Product Description Air Force Dare County Bombing Range Manufacturing of AR500 Ballistic Steel Target for Ranges

1. BACKGROUND

1.1 Steel targets are required to support The Air Force Dare County Bombing Range (AFDCBR) under the 4th Operations Support Squadron (4 OSS) located in Stumpy Point, NC.

2. SCOPE

2.1 The Contractor shall provide the personnel, management and materials necessary to manufacture, develop and ship steel targets and associated support items. AFDCBR requires four (4) steel targets in support of Air to ground aviation and Land Warfare targeting of various types. These targets shall be manufactured in such a way to strategically place them throughout the range and move as required. The targets are intended to be mobile enough to be relocated by Range Technicians when they need to be transported utilizing standard heavy equipment.

3. REQUIREMENTS

3.1 The Contractor shall manufacture the following Full size types of targets no less than 3/4” thick AR500 Steel Targets in accordance with section 4.1 – 4.4 below:

3.1.1 Personnel carrier combat vehicle (BMP)

3.1.1.1 Silhouette shall be no smaller than 283”L x 96”W x 84”H

3.1.1.2 All Silhouettes shall have hoisting points or fork lift pockets

3.1.1.3 Silhouette shall be painted with anti-corrosion paint in either olive drab or desert sand (to be determined prior to manufacturer).

3.1.2 Technical flank vehicle with crew serve weapon mock up in bed silhouette.

3.1.2.1 Silhouette shall be no smaller than 191”L x 70” W x 65”H

3.1.2.2 All Silhouettes shall have hoisting points or fork lift pockets

3.1.2.3 Silhouette shall be painted with anti-corrosion paint in either olive drab or desert sand (to be determined prior to manufacturer).

3.1.3 Combat Reconnaissance Patrol Vehicle (BRDM) Silhouette

3.1.3.1 Silhouette shall be no smaller than 201”L x 84’W x 66”H

3.1.3.2 All Silhouettes shall have hoisting points or fork lift pockets

3.1.3.3 Silhouette shall be painted with anti-corrosion paint in either olive drab or desert sand (to be determined prior to manufacturer).

3.1.4 Surface to Air Missile System (SAM) with a 3 missile platform affixed on top of silhouette.

3.1.4.1 Silhouette shall be no smaller than 253”L x 72”W x 74”H (less missile height)

3.1.4.2 All Silhouettes shall have hoisting points or fork lift pockets

3.1.4.3 Silhouette shall be painted with anti-corrosion paint in either olive drab or desert sand (to be determined prior to manufacturer).

3.1.5 Provide a ballistic steel pedigree certificate that shows the contractor is capable of providing AR500 ballistic steel (or better) targets.

3.2 The contractor shall use plasma cutting or water jet system to cut the targets.

3.3 The contractor shall conduct ballistic steel testing to ensure the metal is AR500 ballistic steel with a minimum BHN of 500 (or better) prior to manufacturing the targets. Non-destructive (NDT), or chemical, or tensile, are acceptable testing criteria.

3.4 Contractor shall fulfill Delivery Order no later than 60 days after receipt of order.

4. CONTRACTOR TRAVEL

6.1 No contractor travel is anticipated under this contract.

5. SECURITY

7. QUALITY CONTROL

9.1 The Contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying correct thicknesses of ballistic AR500 steel, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

8. QUALITY ASSURANCE

10.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

10.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

9. DELIVERY ADDRESS

9.1 The Government anticipates all deliveries to be made to Air Force Dare County Bombing Range, F15E Stomper Expressway, Stumpy Point, NC 27978

10. PERIOD OF PERFORMANCE

10.1 60 days ADC
