STATEMENT OF WORK FOR CATHOLIC RELIGIOUS EDUCATION COORDINATOR
20th Fighter Wing/HC Shaw AFB, SC Date: 15 Apr 19
STATEMENT OF WORK
CATHOLIC RELIGIOUS EDUCATION COORDINATOR
SCOPE OF RESPONSIBILITIES: The contractor shall provide a quality and comprehensive Catholic Religious Education (RE) Program. The contractor shall coordinate with the Catholic Chaplain to develop and implement programs, goals, policies, and procedures for all RE events, including events for children and adults. These programs include: Catechist training, Sacramental program (First Reconciliation, First Communion, and Confirmation), Rite of Christian Initiation of Adults (RICA), Parent and teacher training, and seasonal programs (Christmas Pageant, Stations of the Cross).
QUALIFICATION STATEMENT: Contractor must:
1. The contractor shall possess a Bachelor's degree in Education and/or a minimum of two years experience as a Director of Religious Education (DRE)/Religious Education Coordinator (REC) in Catholic Chapels or Churches with a program consisting of preschool children through adults.
2. The contractor shall be an active, practicing Roman Catholic in good standing with the Church. Contractor shall submit a Catholic Priest/Pastoral reference to the Chaplain Corps upon award of the contract for the purpose of validating good standing.
3. The contractor shall be able to oversee a comprehensive Catholic religious education and formation program for the local installation and associated community.
4. The contractor shall have knowledge of military protocol or be willing to learn.
5. The contractor shall possess computer skills with a working knowledge of Microsoft Office products such as Word, Excel, Outlook and Power Point.
6. The contractor shall be committed to and actively practicing the Catholic faith and teachings. The contractor shall not have a history of domestic violence, assault or crimes against children. A complete and successful criminal history background check shall be completed upon award of this requirement.
7. The contractor shall be proficient in the written and verbal English language.
8. An ability to work unsupervised in a fluid and sometimes-stressful environment with staff parents and children. Possess an ability to maintain healthy, functional interpersonal relationships with co-workers and customers. Maintain professional standards of conduct.
9. Be prepared after submitting a proposal for this contract to interview for the Catholic chaplain or GS equivalent and designates.
10. The contractor shall be able to collaborate with Chapel staff in an ecumenical/interfaith setting.
11. The contractor shall have a residential and/or cellular phone and be willing to supply the phone number to the Chaplain
Corps staff for business purposes.
DUTIES AND RESPONSIBILITIES: Contractor must:
1. The contractor shall develop and track a 10-month calendar of RE events, from September to June, and a teacher training session, between July to August, to be compiled from parish input and presented for approval at the June or July Parish Council meeting. The contractor shall make an annual calendar of events/classes available to the parents of all RE students no later than (NLT) August each year.
2. The contractor shall assist the Catholic Community in the organization of Sacramental Programs. This includes organizing one Confirmation Retreat and one First Communion retreat. This also includes communicating with the bishop's office and coordinating for the bishop's visit and the celebration and reception of the sacrament of Confirmation.
3. At the end of the academic school year, the contractor shall coordinate and provide a 4-5 day Catholic Camp between the months of Jun-Aug.
4. The contractor shall perform administrative tasks, such as preparing publicity material, submitting requests for curriculum and supplies for succeeding quarters to the Chapel staff, updating REC continuity file, accessing event effectiveness, developing an RE annual calendar of events, and coordinating RE program budget requirements with the
Chapel staff. The contractor shall track monthly attendance and provide the resulting data to the Chapel staff as needed.
The contractor shall submit all facility use requests, to include off site and alternate locations, to the Catholic Chaplain for coordination and approval.
5. The contractor shall thoroughly familiarize and comply with Air Force Policy Directive 52-1, all 52 Series Air Force Instructions, and local Operating Instructions (OI) instituted by 20 Fighter Wing, Chaplain Corps (20 FW /HC).
6. The contractor shall inventory, stock, and maintain all RE program materials quarterly.
7. The contractor shall ensure all volunteers/teachers working under the RE program have a complete and favorable criminal background check on file with the Chapel staff prior to the start of any work and before having direct interaction with children under the age of 18 in association with this contract.
8. The contractor shall be present for a minimum of 2 hours during all Religious Education classes, between the hours of 9:00am EST and 7:00pm EST, on each RE Sunday for the duration of the period of performance.
9. The contractor shall ensure all RE programs/events begin and end on time as scheduled.
10. Copyright: The contractor will not reproduce any material in violation of current copyright laws. 20 FW/HC does maintain a Christian copyright license (CCLI). Understanding the limits of that license and adherence to the law is the Contractor's responsibility.
11. Personal Belongings: The government shall not be held responsible for damage to the contractor's supplies, materials, equipment or personal belongings brought into the building or onto the grounds due to fire, theft, accident, mishap or disaster.
12. Contractor Furnished Property: Contractor shall provide his/her own transportation to fulfill this contract.
13. Safety: The contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage.
TERMS OF THE CONTRACT:
SPECIFIC AND IMPLIED SERVICE:
The contractor shall provide non-personal services as stated below:
CLIN 0001 Catholic Religious Coordinator Services 12 each
CONTRACT TECHNICAL RESPONSIBILITY:
1. All persons applying for this position should be CCR registered, have a Dunns and Bradstreet number and be registered through System for Award Management (SAM).
2. If the Contractor is absent during the contract period, they shall be responsible for supplying a subcontractor. The contractor shall notify the Catholic chaplain and contract officer of any absences in writing and, if absent, provide a prior approved substitute of equal or higher proficiency as determined by the Wing Chaplain or designated representative. All substitutes must have a complete and favorable criminal history background check on file with the Chapel staff before being authorized to serve a substitute under this requirement.
3. Quality assurance: The government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The Quality Assurance for this service will be the Catholic chaplain or priest. The Quality Control Manager for this service will be the Superintendent/NCOIC, Chapel Operations or designee, who will notify the Contracting Office for this contract upon notification of defective services or customer complaints.
4. Government remedies: The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items, for contractor’s failure to correct nonconforming services.
5. Government furnished property, services or equipment: Government property made available under this contract is only for the use in the performance of services described in this contract. Government property will be building 912 “Palmetto Chapel” and building 206 “Friendship Chapel”. Equipment available for the contractors use are a computer, telephone, copy machine, fax machine, ecclesiastical equipment and supplies, baby grand piano, missals, hymnals and bulletins. These items will remain in their respective locations and will be available for the contractor to use on an as needed basis. Any additional disposable items that the contractor might need to perform contracted duties can be requested through the Catholic chaplain or NCOIC, Chapel Resource Management by filling out the proper funds requests and planning for the budget.
6. Computer/Network Access. The Contractor shall receive a Common Access Card (CAC) through the Trusted Associate Sponsorship System. This will allow contract personnel to access systems that connect to Shaw AFB Local Area Network (LAN). In the event a NACI clearance is delayed, the Contractor must request a waiver via the Wing Information Assurance Manager. Contractor personnel shall complete annual Information Assurance Awareness Program (IAAP) Training and Certification prior to being allowed computer access. Annual completion of this training thereafter is mandatory. The
Contractor shall maintain records and certificates on file, these files may be inspected upon request. The Contractor is reminded that network services are for authorized Federal Government duties only.
GENERAL INFORMATION:
1. Place of Performance. The primary place of performance is 433 Shaw, Building 912, located on Shaw AFB, SC.
Contractor will provide education opportunities primarily at the Spratt Education Center Building 501 or other building as determined by the Wing Chaplain. The contractor may be required to travel occasionally away from the normal place of performance as required by the Wing Chaplain and/or as approved through a facility request.
2. The contractor shall facilitate RE events/classes as listed on the RE calendar and approved by the Catholic priest. Arrive 30 minutes prior to class start time.
3. The contractor shall schedule of no more than 20 hours of work each week to include weekday office hours (during normal Shaw AFB duty hours). The schedule will be determined and approved in collaboration with the Catholic chaplain.
4. A federal background check (NACI) and installation records check will be performed to allow contact with anyone under the age of 18 and have access to government computer network systems.
5. The contractor will submit requests for pay using the USAF approved Wide Area Work Flow system no later than 30 days following close out of monthly services.
6. The HC contract officer, through the Catholic chaplain or GS equivalent, is the person responsible for inspection and acceptance for all work/services performed under this contract.
7. Security requirements for unclassified contracts: The following security requirements are required in Shaw AFB Statements of Work when the contract work does not involve access to classified information:
a. Listing Of Employees: The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes.
b. Security Training: The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.
c. Pass And Identification Items: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees. Contractors cannot sponsor other contractors on base.
Only government employees (military or civilian) are authorized to sponsor contractors.
d. NOTICE: All contract employees shall submit to a criminal background check accomplished by Shaw Air Force Security Forces prior to the employee being issued base access credentials. Failure to submit requested information as indicated below can result in denial or delay of issuing base access credentials.
8. Obtaining Contractor Passes: All contractor employees who work on Shaw Air Force Base must obtain base pass for base entry. Seven (7) calendar days prior to starting work on-base, the contractor shall submit the following employee information to contracting officer or other government sponsor: Full Name; Date of Birth; SSN; and Driver License Number. Non-US citizens must also provide Immigrant Alien # or Work Visa # information and a copy of government-issued identification or passport. Non-US citizens will not be given any type of pass until they complete the background check process. The contracting office or other government sponsor will submit the personnel information along with the dates for work, on-base work location, and work hours (i.e. 0800-1700) to 20sfs-eal@shaw.af.mil for criminal background checks.
9. Conducting Background Checks and Issuance of Contractor Passes. Security Forces will conduct the background check using information provided by the contractor. After completion of a favorable background check, contractor passes will be issued from the Security Forces Pass & Registration Office located in Building 1118, Shaw Air Force Base, SC 29152. Contractor passes will not exceed one (1) year in duration. Initial passes for first time entry on base will be issued from the Visitor Center or Commercial Vehicle Inspection Area to authorize travel to the Pass & Registration Office.
10. Contractor vehicles do not require passes. Proof of insurance and current vehicle registration is required to operate a vehicle on base.

11. Retrieving Identification Media: The contractor is responsible for retrieving all identification media from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. The contractor shall return retrieved items to the Security Forces Pass and Registration Office.
12. Traffic Laws: The contractor and its employees shall comply with base traffic regulations.
13. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Shaw Air Force Base.
14. For Official Use Only (FOUO): The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
15. Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
16. Physical Security: The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
17. Building Code Control: The contractor shall establish and implement methods of making sure the building code issued to the contractor by the Government are not lost or given out and are not used by unauthorized persons. The contractor shall give out building code.
18. The contractor shall immediately report to the facility manager any occurrences of unauthorized use of building code.
19. In the event building code are lost or compromised, the contractor may be required, upon written direction of the contracting officer, to re-code the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-coding and deduct the cost of such from the monthly payment due the contractor.
20. The contractor shall prohibit the use of building codes, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
21. Purchase of recycled products: The contractor shall comply with the DoD Green Procurement Program for Recovered Materials.
