Questions & Answers
These answers have been reviewed and approved by the assigned Contracting Officer, Maj Cindy Baker, on 20 August 2015. The official solicitation was posted to FBO on 6 August 2015.
Questions as a result of the Draft RFP posted to FBO on 13 May 2015
1. Are there any Collective Bargaining Agreements (CBAs) associated with this contract?
Answer: Yes, a collective Bargaining Agreement is associated with the Langley AFB Contract Line Items (CLINS). The CBA has been added to the list of attachments in the official solicitation.
2. When does the government anticipate having funding for this effort?
Answer: The base year will be funded by FY16 funding. All future requirements are subject to availability of funding IAW FAR Clause 52.232-18.
3. When does the government anticipate the Period of Performance to begin?
Answer: CLIN 0001 establishes a Period of Performance of 01 March 2016 – 28 February 2017 for the Base Year. CLIN 0016 establishes a Phase-In Period of Performance of 01 February 2016 – 28 February 2016.
4. Section L contains no specific information on how Volume II should be constructed, although Section M lists specific factors and subfactors for evaluation. Should contractors draft their proposals according to Section M evaluation factors?
Answer: Both sections have been updated in the official solicitation, take note of the changes. Contractors should ensure they address each factor and subfactor listed in Section M and submit proposals in accordance with requirements outlined in Section L of the solicitation.
5. Section M discusses Past Performance, but there is no requirement for Past Performance in Section L. Should Past Performance be included in Volume II, or should it be included as a third volume?
Answer: No, past performance information will be retrieved from Contractor Performance Assessment Reports System (CPARS) and Past Performance Information Retrieval System (PPIRS) by 633 CONS.
6. Section M discusses evaluation of Key Personnel. Are these personnel the Project Manager and Quality Control Inspector featured in 4.17 of the PWS? Are there any addition Key Personnel?
Answer: Section L and M have been changed and updated in the official solicitation, take note of the changes when it is issued.
7. PWS 4.16 discusses an on-site Contract Manager while 4.17 details requirements for the Project Manager and Quality Control Inspector. To maintain low costs and contract efficiency, is possible for the Project Manager also to serve as the Contract Manager?
Answer: Yes, they can serve as an alternate. However, this is not recommended. The purpose of the contract manager is to be over both locations. The CM is usually located at the corporate office and possesses the ability to make contract decision for the company.
8. There does not appear to be a past performance "Volume" indicated, or a place in the Technical Proposal to list the contracts for past performance references. Would the Government please include in the solicitation directions as to where and how to provide a list of reference past performance contracts?
Answer: Question addressed in answer #5
9. The base year, Option 2, Option 3, and Option 4 state Rest Room Only. Whereas, Option 1 states Rest/ Locker Room Cleaning. This may bring about a question as to why Option 1 differs from the other years.
Answer: This discrepancy has been corrected in the official solicitation to reflect uniformity in the CLIN structure.
10. The base year, Option 1, Option 2, and Option 4 state 56,238 sq. ft. Whereas, Option 3 states 52,925 sq. ft. This may bring about a question as to why Option 3 differs in listed sq. ft. by 3,313 sq. ft.
Answer: This discrepancy has been rectified in the official solicitation and each CLIN matches the square footage listed in PWS Appendix 4. Appendix 4 has been updated and the document now identifies all square footage by facility in association with the corresponding CLIN.
11. In reviewing the SF 1449 pricing items 0001 through 4015 (page 3-40) and comparing the sq ft listed for each Item No and comparing that to the provided excel sheets listing facility number and St. Address, it seems that very few of them match. Some seem to be very close in stated square footage Answer: Question addressed in answer #10
12. The following is on page 59 of the solicitation, but I don't see these paragraphs referenced in "Attachment 2 - Draft PWS": "TECHNICAL SUBFACTOR C: QUALITY CONTROL PLAN -- IAW PWS, Paragraph 1.1.2.5 through 1.1.2.12" Answer: This discrepancy has been rectified in the official solicitation.

Answer: Please thoroughly read section 52.212-2 Evaluation--Commercial Items " The past performance information to be evaluated on each offeror will be information retrieved from CPARS and PPIRS as well as information available through other Government sources (i.e. key Government officials) regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement."

Answer: All consumables must be provided by the contractor in accordance with 52.208-9 -- Contractor Use of Mandatory Sources of Supply or Services. 10. Will terms of the CBA be imposed on a new contractor?
Answer: Yes. The incumbent contractor is currently in negotiations. An amendment will be issued once the latest CBA is finalized. Pricing will need to be in accordance with the latest CBA.
11. Please confirm that the quantity (square footage) of each CLIN on Section SF 1449 is the MONTHLY (not yearly) quantity we have to clean. For example, CLIN 0001’s 60,300 square feet of Level 1 Prestige cleaning (restroom/locker rooms) is for per month.
Answer : Please thoroughly read ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (APR 2014).
The quantity of square footage associated with each CLIN REPRESENTS THE TOTAL SQUARE FOOTAGE OF FACILITIES TO BE CLEANED. This amount does not take into account the Air Force Custodial Standards (Appendix 1) frequencies or level of service, which can impact the actual amount of square footage to be cleaned on a daily, monthly and yearly basis. Quantity for CLIN 0001 is calculated by taking the monthly square footage established in Appendix 4 multiplied times 12 months.
Offerors MUST ensure pricing is in accordance with (IAW) the PWS, Air Force Custodial Standards (Appendix 1) and Estimated Square Footages and Cleaning Levels (Appendix 4). Offeror shall ensure all extended pricing is rounded to whole dollar amounts.
12. If the quantity of each CLIN is per monthly square footage, please confirm if the quantity captures the total square footage cleaned for that month OR the quantity is for each time we clean. For example, CLIN 0001’s 60,300 square feet captures the total square footage cleaned for everyday of the week for 4 weeks (one whole month).
Answer: The CLIN quantity amount does not take into account the Air Force Custodial Standards (Appendix 1) frequencies or level of service, which can impact the actual amount of square footage to be cleaned on a daily, monthly and yearly basis. Offerors must ensure pricing is IAW PWS, Air Force Custodial Standards (Appendix 1) and Estimated Square Footages and Cleaning Levels (Appendix 4). Please familiarize yourself with the PWS, Appendix 1 and Appendix 4 in order to accurately calculate the total square footage cleaned for everyday of the week for 4 weeks (one whole month).
13. In your response, you said "Quantity for CLIN 0001 is calculated by taking the monthly square footage established in Appendix 4 multiplied times 12 months." Please confirm all quantities in Section B (CLIN 0001 – 4019) are calculated the same way.
Answer: Please thoroughly read the solicitation. Each CLIN description (CLIN 0001 - 4019) reads "Quantity for this CLIN is calculated by taking the monthly square footage established in Appendix 4 multiplied times 12 months".
14. If we have additional questions to ask pertaining to the solicitation, when would be the last day we can submit them?
Answer: Questions may be submitted up until closing date.
15. Can past performance of a major sub-contractor be included, and will it be evaluated?
Answer: In the case of an offeror without a record of relevant past performance, or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonable assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (iv)). Therefore, the offeror shall be determined to have “Unknown” past performance. In the context of acceptability/unacceptability, “Unknown” shall be considered “Acceptable”.
16. I saw that, but I didn't see if you'll consider the past performance of a subcontractor?
Answer: The past performance information to be evaluated on each offeror will be information retrieved from CPARS and PPIRS as well as information available through other Government sources (i.e. key Government officials) regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement.
If your company's past performance information is not featured or accessible from the sources listed above, or so sparse that no meaningful past performance rating can be reasonable assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (iv)). Therefore, the offeror shall be determined to have "Unknown" past performance. In the context of acceptability/unacceptability, "Unknown" shall be considered "Acceptable".
17. Page 24 of the PWS paragraph 4.19. Schedules identifies a requirement for the Cleaning Frequency Schedule to be submitted at the pre-performance conference, however page 36 Appendix 2 states that the Cleaning Frequency Schedule is to be included as part of the Technical Proposal.
Answer: Cleaning frequency schedules are due with the technical proposals per page 36.
18. Will there be a posting of questions and answers?
Answer: Questions and responses from the Draft RFP were posted to FBO on 8 July 2015. Questions and responses resulting from the official RFP will be posted no later than 21 September 2015.
19. Has the statement of work changed at all from the last contract to this upcoming contract?
