About this file

The document is a Salient Characteristics file for an Anti-Terrorism Portable Barrier System for Shaw Air Force Base, dated May 22, 2025. The specification details requirements for portable barriers designed to provide flexible security solutions across multiple applications, including blocking walking trails, roads, entrances, and establishing entry control points. The barriers must be deployable in various configurations, ranging from 4 to 35 feet in length, and usable at public events like parades, festivals, and sporting weekends.

Key technical specifications include: barriers must be loadable and movable by a single person via trailer without additional equipment, capable of quickly stopping vehicle traffic, assembled in multiple configurations, operable without electricity/hydraulics/battery power, transported by trailer, require minimal maintenance, and withstand impact with minimal degradation. The system is intended for the 20th Security Forces Squadron to strategically deploy barriers in response to dynamic situational security demands, enabling ad-hoc obstruction of potential approach routes on the installation.

Salient Characteristics

Shaw AFB Anti-Terrorism Portable Barrier System and Associated

Components

22 May 2025

Anti-Terrorism portable barrier usage of portable barriers is intended for multiple applications to include but not limited to blocking walking trails, roads, entrances, lanes, individual units between bollards, establishing entry control points, etc. This requirement is not solely for perimeter security and requires flexibility to be used in various applications/configurations and able to block a minimum 4 feet and a maximum of 35 feet. Barriers must be capable of being deployed in conjunction with other portable barricades and existing infrastructure at public events such as parades, festivals, sporting weekends, and any place that vehicles could attack transitory events on the installation.

Barriers shall meet the following minimum specifications:

1. Due to the nature of operations, barriers must be able to be loaded, handled, setup, and moved by a single person via trailer without additional equipment or manpower.

2. Barriers must have the capability to quickly and effectively shut down traffic to all vehicles.

3. Barriers shall have the capability of being assembled, linked, or adjusted to multiple layout configurations, blocking installation entrance(s), trails, roads, or other checkpoints to address a wide range of security vulnerabilities. Barriers shall include all associated components required to link or assemble, if required as part of the system.

4. Operation of the barriers themselves shall not be dependent on electricity, hydraulics, or battery power. (This does not apply to means of transporting barriers to and from locations).

5. Barriers shall come equipped with a trailer(s) for quick transport

6. Barriers shall require minimal maintenance and come with a warranty

7. Barriers shall be capable of withstanding impact with minimal degradation to their protective capabilities and continued usability.
