PERFORMANCE WORK STATEMENT (PWS)
Catholic Services Musician/Director
1 July 2014
1. Contract Position Title. Catholic Services Musician/Director
2. Scope of Responsibilities. Responsible to promote and enhance congregational singing by serving as the trainer and rehearse of all adult volunteer vocalists, especially to develop a corps of cantors, rehearse of all adult volunteer instrumentalist, and conduct choir in preparation for all Catholic Services. Responsible to provide musical accompaniment that supports the Catholic Services at the Base Chapel under the supervision of the Catholic Chaplain.
3. Education and Experience Requirement. The Catholic Services Musician/Director must:
3.1. Be proficient in playing keyboard instruments to include piano and organ.
3.2. A Bachelor’s degree with a major in music or three years’ experience in accompanying/leading church choirs in liturgical music.
3.3. Have knowledge of Catholic hymnody and psalmody, ability to read music and make appropriate selections for Catholic Services.
3.4. Be able to sing with or without accompaniment and to accompany one’s own singing.
3.6. The contractor shall be responsible for all damages, claims, liabilities, costs or attorneys’ fees that arise from or relate to performance of this contract or which are caused or contributed by the contractor during the performance of this agreement.
4. General Responsibilities. The Catholic Services Musician/Director will:
4.1. Direct and provide musical accompaniment at Catholic Services to include but not limited to; weekend Masses, Holy Day Masses, Solemnities (i.e. Lent, Christmas), Reconciliation Services, Catholic Funerals/Weddings, and Catholic Choir rehearsals.
4.2. Actively, regularly, and consistently promote recruitment of parishioners into the parish music ministry program.
4.3. Coordinate all support requirements with the NCOIC, Appropriated Funds or his/her designated representative.
4.4. The contractor will be accountable for the cleanliness and security of all facilities utilized in conjunction with the program.
4.5. Comply with all Federal, State, and Local Laws and requirements and Air Force Instructions that apply to this position.
5. Specific Responsibilities. The Catholic Services Musician/Director will:
5.1. Take initiative to improve and maintain a high level of interest in the music ministry program through contact with the chapel congregation.
5.2. Select appropriate music for Catholic Services in close cooperation of the Catholic Chaplain or his delegate and with his final approval.
5.3. Serve as musical accompanist for Catholic Services.
5.4. Maintain manual and pedal dexterity through regular practice on the organ and piano in the base Chapel.
5.5. Arrive thirty minutes prior to the start of each Catholic Service in order to coordinate with the Catholic Chaplain, warm-up as needed, set-up and clean-up the music area to include microphones, stands, and musical support equipment upon start and completion of Mass. Begin prelude music five minutes prior to the start of each Catholic Service.
5.6. Arrive fifteen minutes prior to the Catholic choir rehearsal. Additional rehearsals may be needed for Masses with special music requirements (i.e. Easter Vigil Mass).
5.7. Meet regularly at a mutually agreed time with the Catholic Chaplain to set objectives, review programs and priorities, and plan upcoming events.
5.8. Complete necessary paperwork to requisition music supplies and use of chapel facilities.
5.9. Be responsible for reporting needed repairs to the Superintendent/NCOIC, Chapel Operations.
5.10. Prepare a statement of goals and objectives, annual calendar, and create a budget plan for the program’s expenses prior to the annual parish planning meeting usually held in May or June.
5.11. Submit monthly invoices specifying date and time for each Catholic Mass, Choir Rehearsal, Solemnities, Reconciliation Service, Catholic Funeral or Catholic Wedding no later than ten (10) calendar days of the following month.
5.12. Duty Hours: Normal weekend Mass times are Saturday at 1730 and Sunday at 0930. Holy Day of Obligation Masses are normally held at 1130 and/or 1830. Catholic Choir rehearsals are normally held every Thursday at 1900. Catholic Services and rehearsals are held at the Seymour Johnson Air Force Base Chapel unless moved to an alternate location by either the Catholic Chaplain or Wing Chaplain.
5.13. Be accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.
5.14. The contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Catholic Chaplain. Submit the names and qualifications of proposed subcontractors to the Catholic Chaplain at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Performance Work Statement (PWS). Contractor is responsible for payment of substitute.
6. The Wing Chaplain.
6.1. Provides piano, organ and key board. Equipment will not be moved without the permission of the Wing Chaplain. Requirements for music supplies will be provided through Appropriated Funds/CTOF in coordination with the Catholic Chaplain/NCOIC, Appropriated Funds.
7. Contractor Performance Observation. The head Chaplain over the service or designee will monitor and inspect the contractor's performance. The contractor will be notified by the Contracting Officer in writing of all noncompliance work, and given an opportunity to correct nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
PERFORMANCE REQUIREMENT SUMMARY
1. Description. The contract performance requirements are summarized in performance objectives that related directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Performance Requirement Summary (PRS) provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in accordance with FAR 52.212-4, Contract Terms and Conditions – Commercial Items, will be used to remedy all deficiencies.
2. Specific Performance Objectives. Performance evaluations will include random sampling of delivered products and/or services, customer complaints, and monthly assessments
