Statement of Work For Removal and Replacement of ATCT (Air Traffic Control Tower) Window Shades

1. Project Location: Holloman AFB, NM, Air Traffic Control Tower (ATCT) (Bldg.864)

2. Purpose:

a. Window sunshades enable controllers assigned to the ATCT to effectively see the surrounding environment, airfield controlled/uncontrolled movement area, and aircraft within Holloman AFB airfield. Current window shades lifecycle at Holloman AFB ATCT are at their maximum and are showing signs of deterioration.

3. Scope:

a. The Contractor shall remove and replace existing ATCT window shades as well as all support hardware for the Tower located on Holloman AFB, New Mexico. Existing shades shall be removed and disposed of by the contractor.

4. Description of Services:

a. The contractor shall provide all personnel, transportation, equipment, tools, labor, supplies, materials, and supervision required to remove and replace twenty-four (24) ATCT shades in the ATCT cab located on Holloman, AFB. Installed Shades must meet all requirements set forth by applicable Federal Aviation Administration specifications, including but not limited to, Section 12 24 12 – ATCT Transparent Plastic Window Shades (April 2012) (Appendix 1). Installation shall include all new shade assemblies, mounting hardware (excluding existing functional “205 A/B” brackets), pull cords, cord cleats, and cord ends. Installed shades shall be fitted without light gaps of greater than ½” left and right sides of shade, and 1” bottom of shade. Shades must block 94.9% of sunlight. Shades must roll up and down properly without binding. Installed shades must be clean and absolutely free from tears, folds, creases, or holes. Shades installed but not meeting this threshold must be replaced at contractor expense with minimum delay. No window may be left “unshaded” during any delay of replacement shade(s).

5. General Information:

a. Delivery of shades to Holloman AFB may take place ahead of installation date, and storage of shades my take place at Holloman AFB, Bldg. 885 – contractor is solely responsible for security of delivered products prior to and during installation. If storage is to take place at Holloman AFB, Bldg. 885 contractor will coordinate with contract Point of Contact. The contractor’s scheduling office must coordinate with contract Point of Contact for access to control tower cab. An escort will be provided by the Point of Contact for access to secure facilities, if required. The contractor must provide in writing, at the time of scheduling or prior to the scheduling, with a list of employees who will be accessing the ATCT cab. The Contractor is responsible for taking all field measurements required to fabricate the shades prior to installation. Delivery of products prior to installation, if required, shall be completed at the contractor’s expense for inside delivery to Holloman AFB facilities. Disposal of removed (old) shades and hardware shall be completed by the contractor at contractor’s expense. Contractor employees may be required to climb eleven (11) flights of stairs to access the ATCT cab. Contractor is required to access up to a 36” high x 20” narrow indoor window ledge to perform work. Contractors are required to access windows up to 18’ from the standing floor. The contractor shall ensure the work area is left in clean condition upon completion of work. Contractor shall remove all contractor owned tools and equipment upon completion of work. In the event the contractor is not able to complete the work scheduled, the contractor shall immediately call the contracting office, or the individual designated at the ATCT. Completion of shade installation shall occur NLT _90_ days after contract award.

6. Quality Control:

a. The contractor shall be responsible for quality control for all work accomplished during the performance of the task. MSgt Shaneh Santos will evaluate contractor’s compliance with Statement of Work. The installer must protect the cab glass, architectural finishes, and AF equipment from damage. Personnel installing or replacing shades must not place equipment (i.e. ladders) against the glass panels that can potentially damage the glass. Acceptable options to prevent glass damage include floor based or reinforced plate scaffolds, or using a brace above the glass or between the mullions for the ladder or scaffold to rest. Solutions must adhere to all OSHA standards.

7. Noise and Cleanliness:

a. The Contractor must maintain a clean work area and protect existing equipment from dust, dirt, and other possible damage. Caution should be used if work disturbs dust around smoke detectors. Protective smoke detector covers, if provided, must be utilized by the contractor during installation. Noise and other disruptions caused by this work must be held to a minimum. There may be times when Air Traffic personnel require work to be halted. Every effort will be made by the AF, however, to minimize the number and duration of these down times. The Contractor is responsible for removing and disposing of the old shades, as well as any debris/trash generated by the work. Once the work is complete, the Contractor must clean the entire work area.

8. Hours of Operation:

a. Removal and installation of shades shall take place during non-flying hours (Monday-Friday 0700-1800L excluding federal holidays) – coordination with MSgt Shaneh Santos, of removal and installation times must be made NLT 7 days in advance. Hours to perform this work shall be mutually agreeable to the agency and contractor. Work shall be expected to be completed any time Sunday through Saturday exclusive of normal duty hours (Monday-Friday 0700-1800L).

9. Holidays Observed:

a. The contractor is not required to schedule work during Federal Holidays.

10. Security Requirements:

a. Contractor shall provide contact information of installers to include name, company name and mobile telephone number(s). Contractors must present themselves to Holloman AFB with valid driver’s license, vehicle insurance, and vehicle registration on the day of installation to secure an installation visitor’s pass. The Agency will assist the contractor by alerting base security of the contractor’s business, and date/time of expected arrival. Tower personnel will escort the contractors to access the ATCT.

11. Specifications:

a. It is the contractors’ full responsibility to provide the correct materials, and amounts required to perform the stated requirements/specific tasks under the terms of this contract.

b. TRANSPARENT PLASTIC WINDOW SHADES

1.0 General:

1.1 This specification sets for the requirements for material, fabrication, transportation and installation of plastic window shades for use in Air Traffic Control Tower (ATCT) cabs. These shades are required to reduce the sun's direct and reflective glare and to contribute to temperature control of tower cabs. Shades shall be installed on all exposures of the cab.

2.0 Applicable Documents:

2.1 The following specification and standards of the issues in effect on the date of invitation for bids or request for proposal form a part of this section and are applicable as specified herein. In the event of conflict between requirements of this equipment specification and documents listed or referenced herein; FAA Section 12 24 12 (2012) shall take precedence:

3.0 Federal Specification:

3.1 FS L-P-377, Plastic Sheet and Strip Polyester.

3.2 FED-STD-102, Preservation, Packaging, and Packing Levels.

4.0 Material to be Furnished:

4.1 Material furnished by the contractor shall be complete in accordance with all specification requirements and shall include the following items.

5.0 Plastic Shade Material:

5.1 Shade film shall be manufactured from a polyester type polymer, such as DuPont "mylar" or equivalent in accordance with Federal Specification L-P-377b.

5.2 Transparent Shade Film shall be constructed of a 5 mil, 3-ply laminated polyester film. Two sheets of polyester vat dyed gray, hard coal S/R applied to one side. Fial film construction shall be 5 gauge thick, optically clean and totally transparent. Surface tinting or color adhesives will not be acceptable.

6.0 Ultra-Violet Transmission:

6.1 The shade shall transmit no more than 2% of the ultra-violet solar energy in the 800- to 780 nanometers range of the solar spectrum when measured in accordance with the AIMCAL standard test methods.

7.0 Total Solar Energy Rejected:

7.1 The shade shall reject at least 60.5% of the total solar energy transmitted from 360 to 2100 nanometers when measured in accordance with the AIMCAL standard test methods.

8.0 Shading Coefficient:

8.1 The shade film shall have a maximum shading coefficient of 0.45 when measured in accordance with the AIMCAL standard test methods.

9.0 Solar Heat Gain coefficient:

9.1 The shade film shall have a maximum solar heat gain of 0.40 when measured in accordance with the AIMCAL standard test methods.

10.0 Visible Light Transmission:

10.1 The shade film shall transmit no more than 4% of the visible solar energy in the 380 to 780 nanometers when measured in accordance with AIMCAL standard test methods.

11.0 Solar absorption:

11.1 The shade film shall have a maximum solar absorption of 61 percent when measured in accordance with the AIMCAL standard test methods

12.0 Primary Shades:

12.1 The shade film shall have a maximum solar heat gain of 0.40 when measured in accordance with the AIMCAL standard test methods

13.0 Secondary Shdes:

13.1 The shade film shall have a maximum solar heat gain of 0.40 when measured in accordance with the AIMCAL standard test methods

14.0 Bottom Bar:

14.1 Shades shall have a flat 1-inch by ½ inch, dull black, full width hemline bar, (minimum of 26 gage) at the bottom onto which the pull cord and shade are attached. Removable black plastic caps shall be provided on each end of hemline bar to cover any sharp exposed edges.

15.0 Shade Cords:

15.1 Cords, if used, and their rigid shrouds shall be in compliance with all CFR regulations. Color shall be black and of sufficient length to route around stairwell and equipment to cord lock positions whenever required. The cords shall be 9/64 inch diameter rope made of 4.5 Duro Nylon and shall be attached underneath the center of the bottom of the hemline bar.

15.2 Alternate cord installations are authorized be it they comply with all CFR regulations.

16.0 Shade Rollers:

16.1 Shades shall be mounted on 1-3/4 inch diameter wrapped rollers. The rollers shall be spring loaded, single piece barrel, with a reusable safety cotter key type retainer installed through both end pins and washers to prevent roller from falling out of mounting brackets. Constant tension in shades is required.

17.0 Mounting Brackets:

17.1 Mounting brackets shall have a 2-1/4 inch resting ledge. Regular "industry norm" ceiling brackets are not acceptable. The shade film shall be mounted onto the rollers so as to minimize ridging. Roll-off direction of material from roller shall be as directed by the shade manufacturer for use in the specific tower cab under consideration. Each shade shall have a label or whatever suitable means required to specify and identify the proper roll- off direction.

18.0 Shade Labels:

18.1 Each shade shall have a manufacturer's label attached to the metal bar hemline giving cleaning instructions and the telephone number for emergency service. A label stating "THIS END DOWN" with an arrow pointing to proper installation direction of the roller into the mounting brackets shall be placed on the spring motor end of each shade roller. A sticker on the bottom of the metal hemline, with each shade's number, aids in saving installation time and eliminates the possibility of putting the wrong shade in the wrong brackets during shade washing, cab painting, ceiling work etc.

19.0 Lock Pulley and Cord Direction Change Pulley:

19.1 Lock pulleys shall consist of a roller and spring return side action cam cord grip. Cord Direction change Pulleys shall be positioned in direct line with cord outlet on metal hemline.

c. FABRICATION

1.0 Shade Size:

1.1 The shade roller width shall be to within ½ inch of maximum possible width as determined by physical limitations. Shade material width with shade fully drawn shall be to within 1 inch of columns on bias cut sides and within 1-3/4 inch of columns on vertical cut sides. Horizontal seam shall be located a minimum of 70 inches from the bottom of the shade. Complete approximate dimensions can be found in Appendix A. Shades in the ATCT cabs shall be bias cut when required. To ensure a safe roll-up, a minimum of 15 inches of shade film shall remain on the roller when the shade is fully extended.

2.0 Measuring for Shades:

2.1 Measuring for shades and positing shall be strictly in accordance with the shade manufacturer's instructions. Marks showing the precise position of all brackets, pulleys, and metal hemline positions as related to the factory measuring instructions shall be provided. All the measurements shall be taken per instructions from the manufacturer.

d. PACKAGING:

1.0 Packaging shall be in accordance with FED-STD-102. Shades shall be packaged to afford adequate protection against deterioration and damage during shipment. The supplier may use their standard practice when it meets these requirements.

e. INSTALLATION:

1.0 All roller shades shall be installed level, plumb, and aligned with adjacent units according to manufacturer’s written instructions. Shades shall be installed in shade recess pockets or on wood or metal plates. Shades shall follow the slope of cab glass as closely as practical within physical limitations of air ducts and other equipment. No drilling is to be done in vertical uprights of cabs, as some uprights contain electrical cables or rain down spouts. Spring tension in roller shall be manually adjusted so that shades roll up comfortably. In order to safely control and limit the shade travel, the installer shall make two knots in the shade cord. One knot is to be placed before the lock pulley to prevent the metal hemline bar from hitting the windowsill. The second knot is to be placed after the lock pulley to prevent the metal hemline bar from hitting or overrunning the shade roller. Adherence to the "THIS END DOWN" label when installing the shade will prevent improper roller installation which can result in locked shade situation when the metal bar hemline in near the lock pulley and cannot be pulled down to release the spring motor camlock. All shades shall be adjusted and balanced to operate smoothly, easily, safely, and free from binding throughout entire operational range.

f. CLEANING:

1.0 All roller shade surfaces shall be cleaned after installation, according to manufacturer’s written instructions.

12. Government Furnished Property and Services: Services limited to standard room lighting and electrical use. Restrooms are available.
