About this file
This document appears to be a set of site visit questions related to a federal contract opportunity for a CCTV system upgrade at multiple Department of the Air Force buildings. The key details are:
The contract opportunity is for the purchase and installation of a CCTV system in the MDG Main Clinic (Bldg. 23) and Dental Clinic (Bldg. 20), with an option to include upgrades to cameras and infrastructure in 5 additional buildings (21, 22, 24, 852, and 854). The system must include cameras, recording equipment, monitors, DVD burners, and UPS backup power. Initial training and troubleshooting support are required. Funds are not currently available, so no award will be made until funding is allocated. The site visit questions cover details on the current camera counts and locations, required system capabilities, access and scheduling considerations, and other technical requirements. The government is seeking input from contractors on these details to finalize the Performance Work Statement.

1. What kind of cipher lock and quantities are required e.g. X-10? N/A we already have cipher locks. Verbiage will be removed from PWS.
18. Will camera counts be posted? Currently there is nothing stating how many cameras are requested. Site survey with company required to determine number of cameras to include all 7 facilities.
18. Description on sam.gov lists only 2 locations (bldg 23 and bldg 20). PWS lists off a total of 7 locations. Can you confirm how many locations are to be included? We need cameras in 7 buildings. Bldg 20 & 23 already have cameras, but we intend to include Bldg 21, 22 , 24, 852, and 854 in the upgrade.
1. Do you have the list of existing cameras and locations and desired new camera locations available? Yes. See attached Excel spreadsheet.
1. Within the PWS it requests for, “100% coverage of common areas.” Can “common areas” be defined? Does this entail solely exterior coverage or does this also include interior coverage? The preexisting cameras in Bldg 20 & 23 already cover the common areas. The other building’s common areas will be identified during the site survey with company.

1. PWS states in 2.2.1 (b) that cameras are to have PTZ capabilities, but I didn’t see any PTZ cameras throughout the building, is this a new requirement or do we go with the standard dome camera with digital zoom? Yes, we would determine that during site survey with company on which cameras should be replaced.
1. PWS states 4.1-2 that the contractor will provide own laydown area with government approval before work begins on location will we allowed to bring in our own storage containers and set in designated areas? Yes, we can coordinate laydown areas upon award.

1. That all equipment with AI capabilities should be able to be turned off or made inoperable? Yes.
1. PWS 1.1.2 states "The contractor shall ensure all permits, manifests, environmental requirements, etc., are accomplished prior to beginning work." What are typical permitting requests associated with this Task Order? What is the typical turn-around times on submission of permitting? We have no permit requirements for government DHA facilities. Infection control would be a concern, but the approval process can be done within 5 business days. The PWS verbiage was updated to Environmental Requirements: Prior to beginning work, the contractor shall coordinate with the Facility Manager to ensure medical environmental standards (i.e., The Joint Commission (TJC) infection control standards) are not compromised.
1. This is a legacy replacement 1 for 1 swap - I didn't see anything in the PWS regarding the re-use of existing infrastructure. I also didn't see anything about how the contractor was to handle all the existing devices that we are on contract to dermo. What's the turn-over process look like? Is a DD-1149 required? We will include in the PWS that it is possible for the new contractor to use the existing systems but if an overhaul is required, then we approve of that too. If an overhaul is required, then a DD 1348 will be required to initiate the DRMO.
1. The PWS states that installation activities will need to be completed upon 30 days after receipt of order (ARO) with the lead times of most equipment this will be nearly an impossible installation timeline to adhere to. Will this Period of Performance be adjusted to allow for normal procurement procedures as well as pre-installation activities to fit within the schedule? Yes, time is flexible. We would need to confirm with Contracting to provide guidance (i.e., DFARs) on what is the acceptable timeframe for completion.
