1. QUESTION: Will you be uploading PPQ templates to FBO for firms to use for Section F projects, or should we use previous used government issued forms? If PPQ templates will not be uploaded, will letters of reference from the client adequately serve as a PPQ?
RESPONSE: Past Performance Questionnaire (PPQ) templates will not be upload to FBO or provided for firms to use for Section F projects. As stated in paragraph B.4., the Government will consider any credible information obtained from other sources in addition to those identified by the firm (including Past Performance Questionnaires for Section F projects) if adequate information is not available in PPIRS. The information provided must address criteria identified in paragraph B.4. (Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; Past performance of the A-E firm (and their sub-contractors) will include quality control/quality assurance program to assure coordinated technically accurate Request for Proposal (RFP) documents, plans, specifications, and construction cost estimates for the Air Force or other Governmental agencies).
2. QUESTION: Some projects in Section F are Design/Build projects; therefore, the prime firm is the contractor and PPIRS for team performance would be found under the contractor and not the design firm. Will you query the contractor in PPIRS for these cases in lieu of past performance forms?
RESPONSE: If the prime firm/contractor information is provided for the design/build projects, that firm/contractor will be queried in Past Performance Information Retrieval System (PPIRS) as applicable.
3. QUESTION: Because clarification on Past Performance forms was added to FBO on October 10, will you be extending the due date to allow adequate time for collecting PPQs from our clients?
RESPONSE: Response date has been changed to 22 Oct 14, 4:00 PM EST. See revised Synopsis dated 14 Oct 14.
4. QUESTION: Do we need to resubmit our whole package to acknowledge Amendments 4 & 5. If so, how do we make sure you all open the correct package? Or, can we submit a letter to you stating that we acknowledge the new Amendments?
RESPONSE: There are no amendments as this is not a solicitation. The Synopsis was revised. There is no reason to resubmit or respond unless the Company determines to submit additional information based on a revision to the Synopsis or responses to questions.
