JUSTIFICATION FOR
BRAND NAME PROCUREMENT
I. CONTRACTING ORGANIZATION: The contracting organization responsible for this action is the 4th Contracting Squadron, 1695 Wright Brothers Avenue, Seymour Johnson AFB, NC, 27531.
II. DESCRIPTION OF ACTION: The contractual action is a Brand-Name Firm-Fixed Price Contract to purchase and install one new Cameron General Twin Seal® double block and bleed valve and repair one Cameron General Twin Seal ® double block bleed valve.
III. DESCRIPTION OF SUPPLIES/SERVICES: The required item is one (1) new Cameron 12” General Twin Seal® valve, Model 12-8811-751G double block and bleed plug valve with viton seals and gear operator. Valve shall meet ANSI/ASME class 150 and API 6D requirements. This acquisitation has an estimated value.
IV. AUTHORITY: The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c) (1) and the Federal Acquisition Regulation Part 6.302-1(c).
V. APPLICABILITY OF AUTHORITY: Request to compete this brand name requirement due to the fact that the required item must be compatible with the existing fuel hydrant valves in service on the fuel hydrant system. All fuel hydrant valves of this type on the Seymour Johnson AFB system are Cameron General Twin Seal valves. The face to face flange dimensions for the Twin Seal Valves match exactly the face to face dimensions of the valve being replaced. Valves by any other manufacturer would require pipeline modifications which would incur additional costs and delays. Additionally, the liquid fuels maintenance shop maintains replacement valves and parts on-hand standardized for these specific valves and there are no other manufacturers of double block and bleed valves that meet the API 6D standards. Any other brand will not meet the 4th Fighter Wing’s fuel systems requirements and piping retrofits of the current fuel system would be required. This would result in substantial additional cost to the Government that would not be recovered through full and open competition.
VI. EFFORTS TO OBTAIN COMPETITION: Market research via Central Contractor Registration (CCR) revealed that Bradford Services, Superior Industrial Maintenance Company and EastCoast Industrial Services LLC can provide this type of product and service to the Base.
VII. FAIR AND REASONABLE COST: The Contracting Officer will determine the prices to be fair and reasonable.

X. STEPS TO FOSTER COMPETITION: See Paragraph VI above.
XI. TECHNICAL REQUIREMENTS/PERSONNEL CERTIFICATION: The using activity has certified that the technical requirements are complete and accurate.
XII. CONTRACTING OFFICER’S CERTIFICATION: The Contracting Officer’s signature on the Justification Review Document represents certification that the justification is accurate and complete to the best of his/her knowledge.
