Solicitation #FA480124Q0015 Modular Office Trailer Solicitation - FA480124Q0015 Questions and Answers:

Q1: IAW SOW 4.3.5, Does the sewer line that empty into a sewer, or does it go to a septic tank that needs to be pumped out?

A1: The sewer line empties into a sewer, not a septic tank.

Q2: Will there be an existing septic system on base that we can tie into, or should we plan to provide separate septic holding tanks and water tanks? If separate tanks are required, could you please clarify the expected frequency of septic tank servicing?

A2: Septic tanks are not required.

Q3: Are there any special permits needed to set up the trailer and septic systems on base? Additionally, does Fort Bliss operate under specific state or local codes that we need to follow for installation?

A3: Please see SOW Paragraph 4.3.6 and Part 5. The contractor takes on all responsibility to comply with the SOW which ensures any local, state and federal policies and codes complied with and in the event of an inspection, the trailer will pass any requirements. Any permits which need to be obtained fall on the sole responsibility of the contractor, the purpose for contracting this requirement is to put the burden of risk on the contractor for compliance with any such requirements; the government does not have any expertise in the industry.

Q4: Would you be able to provide a list of approved plumbers and electricians who are authorized to work on the base, should we need their services?

A4: That information is not available for public disclosure, contractors may conduct market research on FPDS.gov, or through typical Google searches and call verification.

Q5: I am inquiring about the NACIS. I have normally seen these requirements under 531120.

A5: This is not a question. The NAICS selected is 321992 – Prefabricated wood building manufacturing. 531120 – Lessors of nonresidential buildings - would have also been a sound alternative.

Q6: Could you confirm whether the trailer space should be open for all workstations, or if individual office spaces are required?

A6: The space may be open for all workstations.

Q7: Are there any specific permits, tags, or state seals needed for the trailer setup?

A7: Please see SOW Paragraph 4.3.6 and Part 5. The contractor takes on all responsibility to comply with the SOW which ensures any local, state and federal policies and codes complied with and in the event of an inspection, the trailer will pass any requirements. Any permits, tags, or state seals which need to be obtained fall on the sole responsibility of the contractor, the purpose for contracting this requirement is to put the burden of risk on the contractor for compliance with any such requirements; the government does not have any expertise in the industry.

Q8: Due to the timeline, would the use of a pre-owned trailer in good condition be acceptable for this project?

A8: The trailer may be used, but must comply with all safety and maintenance requirements mentioned in SOW Part 4.

Q9: Is there a Women-Owned Small Business (WOSB) currently under consideration for awarding this contract?

A9: No – quotes will not be considered until after the end “offer due date” has passed.

Q10: Will this be a new solicitation, or has this requirement been previously awarded to another contractor?

A10: This is a new solicitation. This is not a follow-on requirement. However, this requirement was previously posted under FA480124Q0011, awarded, and subsequently cancelled.

Q11: Electrical panel - Approximately how far are the electrical lines from the proposed modular office setup location?

A11: Existing electrical panel / lines is less than 20 feet from the proposed project location.

Q12: Can you confirm whether the site has a live sewer line or a septic system?

A12: The site has a live sewer line.
