Musicians and Religious Education Coordinators

(11 Dec 2019)

DESCRIPTION OF SERVICES/GENERAL INFORMATION

1. Overview That Applies to All Positions

1.1. There is one Chapel at Seymour Johnson AFB (SJAFB). The Contractor will provide to the 4th Fighter Wing Chapel (4 FW/HC), these five positions are identified in the PWS:

Catholic musician - one (1) Catholic Religious Education (RE) coordinator – one (1) Traditional Musician - one (1) Gospel Musician - one (1) Protestant Religious Education (RE) coordinator - one (1)

1.2. The Contractor shall provide services for the 4 FW/HC Catholic and Protestant ministries. The Contractor shall be required to coordinate efforts with Chaplain personnel and work in a multi-denominational and pluralistic religious environment to include but not limited to, earth based religions, Catholic, Protestant, Jewish, Orthodox, Buddhist, Hindu, and Islamic faiths.

1.3. Initial Implementation: The mobilization period is thirty (30) days. The Contractor shall ensure that personnel are being recruited, trained, and staffed as required; that they are thoroughly familiar with the PWS requirements and technical exhibits. In addition, personnel should be made familiar with the various religious facilities on SJAFB. The Contractor shall coordinate with the Contracting Officer Representative (COR) to resolve start-up and coordination issues. Issuance of building keys, equipment, supplies, and other items required for performance of services shall be implemented during this period.

1.4. The Chaplain reserves the right to approve/disapprove the schedule and activities for Chapel programs.

1.5. Conduct

1.5.1. The Contractor shall not be referred to by the title “Chaplain”.

1.5.2. The Contractor shall not speak to any form of media without the expressed verbal or written consent of the SJAFB Public Affairs Office.

1.5.3. The Contractor shall dress appropriately and professionally when working with base population and Chapel staff.

1.5.4. The Contractor shall submit an application for a background check per Department of Defense Instruction 1402.5, as well as a criminal history background check to the COR. The Contractor shall submit this immediately upon acceptance of position. While the background check is processed, the Contractor is not considered “fully qualified” and holds a “tentative” status.

1.5.5. The Contractor shall submit any certifications or letters required by this PWS to the COR with the application for a background check.

1.5.6. The Contractor shall perform the services described below in the PWS or coordinate performance by a substitute of equal or higher proficiency (sub-Contractor) who has been approved in advance by the service Chaplain and Wing Chaplain. The Contractor shall submit the names and qualifications of proposed substitutes to the service Chaplain and Wing Chaplain for approval (in writing) 30 days in advance of the primary’s absence. Substitutes must meet the requirements for the position as outlined in this PWS. The Contractor is responsible for payment of a substitute(s)/sub-Contractor(s).

1.5.7. A “Unit” throughout the PWS refers to a service provided (i.e., a worship service rehearsal, an event performed, or a minimum of one hour administrative work). The number of Units performed for each contract shall not exceed the number of Units allocated.

1.5.8 The Contractor shall be required to coordinate efforts with Chaplain personnel and work in a multi-denominational and pluralistic religious environment to include, but not limited to, Catholic, Protestant, Jewish, Orthodox, and Islamic faiths. The Contractor shall be required to provide all services in accordance with (IAW) all commercial industry and all applicable and standard religious and faith services requirements (Air Force Instruction [AFI] 52-101, para 1.2.1.)

1.5.9 No faith, ethnicity, gender, race, or denomination shall be denigrated in any way. The Coordinator is prohibited from proselytizing a particular creed or belief as preferable or superior to another. The Contractor shall make certain that no curricula or literature is used in the fulfillment of this contract that “denigrate[s] any religious group” (AFI 52-101, para 4.3.1. - 4.3.2.).

1.6. Volunteers

1.6.1. The Chaplain Corps is authorized to utilize volunteers in accordance with DoDI 1100.21 and AFI 52-101, Chapter 6. The use of volunteers may coincide, overlap, or augment the Contractor’s work due to the nature of Chapel work. The Contractor retains all responsibility for compliance with the PWS and performance of the contract, whether volunteers are present or not, and shall raise any concerns to the Contracting Officer’s Representative immediately if any volunteer function interferes with performance of the contract.

1.6.2. If volunteers perform work related to, in support of, or the same as the Contractor’s responsibilities, a volunteer roster to include name, address, phone number, military affiliation and role must be maintained in a manner that meets 4 CS/SCXK Privacy Act Information storage requirements. A copy shall be given quarterly to the Wing Chaplain and volunteer supervisor. It is the Contractor’s responsibility to ensure that the moral character of volunteers recruited will be commensurate with their responsibilities to provide values-based leadership consistent with religious teaching within the Chapel programs. Contractor must protect personal information of volunteers.

1.6.3. Contractors are responsible to teach and train volunteers in accordance with the policy and guidance mentioned above for Contractors, if accepting their assistance in functions for which the Contractor is responsible.

1.6.4. Contractors are responsible for ensuring that all volunteers remain compliant with all requirements set forth in the Chapels background check program.

1.6.5. Catholic RE coordinator must have a current comprehensive list of Catholic RE volunteers. A volunteer utilization file should be maintained which includes roles, training and hours volunteered. Sacramental record collections and annually recording sacraments for

Archdiocese for Military Services (AMS) permanent records will be coordinated with the Catholic Chaplain.

1.7. Chapel Staff and Privileged Communication. Under Military Rules of Evidence 503, Chaplains and Religious Affairs Airmen shall receive privileged communication. Additionally, in the event secretaries, Contractors or volunteers inadvertently or unintentionally receive or overhear intended privileged communication, they must protect such information, be responsible with the privileged communication and/or stop it from being shared. This training is provided annually by the Chapel staff.

1.8. General and Administrative

1.8.1. The primary work location for this PWS is the Base Chapel and/or Family Life Center.

However, work location may change as needed at the direction of the Chaplain, Contracting Officer Representative, or Contracting Officer.

1.8.2. Base and vehicle passes. Immediately after accepting the contract, the Contractor shall complete the base access request forms and submit to one of the Contracting Officer Representatives at the base Chapel. The contracting officer/representative will endorse the request and forward it to Security Forces for processing. When reporting to the registration office, the authorized Contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate, to obtain a base pass.

1.8.3. The COR shall approve any and all employees before Contractor begins performance of work. If the intended employee is disapproved through the vetting process, the Contractor must submit another intended employee’s resume within 72 hours of the notification of disapproval.

1.9. Miscellaneous

1.9.1. Professional Relationships. The Contractor shall maintain professional relationships as defined in AFI 36-2909, Chapter 2, section 2.1. It says: “Professional relationships are those that contribute to the effective operation of the Air Force. The Air Force encourages personnel to communicate freely with their superiors regarding their careers, performance, duties and missions. This type of communication enhances morale and discipline and improves the operational environment while, at the same time, preserving proper respect for authority and focus on the mission. Participation by members of all grades in organizational activities, unit-sponsored events, intramural sports, Chapel activities [bold added], community welfare projects, youth programs and the like can enhance morale and contribute to unit cohesion.”

1.9.2. Work Environment. Missions are frequently interrupt by base exercises or actual ongoing base security events. The Contractor may be required to participate in exercises, the COR will provide direction.

1.9.3. Network Access. The Government shall provide “Official Use Only” network Internet/intranet access through the Government network for approved workstations required for accomplishment of work in support of the PWS. Contractors may be provided a network Common Access Card,

1.9.4. Maintaining Clean Work Area: The Contractor shall ensure that all work areas assigned under this PWS are neat, clean, and maintained at all times and immediately report any facility or safety discrepancies to the COR.

1.9.5. Submit facility requests to the facility manager as required and open/secure the Chapel building and other facilities used when Chapel support staff is not on duty.

1.9.6. This requirement will not utilize Government Furnished Property.

1.9.7. The services described in this PWS will continue during a government shutdown or other temporary crisis, unless otherwise dictated by a Contracting Officer. These services are non-essential; in the event of a declared contingency, emergency, or other conditions limiting base operations, the Contractor will follow the direction of the Contracting Officer or Contracting Officer’s Representative.

1.10. Contractor Identification. All Contractor personnel shall wear a Government issued badge at all times to identify themselves as a Contractor employee. Contractor employees shall identify themselves as being a Contractor when attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties (e.g., clients, vendors, customers, public contacts, etc.) to avoid creating an impression that they are Government officials.

1.11. COR Evaluation. The Government will evaluate the Contractor’s performance under this contract. The COR will be appointed by the Contracting Officer with the authority to monitor contract performance and to inspect and accept services.

1.12. The Contractor shall provide all supervision, personnel, equipment, tools, materials, and vehicles necessary to perform all tasks and functions as defined in this PWS.

1.13. Threats to General Well Being. The Government reserves the right to direct the removal of Contractor personnel for misconduct or security reasons. This action does not relieve the Contractor from total performance of the program tasks specified herein.

1.14. Hiring of U.S. Government Employees. The Contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest or the appearance of a conflict of interest. The Contractor shall comply with the Joint Ethics Regulation in regard to the employment of current and/or former Government employees. The Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives proper approval. The Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106 Air Force Industrial Labor Relations Activities paragraph 3. The Contractor is prohibited from employing off-duty Government COR(s) who is/are managing any contracts or subcontracts awarded to the Contractor. The abrupt absence of any Contractor personnel does not at any time constitute an excuse for nonperformance under this contract.

1.15. Adverse Weather Conditions. The Contractor shall coordinate with the COR concerning performance of PWS requirements during adverse weather conditions. Delayed reporting or early release (for Government employees) does not relieve the Contractor of PWS performance.

1.16. Emergency, Special Events, Holiday Hours. The Contractor may be required to work after normal duty hours, weekends, or holidays to complete all requested support requirements for SJAFB.

1.17. Federal Holidays. The following Federal Holidays are observed by SJAFB, but may not always be observed by the Contractor due to mission needs.

New Year’s Day, January 1st or the Friday preceding or Monday following Martin Luther King’s Birthday, 3rd Monday in January President’s Day, 3rd Monday in February Memorial Day, last Monday in May Independence Day, July 4th or the Friday preceding or Monday following Labor Day, 1st Monday in September, Columbus Day, 2nd Monday in October Veteran’s Day, November 11th or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November

1.18. Incident/Mishap Reporting. In the event of a safety incident/mishap, the Contractor shall take reasonable and prudent action to establish control of the scene, prevent further damage to persons or property and preserve evidence until released by the investigative authority. Immediately report the incident to the COR and the SJAFB Safety Office. If the Government elects to conduct an investigation, the Contractor shall cooperate fully and assist Government personnel until completed.

1.19. Refuse Collection. The Government will make available refuse collection and disposal services for the Contractor at government expense in direct support of the PWS. Emptying of individual trash receptacles into government-provided dumpsters is the responsibility of Contractor employees. Dumpsters are available for Contractor use for the disposal of items.

The Contractor shall follow guidelines established by the base regarding proper disposal of refuse. The Contractor shall not dump prohibited items in dumpsters. The Contractor shall comply with all base-recycling programs.

1.20. Contractor Software and Hardware. The Contractor shall obtain approval from the Designated Approval Authority prior to purchasing software and computer hardware for use on the SJAFB network. The Contractor shall maintain all licenses for Contractor software connected to the SJAFB network IAW AFI 33-114, Software Management, Section B, paragraph 8.2. When software use is no longer required, the Contractor shall remove the software from both Government and Contractor computer systems connected to the SJAFB network.

1.21. Government Provided Site Licensed Software. The Contractor shall install and upgrade software that the Government has acquired site licenses for. The Government will keep current and pay any annual licensing fees for site-licensed software. When Government provided software is no longer maintained under site license use the Contractor shall remove the Government provided software from all computer systems under its control.

1.22. For Official Use Only (FOUO) Material. If the Contractor determines that unauthorized personnel have access to FOUO material, the contract manager shall immediately notify the COR and fully cooperate with any investigation. Contractor shall comply with DoD Manual

5400.07 Freedom of Information Act Program, 4.1. This regulation establishes policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

1.23. Telephone Services. The Government will provide local and Defense Switched Network telephone service. The Government will provide all maintenance service on Government-provided phone lines and instruments and will relocate subject service when the relocation is approved by the Government. Government provided telephone service shall be used for official calls necessary in the performance of the PWS. The COR may grant the Contractor access to

Government long distance service. Otherwise, the Contractor shall provide his or her own non- Government telephone service through off-base switching equipment for personal or unofficial business.

1.24. Information Resources. The Government will provide access to Government staff and pertinent information for this contract. The Government will provide the Contractor copies of, or access to, all required directives, publications and documents. All documentation provided to the Contractor shall remain the property of the Government and shall be returned upon completion of this contract.

CATHOLIC MUSICIAN

4 FW/HC

1.25 Catholic Musician. Provide instrumental music for Roman Catholic worship events at Saturday evening Masses, Sunday morning Masses and Holy Days of Obligation. There are ten

(10) calendar days which shall require two (2) services per day (see paragraph 1.25.3.1). The Contractor shall provide musical support and direct choir performances, rehearsals and special services such as devotions and celebrations of sacraments such as Stations of the Cross, weddings and funerals when needed.

1.25.1. Qualifications

1.25.1.1. Shall have a minimum of a Bachelor’s degree in music OR a minimum of two years of experience playing piano or organ in a liturgical church or Chapel setting.

1.25.1.2. Shall be familiar with a wide range of Catholic music to include the traditional, contemporary, and liturgical styles.

1.25.1.3. Shall be able to read music, teach vocal music part and harmony and demonstrate this ability via an audition with Chapel staff. Shall coordinate with the COR.

1.25.1.4. A letter of good standing from the Contractor’s local parish priest shall be furnished with initial quote documentation. The letter must state the individual is familiar with liturgical year, liturgy planning and Catholic music ministries. Letter must be no older than 6 months.

1.25.2. Duties and Responsibilities

1.25.2.1. Is responsible for recruiting, training and assisting all volunteers for the choir(s) and musicians.

1.25.2.2. Provide/maintain a monthly schedule of music selections for coordination and approval by the Catholic Chaplain/officiating priest at least one month in advance of scheduled services and Holy Day preparations.

1.25.2.3. Provide choir direction and lead congregational singing to include leading (or recruiting qualified volunteers to lead) assigned Psalm, the Gloria, Sanctus, Agnus Dei and other sung/chanted portions of the liturgy.

1.25.2.4. Coordinate all special music to be performed at each service with the Catholic Chaplain/officiating priest. This includes solos, duets, adult choir, children’s choir, guest choirs, and guest musicians.

1.25.2.5. Provide weekly choir rehearsals, minimum one half hour in length.

1.25.2.6. Be present at least five (5) minutes before rehearsals and fifteen (15) minutes before Mass or other worship services that the Catholic Chaplain/officiating priest has coordinated for musical support.

1.25.2.7. Ensure all audio/visual equipment are setup and tested prior to each service/rehearsal.

1.25.2.8. Monitor the condition of choir equipment and advise the COR of any problems or needs.

1.25.2.9. Ensure the choir area is left clean after use by removing audio/visual equipment and restoring area to original/neutral configuration/setting, when the service is the last service for the weekend. Ensure fifteen (15) minutes after Sunday Mass, all equipment is returned to its original place or coordinated with the other music directors utilizing the sanctuary.

1.25.2.10. Maintain familiarity with current trends and requirements in Catholic worship.

1.25.3. Special Services

1.25.3.1. Contractor shall provide musical accompaniment for the below special services in coordination with the Catholic Chaplain/presiding priest, to include both rehearsal and performance:

Solemnity of Mary: 2 units Annunciation: 2 units Ash Wednesday: 3 units Stations of the Cross: 12 units Holy Thursday: 2 units Good Friday: 2 units Easter Vigil: 4 units Ascension: 2 units Assumption: 3 units All Saint’s Day: 3 units Immaculate Conception: 3 units Christmas Program (Christmas Eve/Christmas Day): 5 units Feast of Mary, the Mother of God: 2 units Sacraments (weddings, funerals): 2 units, per event not to exceed 12 units

CATHOLIC RELIGIOUS EDUCATION (CRE) COORDINATOR

1.26. CRE Coordinator. The Chapel requires services to coordinate the Chapel RE Program.

The Contractor will be required to support all Catholic Religious Education Resource Personnel through event coordination and RE planning. This includes: itinerary planning, logistical planning and execution for the Catholic community. The Contractor will create a RE plan for approval of the Catholic priest before August.

1.26.1.1. The Government will provide suitable desk space, computer with internet access, and any necessary program equipment, supplies, and materials.

1.26.1.2. Qualifications

1.26.1.3. Contractor must have at least a minimum of two years of experience as a catechist in a Chapel or church setting with an endorsement letter for their work from their parish leader upon submission of initial quote documentation. The Contractor will have an Archdiocese of the Military Services Catechist Certification or will have certification completed within ninety

(90) days of contract award. Certificate shall be provided to the COR.

1.26.1.4. Shall have experience working with Catholic children’s programs including Sunday RE, sacramental preparation for reconciliation, Eucharist and children’s liturgy of the Word.

Shall be trained and have experience working in the Rite of Christian Initiation of Adults process.

1.26.1.5. Shall have a minimum of one year experience with recruiting and training catechists and other volunteers.

1.26.1.6. Possess a basic working knowledge of budgets.

1.26.2. Duties and Responsibilities

1.26.2.1. The Contractor shall:

1.26.2.2 In consultation with the Catholic Chaplain/Priest, develop and submit an annual calendar of RE events by 1 July of each calendar year.

1.26.2.3. Provide written weekly Catholic Religious Education (CRE) program updates to the Catholic Chaplain/officiating priest. Status update shall include pertinent information regarding: volunteers, attendance, speakers (some shall be Catechists), and RE supplies (quantities) and concerns. Religious literature must be pre-approved by the Wing Chaplain prior to use.

1.26.2.4. Store all CRE related schedules, volunteer lists, prospective speakers and other coordinated documents in accordance with 4 CS/SCXK Privacy Act Information storage requirements.

1.26.2.5. Submit fund requests five business days before payment/purchase (budget amounts will be provided for program coordination) to the Catholic Chaplain for all CRE program requirements. For RE mission-essential items (e.g. Catholic Catechisms, Bibles, AMS required booklets), use the Appropriated Fund (APF) Purchase Request Form. If fund request items are not mission-essential or non-required RE supplies (e.g. pizza, coke, pancakes), use the Chapel Tithes and Offering Fund (CTOF) Form, Air Force Form 4356. Both forms will be located on the shared drive.

1.26.2.6. Submit a Chapel Tithes and Offerings budget prior to 1 May for the future fiscal year budget.

1.26.2.7. Maintain and secure a consolidated list of volunteers for all RE program events/activities in the in accordance with 4 CS/SCXK Privacy Act Information storage requirements.

1.26.2.8. Develop, supervise and provide weekly religious education programs (mid-week programs run during the school year). Is responsible for recruiting, training and assisting all volunteers for Catholic RE programs.

1.26.2.9. Develop, coordinate, and distribute teaching schedules and location information with all speakers, catechists and volunteers two weeks before class start date.

1.26.2.10. Schedule and maintain a list of backup personnel for all potential speakers, catechists and volunteers.

1.26.2.11. Coordinate and setup room requirements for the Catholic RE program. Recruit staff, procure necessary materials and supplies, train volunteer staff as needed and supervise this activity.

1.26.2.12. Catholic priest will approve all speakers. Coordinate base and facility access for all approved speakers.

1.26.2.13. Arrive no later than fifteen (15) minutes prior to scheduled RE activities

PROTESTANT RE COORDINATOR

4 FW/HC CHAPEL

1.27. Protestant RE Coordinator. Serves as the Protestant RE Coordinator to plan, coordinate and carry out a comprehensive Protestant RE program for birth to elementary school age youth. The RE Coordinator consults and coordinates with the Protestant Chaplain.

1.27.1. Qualifications.

1.27.1.1. Have at least two years of Protestant religious education or youth ministry experience.

Strong preference shall be given to applicants who have experience in military service Protestant programs.

1.27.1.2. A letter of good standing from the Contractor’s local pastor/clergy must be furnished before the first day of work. The letter must state the individual is familiar with Protestant theology, Biblical teachings, and Christian calendar. Letter must be no older than 6 months.

1.27.1.3. Be able to plan and coordinate special projects approved by the Protestant Chaplain.

Submit and file after action reports for future reference.

1.27.1.4. Possess a basic working knowledge of budgets.

1.27.1.5. Ability to work cooperatively with Chapel staff and members of other faith groups for ecumenical, combined and inter-faith activities.

1.27.2. Duties and Responsibilities

1.27.2.1. Develop, supervise and provide weekly religious education programs (mid-week programs run during the school year). Is responsible for recruiting, training and assisting all volunteers for Protestant RE programs.

1.27.2.3. Maintain a monthly schedule of RE activities; coordinate fund, event and facility requests, with prior approval from Protestant Chaplain.

1.27.2.4. In consultation with the Protestant Chaplain, develop and submit an annual calendar of RE events to the Protestant Chaplain by 1 August of each calendar year.

1.27.2.5. Coordinate weekly, monthly or as needed with the Protestant Chaplain to inform the Chaplain on upcoming RE activity needs, concerns and plans.

1.27.2.6. Maintain flexible office or event hours at the Chapel during each week. A total of seven

(7) hours per week is expected to include any meetings, trainings, office hours and programs. The Chapel will provide a printer, filing cabinets, bookcases, expendable office supplies and other items deemed necessary to perform services described in this PWS.

1.27.2.7. Submit a Chapel Tithes and Offerings budget prior to 1 May for the future fiscal year budget.

1.27.2.8. Arrive no later than fifteen (15) minutes prior to schedule RE activities.

1.27.2.9. Provide written After Action Reports on all special events and retreats to include suggested changes of direction, trends, and problem areas within one week of completion of the event to the designated Chaplain.

1.27.2.10. Recruit volunteers from the Chapel services to assist in the execution of the program.

1.28. Protestant Traditional Musician. 1.28.1. Qualifications

1.28.1.1. A minimum of two-years of experience playing keyboard/piano and/or guitar accompaniment for a Chapel or church setting.

1.28.1.2. Experience accompanying/leading vocalists and/or congregation in Chapel setting utilizing wide range of traditional, contemporary, and gospel Christian music for all Protestant music groups and events as well as assisting with ecumenical events.

1.28.1.3. Shall be proficient on piano, keyboard and/or guitar and vocal ability by an audition with the Chapel staff.

1.28.1.4. Experience utilizing innovative approaches to effectively play music in a way that enhances the spiritual value of Protestant worship services and encourages congregational members to participate in musical worship.

1.28.2. Duties and Responsibilities

1.28.2.1. Serve as accompanist for Protestant worship services under the assigned service Protestant Chaplain.

1.28.2.2. Participate in weekly rehearsals for vocalists to last no less than 30 minutes, not including the time required to set-up and tear down.

1.28.2.3. Assist the Protestant Chaplain in planning and coordinating music for worship services in consultation with the assigned service Chaplain.

1.28.2.4. Be present at least ten (10) minutes before rehearsals and fifteen (15) minutes before worship services. Ensure all audio/visual equipment is setup and tested prior to each service/rehearsal.

1.28.2.5. Ensure the worship team area is left clean after use by putting audio/visual equipment away properly and restoring area to original configuration.

1.28.3. Special Services: Contractor is responsible to play music for the below special services, to include both rehearsal and performance (outside of the weekly worship services) including:

Easter Sunrise, Good Friday Services 4 units Christmas Eve 2 units Weddings/funerals not to exceed 6 funerals/weddings/memorials per year
