Sol # FA4801-17-R-0004 Remotely Piloted Aircraft Training Support (RPATS) RFI – Questions & Answers (Q&A) 10 July 2017

1. Q: Please address para 1.2.3.7.1 "have experience with flight training simulators". What type of experience?

A: As required for each position in the PWS.

2. Q: Is there a wage determination attached to the contract? Is there a CBA? Are wages compatible to the current MQ1/MQ9 contract for Sensor operators and Mission Support positions?

A: At this time, it is anticipated a WD will be attached.

3. Q: Are the SCO and STP interchangeable once trained?

A: See required qualifications for each position

4. Q: Is there an "extended hour" CLIN to support the monsoon season or late window? If so when does the extended hours start? 1700? 2100?

A: No "extended hour" CLIN is needed, as per PWS para 4.4.1, the core daily operating hours are from 0445 – 2045 (16 hours). These hours will be shifted up or down based on monsoon or winter season. The contrator would be given written notification from the COR.

5. Q: As events increase you will need to hire more SCOs, is a 60 day phase in for training enought time once hired the new SCOs are hired?

A: Yes. The 60 day period is for onboarding and training once an increase is accomplished via a modification. This is based on the experience with the current contract; for instance, a new SCO can be trained on the job and be effective on certain scenarios while ongoing training for other scenarios. Concurrent training and work.

6. Q: Since this training will be at the cost of the contractor, will the government provide the necessary equipment, such as a PMATS device, in order to complete this training?

A: All necessary equipment is on site.

7. Q: Will the government please provide a list of all Air Force Manuals, Instructions, and Supplements prior to Final RFP?

A: Applicable publications and Forms can be found in Appendix D of the PWS.

8. Q: Has the incumbent regularly been able to meet the full staffing of cleared personnel per the table in Appendix B?

A: Yes

9. Q: Will you be willing to adjust the contract rates if workforce organizes?

A: If you are referring to employees unionizing, the Government will comply in accordance with Far Part 22 Required by Fair Labor Standards Act

10. Q: Your draft [PWS] allows 60 days to reach full execution of the ‘bump up’ CLINS; will initial transition phase be at least 60 days to meet the 95% requirement for cleared workers?

A: From past history 60 days should be enough to reach 95%; since "clearance" is out of contractor's control, the Government will take that into consideration if required.

11. Q: Is there a decision yet on whether the opportunity will be released as a SDVOSB or with any other restrictions?

A: The decision of any set-aside will be posted on FBO.

12. Q: Is there any update on when you expect to release another draft or the final RFP?

A: Only a draft PWS has been posted, no draft RFP has been posted. The final RFP will be posted upon completion of all reviews/approvals.
