1. DESCRIPTION OF SERVICES.

1.1 Pickup and Delivery of Items.

1.1.1 Location. All pickup and deliveries shall be made at the following locations: (1) Linen Exchange, Bldg 3650 (2) Southern Pines Inn, Bldg. 3803 (3) Child Development Center, Bldg 3710.

1.1.2 Schedule. All pickup and deliveries shall be accomplished between the hours of 8:00 a.m. and 12:00 p.m. Tuesday and Friday. Federal Holidays shall not be excluded. (1) Items picked up on Tuesday shall be delivered on the following Friday. (2) Items picked up on Fridays shall be delivered on the following Tuesday. Any deviation from this schedule will require 48 hours advance written notice and written approval of the Contracting Officer.

1.1.2.1 One-Day Service. Items (Honor Guard and NAOC Facility) picked up on a scheduled pickup/delivery day will be delivered the following delivery day. Any deviation from this schedule will require advance written notice and written approval of the Contracting Officer.

1.1.3 Counting and Signing. The contractor and QA personnel shall verify the item count. The contractor shall, at the time of pickup, sign an AF Form 1297, or locally developed form, for the items being picked up and such signature shall constitute agreement to the government’s count unless specific exception is taken. The government will retain a copy of the AF Form 1297 or locally developed form. When returning items, the contractor shall provide the government an original and one copy of the delivery ticket receipt(s) at the applicable location.

1.1.4 Missing Items. The contractor shall, by the next scheduled delivery date, at no additional cost to the government, deliver any items missing from the previous delivery. The contractor shall reimburse the government for any unreturned items on the current month’s invoice. Reimbursement shall be in accordance with Contract Clause entitled, “Loss or Damage (Count of Articles),” DOD FAR Sup 252.237-7014. There shall not be more than a 5% variance in the total number of line items delivered to each respective facility.

1.2 Laundry and Dry Cleaning of Items.

1.2.1 The contractor shall Launder and Dry Clean items to the following standards: Items shall be free of wrinkles, foreign objects such as hair, lint etc., odors other than those associated with the detergent, stains, laundry markings and uniform in color (original). Clean serviceable items shall not come into contact with soiled items. The contractor shall not use the same cart for clean and soiled items. Finishing and packaging shall be IAW with Appendices 2 and 3.

1.3 Repairs.

1.3.1 Non-Reimbursable Repairs. The contractor shall repair, at his expense, all damages to individual items which occur while in the custody of the contractor, to include rips, tears, holes, open seams, replacement of buttons, and repair or replacement of broken zippers. The unserviceable condition of each individual garment shall be noted, by the contractor, on the delivery ticket. Thread, material, zipper and buttons of the same type, texture, manufacture quality, color and color fastness as that used in the manufacture of the article shall be used for repair and replacement. In the event the Government provides the contractor with an unserviceable item, the contractor is not responsible for its repair and shall return all unserviceable items in separately marked bundles to the Government. Designated bundles shall be marked “Unserviceable – Attention QA Personnel.”

1.3.2 Reimbursable Repairs. The contractor shall repair items using thread and materials of the same quality, compatible color, colorfastness, and texture as that used in the manufacture of the article on items identified by the government quality assurance (QA) personnel. The contractor shall be reimbursed IAW established Reimbursable CLINs. The contractor shall return all repaired items in separately marked bundles to the Government. Designated bundles shall be marked “Repaired – Attention QA Personnel.”

1.4 Unacceptable Services. Any items found to have been unsatisfactorily cleaned, laundered, finished, and/or packaged shall be identified by the government QA personnel to the contractor’s representative at the time of delivery or next scheduled pickup after unsatisfactory condition is discovered. The contractor shall correct the delivery ticket or issue a credit memo for items that have been identified by the government as being performed unsatisfactorily.

1.5 Finishing and Packaging: Finishing and Packaging requirements are indicated in Appendices 2 and 3.

2. ServiceS Summary

Performance Levels

SERVICES SUMMARY. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

*Performance shall be considered acceptable, if a 5% or less variance exists in the total number of line items delivered to each respective facility. Performance shall be considered unacceptable, if more than a 5% variance exists in the total number of line items delivered to each respective facility.

3. HISTORICAL WORKLOAD DATA

The government shall provide all items to the contractor on which laundry and dry cleaning services shall be performed IAW with this PWS. Quantities will be counted at each pickup and delivery. Quantities for the items listed below are in units of each with the exception of Chemical Suits and Drapes, Dry Cleaning, which are in units of sets and pairs, respectively. The following data is for contractor estimating use only; the Government does not assert or guarantee that this level of workload will materialize in future years.

4. GENERAL INFORMATION

4.1 Personnel.

4.1.1 Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate(s), who shall act for the contractor when the manager is not available, shall be designated in writing, along with the telephone number, to the Contracting Officer at the pre-performance conference.

4.1.1.1 The contract manager or alternate(s) shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract.

4.1.1.2 The contract manager or alternate(s) shall be available telephonically Monday through Friday, 7:30 a.m. to 4:30 p.m., to discuss problem areas.

4.1.2 Employees. The government reserves the right to restrict employment under this contract of any contract employee, or prospective employee, who is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population.

4.1.2.1 Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing appropriate badges or distinctive clothing bearing the company name and employee name.
