ENVIRONMENTAL MANAGEMENT SYSTEM INTERNAL AUDIT
STATEMENT OF WORK
The purpose of this work statement is to accomplish an annual internal audit of the Shaw AFB Environmental Management System (EMS). Each annual audit will normally take place over a period of five consecutive days (Monday-Friday). The audit will be directed by a lead auditor who shall be certified by the Registrar Accreditation Board Quality Society of Australasia (RABQSA) as ISO 14001 EMS Lead Auditor or an equivalent, widely recognized accredited certifying organization. The auditor or audit team must be able to demonstrate competence, proficiency, qualifications, training and experience commensurate with the generally accepted industry standard for planning, managing, conducting and reporting an ISO 14001 audit on Shaw Air Force Base (AFB).
The scope of the audit shall be consistent with the scope of Shaw AFB’s EMS. This encompasses all activities and processes performed by tenants, contractors and sub-contractors that could result in significant Environmental, Safety, or Occupational Health (ESOH) aspects and hazards within the installation fence lines. Base activities will be coordinated within the 20th Civil Engineer Squadron located at 428 Chapin St, Bldg 250.
The auditor shall plan, prepare and conduct a systematic and documented process to collect evidence supporting an independent, informed and objective evaluation of the Shaw AFB Environmental Management System (EMS) and determine the extent to which Shaw’s EMS conforms to the criteria within each element of ISO14001. The audit shall determine whether the EMS conforms to planned arrangements for environmental management and whether the EMS has been properly implemented and is maintained. There are three primary execution phases: 1) preparation and training, 2) reviews and inspections, and 3) reporting.
Preparation will include development of an audit plan, including a checklist, an audit schedule, and assignment of Shaw AFB internal auditors to assist the lead auditor. Shaw AFB will cooperate and assist with the identification and selection of base personnel to assist with the audit. The lead auditor will make the final determination for the makeup of the team and may choose to partially or fully provide his or her own team. This team shall be assembled such as to ensure that a thorough review of the Shaw AFB EMS is completed within 5 days. Where necessary, Shaw AFB will provide escorts for the audit team members.
Prior to the audit, the auditor shall prepare an audit plan to provide agreement as to the basis of conclusions. The plan will be developed such that an informed determination can be made as to whether Shaw AFB has an EMS program in conformance with ISO 14001. The plan shall contain procedures for collecting evidence to include a schedule of activities, personnel to be contacted, sites to visit, and specific documents and records to review. The plan shall provide for a comprehensive checklist to ensure all facets of ISO 14001 are addressed, a questionnaire and reporting template equivalent in scope, function and key components to those referenced in Shaw’s EMS procedures.
Prior to commencing the audit, the lead auditor will conduct internal auditor refresher training to the audit assistants identified in the plan. The level and content of training shall be appropriate to the attendees and sufficient to ensure a successful and defensible audit. The training will be conducted during a 6-hr period over the course of 1 day. The maximum number of attending trainees is 12.
The auditor shall collect records, statements of facts or other verifiable information that is relevant to the audit criteria. This will consist of document and record reviews, observation of practices and the physical environment, and interviews of base personnel covered under the scope of Shaw’s EMS. The auditor shall review all EMS-related documents and procedures which are maintained on the Air Force SharePoint site known as “edash”. It will also include spot reviews of the operations, processes, roles and responsibilities governed by Shaw AFB EMS procedures. Likewise, the audit team will conduct spot assessments of environmental compliance and EMS awareness including the commander’s EMS commitment statement.
All conclusions regarding audit criteria must be clearly linked to the supporting evidence. Each system requirement shall be linked to the source of the requirement, the supporting evidence, and the source of the evidence.
The findings of each team member as well as the lead auditor will be compiled, evaluated and recorded in a draft audit report prepared by or under the direction and approval of the lead auditor. Where applicable, the audit report will include specific recommendations for corrective actions as well as suggestions for improving the effectiveness of the Shaw AFB EMS. The draft audit report will be submitted to Shaw AFB, 20 CES/CEIEC within 15 days once the audit commences. The base will then submit comments to the lead auditor within 15 days of receiving the draft submittal. The final report will be issued to Shaw AFB, 20 CES/CEIEC within 30 days following the draft submission. The draft and final report must include an Adobe Acrobat .pdf-formatted version. Hardcopy submittals are not required.
