Statement of Work

In support of the 2018 Air and Space Expo (Airshow), Langley AFB requires a 750 gallon refueler and transport truck.

The 750 gallon refueler with driver will be provided at Langley AFB, VA by 1500 on 17 May, 2018. The contractor will arrange for the 750 gallon refueler to be place in place until the afternoon of 21 May, 2018. The transport truck is required to be in place (Langley, AFB) and delivered with 6,500 gallons of 100LL AVGas to Langley Air Force Base on 17 May, 2018 by 1500. The truck will be on location, and staged at on base, until 6:00 PM on 21 May, 2018. Driver will be present until 07:00PM on 17 May, 2018 and throughout the day from 08:00AM until 06:00PM on May 18th, 19th & 20th, 2018 with all breaks and lunch being dependent on fuel requirements. The transport truck operator will be on location to ensure that the 750 gallon refueler is empty before leaving to its home base at the completion of all Air Show refuels. The transportation truck will be released by the Gov/POL representative no earlier than 6:00 pm on Sunday, 21 May, 2018. If the Gov representative can/does not release the driver before 8:00PM Sunday, 21 May, 2018, then he/she will contact the Contracting Officer. Neither the refueler nor the tanker truck will be required at Langley AFB past 21 May, 2018. The contractor will provide refueling to the 750 gallon refueler from the transport truck throughout the weekend and empty the 750 gallon refueler back into the transport truck at the end of operations 21 May, 2018. In addition the contractor will provide the proper connections to fill the 750 gallon refueler from the bottom loader.

The Government and the contractor shall jointly document the gallons of all fuel dispensed from the tank truck to the 750 gallon refueler. The Government will also document the gallons of all 100LL AVGas that are used for the war birds/performers at Langley AFB. It is anticipated that the Government will require less than 6,500 gallons of fuel. The contractor shall invoice only for the gallons of AVGas that are used from the 6,500 gallons. All unused AVGas will be sold back to the contracted owner. The 100LL AVGas must meet quality requirements in accordance with commercial aviation standards of the Federal Aviation Administration. The contractor shall comply with Occupational Safety and Health Administration standards (OSHA).
