Questions and Answers for CATM Facility Cleaning
1. Which entity is conducting the chemical testing of the bullet trap waste to identify the hazard level? Contractor or Air Force personnel?
Answer: The Contractor
2. The statement of work states that all filters HEPA and pre filter are to be replaced monthly. The NCOIC stated that the filters were too replaced monthly if damaged or plugged and all were to be replaced quarterly. Which statement is to be followed?
Answer: The Hepa Filters shall be changed Semi-Annually and the pre filters shall be replaced quarterly.
3. Does the horizontal auger need to be pressure washed as stated in the SOW or just the outside of the horizontal auger?
Answer: The outside of the augers.
4. At the site visit it was mentioned that any drums that were full during the monthly cleaning and inspection could be left on site until the quarterly cleaning was completed. Is this correct?
Answer: That is correct. The full drums can remain on site until the quarterly cleaning, at which time they shall be removed. Note: The drums shall be changed out monthly regardless of how full they are.
5. When was the last time the facility was cleaned prior to the site visit?
Answer: The last full cleaning was in August 2017.
6. Given the condition of the site yesterday when was the last time that your facility was cleaned?
Answer: The last full cleaning was in August 2017.
7. What entity is responsible for conducting testing the waste materials that are collected in the Drums? Contractor or Air Force?
Answer: The Contractor.
8. SOW states that the all filters are to be replaced monthly but the site visit stated that filters were only to be replaced monthly if they were damaged or plugged. Is the replacement of all filters monthly or quarterly?
Answer: The Hepa Filter shall be changed Semi-Annually and the pre filter shall be replaced quarterly.
9. What was the previous contract number and contract award amount?
Answer: The previous contract number was FA4803-14-P003. The contract total was for $41,550, which included a base year plus 4 option years. However, the level of effort for this requirement has increased from quarterly (four visits per year) to monthly (12 visits per year).
10. How many 30 gallon drums are replaced at each monthly service?
Answer: There is no current history because a recent repair of the augers changed the collection drum size from a 55-gallon to a 30-gallon drum. The new requirement will require the 30-gallon drum to be changed out each month, regardless of how full the drum is at the time.
11. Can we schedule drum replacement at a regular interval?
Answer: The drum will be swapped out monthly.
12. 30 gallon drums are cheap. Labor is expensive. On call labor with 3 days’ notice is really expensive. Can the contractor provide the government 10 to 20 extra drums in case the regular interval does not work with the training schedule? It takes one person 5 minutes to swap out a 30 gallon drum. Would the government consider removing the 3 day response requirement?
Answer: The 3 day notice has been removed from the statement of work (SOW).
13. It is uncommon to replace filters on a monthly basis. The exception is the 2 story range in Las Vegas. They are a 24/7 facility with constant use. At Air Force ranges typically have the pre filters changed out quarterly and the HEPA filters are replaced yearly.
Answer: The Hepa Filters will be changed Semi-Annually and the pre filter will be replaced quarterly.
The SOW is written to show an as needed filter replacement on a monthly basis. If we assume that there is a monthly filter replacement it will be expensive. This would include expensive hazardous waste disposal costs.
Answer: This is to inspect the filters for damage. Historically filters have dislodged due to the air movement and need to be set back in place. This may be required monthly.
14. What are the specifications on the filters required for the 3 HVAC units?
Answer: HEPA Filters: we do not know the company or brand at this point. They are 24x24x12 Box Style Rigid Media Filters. As of right now the filter that was suggested will not work because the filter must be Box Style Rigid Media Filters. The one bag suggested was bag style.

15. What size are the ranges?
Answer: The range itself is approximately 9,250 sq. ft. The auger area that is also required to be cleaned is approximately 870 sq. ft.
16. Can we get pictures of the range and all other access points?
Answer: Pictures are unavailable. There are two access doors to the range.
17. How often are these ranges used?
Answer: The range is normally used Monday through Friday.
18. Is this an indoor or outdoor range?
Answer: This is an indoor range.
19. Do the metal baffles have plywood on them?
Answer: No, the metal baffles do not have plywood on them.
20. Please provide pictures of the bullet trap overflow system. The collection and disposal requirements are not clear.
Answer: There are no pictures available. The bullet trap overflow system slowly moves the material and they are gravity dropped into the top of a 30-gallon drum.
21. Will there be a site visit posted 3 weeks before the visit? This is to allow for reasonable travel cost purchases.
Answer: The site visit was conducted on 5 Feb 2018 as specified in the solicitation.
22. What was the volume of scrap that was generated during the last contract period? For example, 10 – 30 gal. drums over 12 months.
Answer: The system was redesigned from a 55 gallon drum to a 30 gallon drum. Over a 12-month period, only two 55 gallon drums were removed.
23. This is to include dirt/soil debris that accumulate in and or around the trap?
Answer: There is no historical data available to provide an answer to this question. The Government believes this to be a minimal amount of debris.
24. “Clean/clear all water drains” is this solely for the surface/intake area? This does not include any pipe clog removal or plumbing work beyond clearing the surface/intake area of any drain, correct?
Answer: Yes, the drains were for when the range was outdoors and used to remove rainwater. Now that this is an indoor range, the drains need to be vacuumed as part of the inside cleaning. There is no plumbing work required in the facility.
25. This request is exclusive to the backside or outside of the range correct? No Hydro Washing will be performed inside the range, correct?
Answer: Yes, sweeping/vacuuming is required only inside the range, no hydro washing.
26. What is the “sludge” and waste from the bullet trap “overflow system”? AIs contractor to mobilize specifically to any requests for this clean up exclusively?
Answer: The sludge was misintepreted as debris. The debris will fall into the bullet trap overflow system or 30 gallon drum which the contractor will remove.
Waste Disposal:
* How much waste should be anticipated quarterly?
Answer: 45 prefilters and 4-30 gallon drums; the Hepa filters will be replaced annually.
* Has previous testing indicated the waste is hazardous?
Answer: The Government believes the materials are hazardous.
* Can the contractor test the waste to determine if waste can be disposed of as non-hazardous?
Answer: Yes, the waste needs to be tested and disposed of in accordance with OSHA, EPA, and USAF standards.
* Will contractor be authorized to sign disposal documents on behalf of the base (generator of the waste)?
Answer: Yes, the contractor will dispose of all materials in accordance with OSHA, EPA, and USAF standards.
Facilities:
* Is there a functioning shower at the facility for decontamination?
Answer: No there is no shower.
* Can equipment required for the range service be stored in a secure location at the facility in between services?
Answer: No, there is space available to store equipment.
Timing:
* What are the anticipated work hours and days?
Answer: The range is normally open Monday-Friday 0800-1600. All weekends and holidays/base down days are normally non-workdays, but could change, based on the needs of the mission.
Filters:
* How often are pre-filters and HEPA filters currently changed?
Answer: The Hepa Filters will be changed Semi-Annually and the pre filters will be replaced quarterly.
