PERFORMANCE WORK STATEMENT
FOR
REFUSE COLLECTION AT
FORT FISHER RECREATIONAL AREA
KURE BEACH, NORTH CAROLINA
1. SCOPE: The Contractor shall collect and dispose of all refuse from Ft Fisher Recreational Area, NC as specified within this performance work statement.
2. DESCRIPTION OF WORK: The work covered by these specifications consists of furnishing all necessary labor, supervision, and materials and performing all operations necessary for the collection, transportation and disposal of all refuse specified in this contract, complete and in accordance with these specifications and subject to the terms and conditions of the contract.
3. LOCATION: The contract is to be performed at Fort Fisher Recreational Area, Kure Beach, North Carolina. (Appendix 1)
4. These specifications state the work to be performed under this contract. Collections will be made within minimum divergence from schedule once established and with minimum disturbance and maximum protection of property.
5. SUPERVISION: The Contractor shall provide competent supervision at all times when work is in progress. The Contractor shall assure that all work accomplished and materials used are in accordance with the specifications.
6. GOVERNMENT-FURNISHED EQUIPMENT: None.
7. CONTRACTOR-FURNISHED EQUIPMENT:
7.1 The Contractor shall furnish all necessary equipment required for performing this contract.
This shall include twelve 8 cubic yard refuse containers from 1 October to 31 March and thirteen 8 cubic yard containers 1 April to 30 September, which shall be located at pickup points as shown on the drawings, which will be provided at time of award. Containers shall be capable of being loaded from the top and the sides. The Contractor’s equipment shall be capable of dumping, and replacing the containers automatically. Trucks shall be suitably enclosed to prevent loss of refuse by blowing or leakage in transit during loading operations.
7.1.1 The Contractor shall also furnish two 30 cubic yard roll-off containers to be placed at building 154 or as directed, one for yard waste and the other for mixed materials. These containers shall be picked up approximately six times per year each and cleaned off-site; there will be approximately 10 to 12 tons of materials per pick-up.
7.2 Safety and Noise Prevention: All of the Contractor’s equipment shall be equipped with proper safety and noise limiting devices and shall be in a safe operating condition.
7.3 Qualified Operators Required: Only qualified operators shall be permitted to operate equipment. When backing trucks, spotters shall be provided or audible-warning devices used.
8. APPLICABLE PUBLICATION: Unless specifically exempted by this specification, all work accomplished under this contract shall conform to the requirements of the following listed publication which is available for review on the Web or at the Base Civil Engineer’s Office, Seymour Johnson AFB.
8.1 EM 385-1-1, U.S. Army Corps of Engineers Safety and Health Requirements Manual.
9. INSPECTION: All work performed, the methods and manner of performance, all areas assigned for use by the Contractor, and all equipment, materials, and supplies used for the work will be subject to inspection at any and all times by the Contracting Officer Representative (COR). All notices of unsatisfactory conditions or services will be issued in writing to the Contractor by the Contracting Officer.
10. ACCESS: The Contracting Officer or COR will have access at any and all times to the Contractor’s equipment, materials, supplies, assigned areas and sites of operations for inspection purposes.
11. COLLECTION OF REFUSE:

11.1 Points of collection (Appendix 1, pickup stations and units) for pickup of refuse by the Contractor will be as listed below. Any increase or decrease in the number of points that exceed five will be cause for adjusting contract cost.
11.2 Frequency of collections will be weekly at the following locations:

11.2.1 The Contractor shall also be required to make up to 60 pick-ups on an “on-call” basis.
The term pick-up is defined as the emptying of a single container. The government shall give the Contractor at least 24 hours’ notice before requiring the Contractor to make an “on-call” pickup.
11.3 Unconfined Excess Refuse: Each pickup point and immediately adjacent area shall be left free of loose refuse at the end of each regularly scheduled collection. Refuse placed at the pickup in sacks, cartons, cans, boxes, etc., or loose and not exceeding 6 feet in any dimension or 60 pounds in weight shall be removed by the Contractor in the same manner and at the time as if it were placed in regularly provided containers.
11.4 Spilled Refuse: Each vehicle shall carry a broom, yard rake, and scoop to facilitate immediate pickup of spilled refuse.
12. HAULING EQUIPMENT: The Contractor shall certify that he/she has available sufficient equipment and personnel to perform the services for the estimated quantities of items as specified during the contract period and that equipment utilized shall meet the requirements of the contract.
13. CONTRACTOR’S RESPONSIBILITY: The Contractor’s responsibility shall include the following minimum requirements:
13.1 All Contractor’s equipment shall be sprayed with insecticide and/or disinfectants as required for insect and/or sanitary control.
13.2 Spillage at pickup points shall be recovered before the collecting vehicle moves from the site.
13.3 Spillage at pickup points shall be recovered immediately.
13.4 The Contractor shall police all pickup points immediately around the containers at the time pickups of refuse are made. All paper, boxes, cans, bottles, rags, garbage, or other refuse will be recovered and hauled away for disposal.
14. CLEANING EQUIPMENT AND PICKUP AREAS:
14.1 All containers shall be washed quarterly. Washings shall include cleaning with steam, hot water, and detergent as necessary to remove all garbage, odors, visible debris, etc. The container washing process shall be accomplished in such a manner as to ensure the container site is not without a container for more than 24 hours.
14.1.1 The Contractor shall respond for up to 12, as called washings, not regularly scheduled within 3 workdays of notification.
14.2 When emptying a container, the Contractor shall remove it from its designated position, turn it bottom up so that all refuse falls out, disinfect it with an approved disinfectant as required, and return it to its designated position.
14.3 The Contractor shall maintain a professional appearance of collection vehicles. The vehicles will be considered clean when free of odor, refuse and insects. Contractor equipment vehicles may periodically be inspected by Base Medical and Safety personnel to insure compliance with sanitary and safety directives.
14.4 All containers used under this contract shall be maintained in a professional manner and be neat in appearance. Refinishing shall include: (1) wire brushing and scraping all foreign material from all surfaces inside and out; (2) application of a full primer coat on all inside surfaces and outside surfaces. Primer shall conform to Fed Spec TT-P-86q zinc-chromate or alkyd type; (3) TT-E-489, enamel alkyd gloss or the Fed Spec TT-E-490, enamel silicone alkyd copolymer, semi-gloss, exterior, to all exterior surfaces. After painting each container, the Contractor shall stencil the container in 2 inch high, white block letters, the following warnings:
WARNING: STAND CLEAR AT ALL TIMES WHEN CONTAINER IS OFF THE GROUND
The warning shall be stenciled in the lower center of three exterior container walls. The Contractor may use pre-printed, permanent labels with the approval of the Contracting Officer or the COR.
15. TRANSPORTATION: All refuse shall be transported from the collection point to the disposal area in containers with closed bodies mounted on suitable trucks approved for hauling refuse. Transportation equipment shall be clean, attractively painted and in acceptable sanitary condition. Transportation equipment shall not be overloaded and all doors or other openings in the body containing refuse to be hauled shall be closed while in transit.
16. METHOD OF DISPOSAL: Refuse shall be disposed of off-base for 8 cubic yard and 30 cubic yard dumpsters. Eight cubic yard dumpsters shall have tipping fee prices included in monthly cost. Thirty cubic yard dumpsters shall have an official weight ticket for tonnage and cost turned into the government for reimbursement of tipping fees. The off-base areas to be used shall comply with all township, county and state laws, and regulations governing operation, maintenance and sanitation for refuse disposal and sanitary fill sites. The Contractor shall submit to the Contracting Officer or the COR in writing that he has received the proper authorized approvals and/or permits. In the event a bidder intends feeding collected garbage to livestock and poultry and his bid is accepted by the government, the bidder shall certify that all garbage received under the contract will be sterilized not less than 30 minutes at 212 degrees Fahrenheit before being used as feed. The bidder agrees to permit representatives of the Animal Disease Division of the US Department of Agriculture to make inspection at any time without prior arrangements to determine that the garbage is heat-treated in accordance with these provisions. It shall also be the responsibility of the Contractor to familiarize himself and comply with all applicable laws, rules, regulations, etc., of the North Carolina State Health Department and Department of Health, Education and Welfare, Title 42, Chapter I, Part 76, relating to the transportation and disposition of garbage, waste, trash, refuse, etc.
17. SALVAGE OPERATIONS: The Contractor shall not salvage any material unless designated as refuse by the COR.
18. REQUIREMENTS:
18.1 Base Entrance: The Contractor shall use the Main Gate for entrance to the station.
18.2 Truck Route: Route for collection shall be made on main hard surface roads as directed by the Contracting Officer or the COR. Travel through parking areas and secondary roads will not be permitted.
18.3 Pickup Points: Pickup points are determined as being those points at which refuse containers are placed. At times, there will be large amounts of trash such as paper cartons, crafting materials, Christmas trees, etc., which will be placed near the pickup points. It shall be the Contractor’s responsibility to remove such trash within the weight and dimensions specified.
18.4 Damage to Property: Contractor shall be held pecuniary liable for all damage to government property and private property including, but not restricted to, lawns, shrubbery, and buildings. All damage shall be remedied by the Contractor at his own expense.
18.5 Security: Contractor and employees must comply with security requirements imposed by the Station Commander.
18.6 Traffic Regulations: Contractor and employees shall comply with all station traffic regulations.
19. PERSONNEL:
19.1 Supervision: The Contractor shall personally supervise the work or have a competent foreman or superintendent, satisfactory to the Contracting Officer or the COR, supervise the work at all times. The Contractor shall have sufficient training and experience in sanitation to recognize unsanitary conditions and take necessary corrective action.
19.2 Operators and Laborers: In addition to a superintendent or foreman, a sufficient number of personnel shall be employed to properly accomplish all work in accordance with these specifications.
19.3 Identification of Employees: The Contractor shall be responsible for furnishing to each employee a Contractor Identification Badge and for requiring each employee engaged in the work to display such identification as approved and directed by the Contracting Officer or the
COR.
19.4 Removing an Employee: The Contracting Officer may, in writing, require the Contractor to remove an employee deemed incompetent, careless, insubordinate or otherwise objectionable, or whose continuous employment is deemed, by the Contracting Officer, to be contrary to the public interest.
20. ENVIRONMENTAL:
20.1 The Contractor is encouraged to participate in any local or area-wide recycling programs. It is also the Contractor’s responsibility to familiarize himself with and comply with all applicable Federal, State, or Local laws, ordinances, regulations, court orders, or other types of rules or ruling the effect of law, including, but not limited to, Executive Order 11752, 17 Dec 73, the Federal Water Pollution Control Act, as amended, 33 USC Sec 1251 et seq; the Clean Air Act, as amended 42 USC Sec 7401 et seq; the Solid Waste Disposal Act, as embedded, 7 USC 136 et seq; the Endangered Species Act of 1973, as amended, 16 USC Sec 153 et seq; and the Environmental Protection Agency guidelines on thermal processing and land disposal of solid waste (40 CFR 240 and 241). If the Contractor or any of his sub-Contractors creates oil or any other hazardous substance spill, they must implement initial notification procedures consistent with this installation’s Oil and Hazardous Substance Pollution Contingency Plan. Spill containment and clean-up beyond the Contractor’s ability will be arranged or accomplished by the Air Force. The cost to the Air Force for the clean-up shall be reimbursed by the Contractor.
20.2 The Contractor shall comply with all applicable requirements stated in the Toxic Substances Control Act of 1976. All materials used in the performance of this contract shall be applied in strict accordance with manufacturer’s printed label instructions and all applicable EPA Standards.
21. MAINTENANCE OF CONTAINERS: The Contractor shall maintain all containers used under this contract in good repair, safe to operate, and in a clean and well-painted condition. The Contractor’s responsibility will include the following minimum requirements:
21.1 Side doors operable and latch able.
21.2 Top doorkeeper chains and hinges in operating condition.
21.3 Top doors closed and fitting adequately to keep rain out and refuse in, as intended.
21.4 Container sides, top and bottom are solid and adequate to contain refuse.
21.5 Container drain devices are in operable condition for intended purpose.
