Questions & Answers
These answers have been reviewed and approved by the assigned Contracting Officer, Maj Cindy Baker, on 8 July 2015. The official solicitation should be posted to FBO by August.
Questions as a result of the Draft RFP posted to FBO on 13 May 2015
1. Are there any Collective Bargaining Agreements (CBAs) associated with this contract?
Answer: Yes, a collective Bargaining Agreement is associated with the Langley AFB Contract Line Items (CLINS). The CBA has been added to the list of attachments in the official solicitation.
2. When does the government anticipate having funding for this effort?
Answer: The base year will be funded by FY16 funding. All future requirements are subject to availability of funding IAW FAR Clause 52.232-18.
3. When does the government anticipate the Period of Performance to begin?
Answer: CLIN 0001 establishes a Period of Performance of 01 March 2016 – 28 February 2017 for the Base Year. CLIN 0016 establishes a Phase-In Period of Performance of 01 February 2016 – 28 February 2016.
4. Section L contains no specific information on how Volume II should be constructed, although Section M lists specific factors and subfactors for evaluation. Should contractors draft their proposals according to Section M evaluation factors?
Answer: Both sections have been updated in the official solicitation, take note of the changes. Contractors should ensure they address each factor and subfactor listed in Section M and submit proposals in accordance with requirements outlined in Section L of the solicitation.
5. Section M discusses Past Performance, but there is no requirement for Past Performance in Section L. Should Past Performance be included in Volume II, or should it be included as a third volume?
Answer: No, past performance information will be retrieved from Contractor Performance Assessment Reports System (CPARS) and Past Performance Information Retrieval System (PPIRS) by 633 CONS.
6. Section M discusses evaluation of Key Personnel. Are these personnel the Project Manager and Quality Control Inspector featured in 4.17 of the PWS? Are there any addition Key Personnel?
Answer: Section L and M have been changed and updated in the official solicitation, take note of the changes when it is issued.
7. PWS 4.16 discusses an on-site Contract Manager while 4.17 details requirements for the Project Manager and Quality Control Inspector. To maintain low costs and contract efficiency, is possible for the Project Manager also to serve as the Contract Manager?
Answer: Yes, they can serve as an alternate. However, this is not recommended. The purpose of the contract manager is to be over both locations. The CM is usually located at the corporate office and possesses the ability to make contract decision for the company.
8. There does not appear to be a past performance "Volume" indicated, or a place in the Technical Proposal to list the contracts for past performance references. Would the Government please include in the solicitation directions as to where and how to provide a list of reference past performance contracts?
Answer: Question addressed in answer #5
9. The base year, Option 2, Option 3, and Option 4 state Rest Room Only. Whereas, Option 1 states Rest/ Locker Room Cleaning. This may bring about a question as to why Option 1 differs from the other years.
Answer: This discrepancy has been corrected in the official solicitation to reflect uniformity in the CLIN structure.
10. The base year, Option 1, Option 2, and Option 4 state 56,238 sqft. Whereas, Option 3 states 52,925 sq ft. This may bring about a question as to why Option 3 differs in listed sq ft by 3,313 sq ft.
Answer: This discrepancy has been rectified in the official solicitation and each CLIN matches the square footage listed in PWS Appendix 4. Appendix 4 has been updated and the document now identifies all square footage by facility in association with the corresponding CLIN.
11. In reviewing the SF 1449 pricing items 0001 through 4015 (page 3-40) and comparing the sqft listed for each Item No and comparing that to the provided excel sheets listing facility number and St. Address, it seems that very few of them match. Some seem to be very close in stated square footage Answer: Question addressed in answer #10
12. The following is on page 59 of the solicitation, but I don't see these paragraphs referenced in "Attachment 2 - Draft PWS": "TECHNICAL SUBFACTOR C: QUALITY CONTROL PLAN -- IAW PWS, Paragraph 1.1.2.5 through 1.1.2.12" Answer: This discrepancy has been rectified in the official solicitation.
