Non-Global Positioning System (GPS) Based Positioning System (NGBPS) Equipment Requirements Document

For 704th Test Group/746th Test Squadron

1.0 PURPOSE

The 746th Test Squadron (746 TS) at Holloman Air Force Base, New Mexico operates the Central Inertial and Global Positioning System (GPS) Test Facility (CIGTF). This premier test facility is the United States Air Force center of excellence for guidance and navigation testing of developmental and operational weapons systems. The 746 TS provides expert test and evaluation of the following: Navigation Warfare Systems, Inertial Navigation Systems (INS), GPS and embedded GPS/INS navigation and guidance. Relevant to this support effort is the Squadron’s test and evaluation capability to provide a high-accuracy time, space, position information (TSPI) reference in a GPS denied environment using the CIGTF’s unique, Ultra High Accurate Reference System (UHARS).

UHARS is a state-of-the-art reference system with high accuracies for testing and evaluating navigation and guidance systems. UHARS provides accurate position and velocity data in electronic-warfare (EW) environments where modernized and legacy GPS signals are degraded or denied. The system has a modular design allowing use on-board multiple test-beds including all current and forecasted future 704th Test Group test aircraft and ground vehicles. UHARS consists of a rack mounted, tightly integrated system, including a variety of navigation sensors/subsystems, a data acquisition system and a post-mission reference trajectory algorithm.

One of the subsystems is the Non-Global Positioning System Based Positioning System

(NGBPS).

NGBPS is a positioning system capable of sub-meter accuracy in a GPS denied environment.

The system is comprised of a network of 16 ground LocataNet Solar Aluminum Transportable Trailers, custom helix antennas and Locata rover receivers installed on each UHARS rack. The system is designed around Locata Corporation’s flagship transceiver, the LocataLite which transmits data to the rover to calculate a position solution. In order to meet expanding test customer demand, the 746 TS is increasing the quantity of UHARS sites to support reference systems on six more ground platforms.

2.0 SCOPE

The Contractor shall provide the following NGBPS components:

2.1 Qty 2 EA– Base Station Transceivers (P/N: LL-G4) that meet the following requirements:

2.1.2 Full compatibility with Locata-ICD-100E

2.1.3 Full interoperability with existing CIGTF Locata NGBPS network installed surrounding

Stallion Range Center on White Sands Missile Range, NM

2.1.4 Capable of autonomously synchronizing to Locata network

2.1.5 Capable of transmitting Locata positioning signals on dual frequencies in the 2.4 GHz

2.1.6 Compatible with version 8.0.7 or later Locata firmware for 746 TS NGBPS systems

2.1.7 Includes all associated specialty cables

2.2 Qty 2 EA– Mobile Receivers/Rovers (P/N: L-Rx4) that meet the following requirements:

2.2.1 Full compatibility with Locata-ICD-100E

2.2.2 Full interoperability with existing CIGTF Locata NGBPS network installed surround

2.2.3 Stallion Range Center on White Sands Missile Range, NM

2.2.4 Capable of receiving Locata positioning signals on dual frequencies in the 2.4 GHz ISM band

2.2.5 Capable of deriving position, navigatation, and time solutions off of the Locata positioning signals

2.2.6 Compatible with version 8.0.7 or later Locata firmware for 746 TS NGBPS systems

2.2.7 Includes all associated specialty cables

2.3 Qty 6 EA – Quadrifiler Helix Antennas (P/N: 21-40-60) or exact equivalent, that meet the following requirements:

2.3.1 Operating frequency: 2.0 GHz to 2.5 GHz

2.3.2 Approximate gain: 3dBi

2.3.3 Polarization: Circular

2.3.4 Antenna pattern: Identical to 21-40-60

2.3.5 Height: 6.1 inches

2.3.6 Weight: 0.5 lbs

Other mechanical considerations: 4 hole mounting and offset RF feed identical to 21-40-60

3.0 MILESTONES

The Contractor shall deliver the items above no later than 90 days ARO.

4.0 DELIVERABLES

The contractor shall deliver all hardware and documentation to Holloman Air Force Base, New Mexico 88330-7850.
