About this file
This is a Statement of Work (SOW) for interior wall painting services at a federal facility (16 TRS, Building 45) with a 14-day period of performance.
The contractor must paint 3,321 square feet of interior hallway walls from red to white. Required tasks include site preparation with protective coverings for floors, fixtures, molding, and furniture; surface preparation involving cleaning, patching minor imperfections, sanding, and application of high-hide primer to prevent red paint bleed-through; paint application to achieve full uniform coverage; site cleanup and debris removal; and a joint final inspection with the facility manager. The final white finish must visually match the color, sheen, and texture of adjacent white hallway walls with a continuous, opaque finish showing zero visibility of underlying red paint or primer layers. All work must be contained to designated hallway areas without damage to non-targeted surfaces such as ceilings, baseboards, or doors.
Pricing must be submitted as a firm-fixed-price bid including all labor, materials (primer, paint, tape, drop cloths), equipment, and cleanup costs. Material specifications require commercial-grade primer and paint, with high-hide primer highly recommended for the red-to-white transition. Work must be scheduled and phased to minimize disruption to normal daily operations and hallway foot traffic. The contractor must adhere to OSHA safety regulations for indoor painting, including proper ventilation and safe material storage, and handle all disposed materials according to local environmental regulations.
