About this file
This document contains responses to vendor questions regarding Solicitation FA480021Q0001 for rental, installation and maintenance of washers and dryers at Joint Base Langley-Eustis in Virginia. The solicitation requires rental of industrial washers with a minimum 50 pound capacity and dryers with a minimum 75 pound capacity, to be installed by March 1, 2021 at ACC Fitness Center and Shellbank Fitness Center. Washers must be capable of 220-240V or 480V power depending on location, while dryers require 208V or 480V power. Proposals are due by November 30, 2020 to the contracting officer and contract administrator listed. The response clarifies that 60 pound washers and units from prior model years meeting requirements would be acceptable, and specifies voltage options and power requirements for locations. Reversing, moisture sensing and stainless steel drum features are not mandatory for the dryers.

Industrial Size Units Line Items 0007 & 0008
1. Our manufacturing partner makes 60# washers not 50#. Will the 60# units work?
Yes, the 60# units will work.
2. ACC Fitness Center power appears to be 3-phase 240 and 3-phase 208 in the same building. Can you confirm?
ACC Fitness Center:
Industrial Washer: minimum of 50 lbs capacity, 3-phase, 220-240v-60Hz, 10-amp minimum – 20-amp maximum circuit (208v 20A 3 phase)
Industrial Dryer: minimum capacity of 75 lbs dry weight, 3-phase, 208-60Hz, 89 amp circuit breaker (208v no fuse 3 phase)
Shellbank Fitness Center:
Industrial Washer: Industrial Washer: minimum of 50 lbs capacity, 3-phase, 480-60Hz, 10-amp minimum – 20-amp maximum circuit (480v 20A 3 phase)
Industrial Dryer: Industrial Dryer: minimum capacity of 75 lbs dry weight, 3-phase, 48v-60Hz, 30 amp circuit breaker (480v 50A 3 phase)
3. What is the specification for the concrete floor that the industrial machines must be bolted?
Unable to determine. The current machines are not bolted.
General Question:
1. In reference to 2.027.1 and 2.0.9. on the Statement of Work:
Are we able to utilize new machines from a model year prior to 2020?
For example; we have machines in our inventory that were never used and meet the specs, but may be from 2018 or 2019.
Will they be considered new?
This is acceptable, as long as the units meet the capability requirements and are unused/undamaged.
Are the amount of G-force requested and voltage options (200-240 or 120 versions) known for the washers?
G-Force is not a requested factor, voltage options for the dorms & lodging washers is limited to 120.
Are the dryers to be reversing cylinder or a non-reversing models?
Reversing features were not a specified factor in our research. We don’t need anything “fancy”, these units will see heavy usage and optional features can cause premature unit failure. If the contractor would like to use units that are above our specifications, they will still have to adhere to the repair/replace timeline specified in the PWS.
Are the dryers required to be moisture sensing?
This is not a requirement. We don’t need anything “fancy”, these units will see heavy usage and optional features can cause premature unit failure. If the contractor would like to use units that are above our specifications, they will still have to adhere to the repair/replace timeline specified in the PWS.
Do the dryers required to have stainless steel cylinders?
This is not a requirement.
The contractors can essentially use any type of washers/dryers, as long as they meet the MINIMUM requirements. If the contractor determines that by using more advanced units they could extend the life expectancy of the units and cut down on maintenance costs, go right ahead. However, more advanced units may require longer lead time on parts and could cause the contractor to fall out of compliance under the PWS. It is up to the contractor if they want to give us more advanced units than required.
