About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) dated October 27, 2026, signed by Contracting Officer Katrina E Williams of the 49th Contracting Squadron at Holloman Air Force Base.

The document justifies a sole-source, Firm Fixed Price (FFP) contract award to Advantor Systems II LLC for installation and training of an Intrusion Detection System (IDS) in Building 205 supporting the 49th Operations Group/6th Air Tactics Squadron. The requirement is funded through Operations & Maintenance (3400) funds. The statutory authority cited is 10 U.S.C. 3204(a)(1), asserting only one responsible source exists and no other supplies or services will satisfy the agency's needs. The market analysis included research on the AFICC Launch Pad, GSA Advantage, AbilityOne, and SAM, which yielded no viable alternatives. While GSA Advantage identified 107 small businesses under MAS 334290 for security systems, these were excluded due to CMD Approved Equipment restrictions and interoperability concerns. Advantor Systems holds proprietary rights to its equipment, software, installation, maintenance, repair, sustainment, and support services. The justification notes that Advantor's system must integrate with Holloman AFB's existing alarm infrastructure, making alternative vendors incapable of performing the upgrade without replacing multiple base-wide systems. The document recommends that the 49th Security Forces Squadron assess transitioning to a competitively-sourced IDS in the future, though current system replacement would incur prohibitively high costs exceeding the present contract value.

Department of the Air Force: Justification for Other Than Full and Open Competition

CUI

March 2026 CUI Page 2 of 3

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: ACC Contracting Activity: 49th Contracting Squadron, PKA

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a Firm Fixed Price (FFP) contract on a sole source basis to Advantor Systems II LLC for the installation and training of the Intrusion Detection System (IDS) in BLDG 205 in support of the 49 OG/6 ATKS. This justification is made on an Individual basis.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The 49 OG requires Advantor Alarm Systems installed in BLDG 205 IAW the Statement of Work (SOW) and estimate proposal.

The estimated value of this requirement is using O&M (3400) funds using a FFP contract. A breakdown of the required items can be found on the estimate proposal.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

Research on IDS's were conducted on sources such as the AFICC Launch Pad, GSA Advantage, AbilityOne, and SAM.

Searches on the AFICC Launch Pad shows a contracting vehicle specific for Security Systems in the USEUCOM AOR which is not within the scope of this requirement. Searches on AbilityOne yielded no results for "intrusion detection systems". Searches on GSA Advantage produced 107 small businesses under MAS 334290, "Security and Protection - Security Systems" that could possibly fulfill the requirement, but would not be considered due to the restrictions of the CMD Approved Equipment listing from AFLCMC/ESS. Reach out to a technical expert at the 49th SFS revealed that the use of equipment other than from Advantor Systems would risk interoperability issues, additional sustainment costs, and potential unauthorized mixing of systems. Searches on SAM showed multiple awarded contracts specifically to Advantor Systems LLC for the procurement of very similar IDS requirements across the USAF. Outreach to representatives at Advantador resulted in a signed memorandum from the company stating they have proprietary rights to their equipment, software, installation, maintenance, repair, sustainment, and related support services.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Advantor Systems Corporation is the only known source that can satisfy the requirement. The system must be compatible with Holloman AFB's existing alarm infrastructure; therefore no other vendor is capable of performing this upgrade without requiring the replacement of multiple systems base-wide. Advantor also remains the only one that can install/train on their equipment due to their proprietary rights.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

N/A

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

The 49th Security Forces Squadron should assess capabilities and feasibility of transitioning to an IDS that is supplied by multiple businesses if possible. This would allow for full and open competition. At this time, changing systems or sources would result in a massive cost undertaking, far outweighing the current request.
