328 Carpet Installation Vendor Questions

1. The measurement of 21,863 SF is a net size? or do we need to add the waist? Correct, the government did not add any additional SF for waste.

2. Manufacture Brand or Style. The Government will select specific color and brand at a later time.

3. Are they required to move the furniture and put back once the job is done. The carpet contractor will not have to move any furniture. All of the furniture (withing each phase) will be demolished or moved by the furniture contractor.

4. Is there an area in the building to store materials? No, the contractor will be required to store the materials.

5. Is there an area for a dumpster? Yes, an area will be provided for a dumpster.

6. How many square feet will be available at a time? The plan is for four phases. Please see attached plan. (Exhibit B)

7. Are there any specs for the carpet tile? A general carpet specification has been provided.

8. What is the specific carpet selection. A general carpet specification has been provided.

9. Can you specify which parts are new carpet, no carpet and anti-static carpet? The diagram has colored areas that is almost impossible to see. We have attached a PDF that delineates these areas. (Exhibit A)

10. It says there will be office furniture replacement. Does that mean we will be including that in our work and our quote? If so what furniture are we replacing? You are not responsible for any new furniture purchases or moves.

11. Are there specific standards for warranty, face weights, fiber types, or gauges that the carpet must meet? Alternatively, is there a pre-selected product we should base our quote on? A general carpet specification has been provided.

12. Could you provide the exact perimeter measurements for the Vinyl Cove Base installation? Given the presence of offices and cubicles, we anticipate needing more VCB than in an open floor plan. We do not have this information currently. However, there is no cove base at the windows. The windows go all the way to the floor.

13. Are there any areas where thresholds will be needed for transitions between the new carpet and different flooring materials? Yes, there are several areas where the carpet transitions to VCT of LVT. These were identified during the walk-thru.

14. Are there any fixed-in-place furniture items that we'll need to work around during the installation? No, there are no fixed-in-place furniture items that you will be required to work around.

15. What is the extent of furniture that we will be responsible for moving during the project? It is the intent that you will not be responsible to move any furniture.

16. Are we going to dispose of the existing carpet off-base? Yes, you are responsible for disposal.

17. Are we going to procure the carpet and the cove base? If yes, then which brand and style/color we should choose? A general carpet specification has been provided.

18. Is there any furniture that needs to be moved before starting the work? Yes, this is denoted on the plan in Exhibit A.

19. Are the dimensions on the plans exact or estimates? The dimensions on the plans are accurate.

20. What type of subfloor is present (concrete, wood, etc.)? Mostly concrete however there is a small area that has raised access flooring (approx. 300 to 600 sf???).

21. Are their certain vendors that I must use for purchasing materials? No, however the carpet must be on the GSA schedule.

22. Will operations continue in the facility while the team is actively working to install carpets? Yes, the facility will remain in operation.

23. Is there any permitting required for this job? No, a permit is not required.

24. Are there any areas that require "special" attention (transition areas, trimming around built-ins, etc.)? The only areas we can think of would be the floor power box covers.

25. Are we responsible for disposal of old carpet and cove base? Yes you are responsible for the disposal of the old carpet and base.

26. Are there any known issues (moisture problems or uneven floors) that may affect installation? There are no known issues.

27. Will there be any seams in the carpeting, and where would you like them placed? We are specifying carpet tile. We would like the selected carpet tile installed per the manufacturer’s recommendations.

28. Under Price Reasonableness it states that each quote must breakdown pricing.

Please provide description of the detailed price breakdown that is required. We would like an itemized cost of the following:

A. Carpet B. Ancillary equipment and supplies C. Labor D. Overhead and Profit

29. During the site visit concern was raised that if the new carpet is thinner than the existing carpet that there could be a line of unfinished wall after the installation of the new 4” vinyl base. It was suggested to provide a 4.5” vinyl base to avoid the potential issue. Please confirm that we are to provide 4.5” vs. the 4” cove base in the RFP. Please provide 4” cove base. We will repaint the walls after the carpet is installed.

30. There was discussion during the site visit that the carpet removal/installation would be phased to coordinate with the new furniture installation.

For bidding purposes please describe the number of phases and the downtime during the furniture replacement in between the carpet install phases. The plan is for four phases. Please see attached plan. (Exhibit B)

31. During the site visit we were informed that we were to replace the carpet on the floor box covers. Please provide the number of floor boxes that will require carpet replacement. 54 floor boxes.

32. We observed that many of the floor box covered are damaged. Will Langley provide repairs/replacement of damaged floor box covers? Yes, Langley will provide new floor box covers.

33. We request a copy of the new furniture drawing to use as a reference for possible phasing plan and we understand that the drawing identifies the floor boxes. Attached Exhibit C
