About this file
This is a Questions and Answers document for the Demo Mini-Mute Sites federal contract opportunity. The project involves demolition and site restoration work at two locations: Olanta Site (2723 West Palmetto St. Florence, SC 29501) and Kingstree Site (1640 Old Gapway Rd. Salters, SC 29590). Work is scheduled to begin upon receipt of bonds. The contractor is responsible for obtaining all required permits, as the government has not secured them. Landscaping restoration quantities (topsoil, seeding, and fertilizer) are firm, and exact excavation dimensions are not known; contractors must use values provided in the Statement of Work (SOW) and verify dimensions on-site.
Key project requirements include complete removal of all existing structures and underground electrical service, ground rods, and ground rings at both sites—abandonment in place is not acceptable. The contractor must locate and arrange for its own water source for grading and hydroseeding operations. Excavated material disposal at private locations rather than ticketed landfills may be discussed post-award but requires documentation from all parties. The project is tax-exempt, and CE inspectors will perform final inspection. The period of performance cannot be extended after award for equipment lead time considerations. If unforeseen conditions are encountered, contractors must submit Requests for Information (RFI) for government review before proceeding. No asbestos or lead is present on either site, no Operable Units have been identified, and only electric utilities service the sites. Current photographs and soil boring reports are not available at this time.
