About this file
This is a Questions and Answers document for solicitation FA480325QB004, which pertains to a Blanket Purchase Agreement (BPA) for Garmin inReach Satellite Subscription Services for the Department of the Air Force Air Combat Command.
The document clarifies that payments will be made via Government Purchase Card (GPC) based on calls against the awarded price list, with payment details to be specified in the awarded contract. The BPA will be firm-fixed price, with funding made available prior to each authorized call. The contractor/authorized distributor is responsible for addressing service outages in accordance with Garmin, though the government acknowledges outages are outside the contractor's control. Changes within the scope of work can be handled through contract modifications, while changes outside the scope will require a new contract. For service interruptions, the contractor must notify the government when outages occur, but no penalties will be imposed since outages are beyond contractor control.
