STATEMENT OF WORK

Semi-Annual Maintenance on

ALCS

1. SCOPE:

The contractor shall provide all labor, equipment, transportation, materials, and perform all operations necessary to perform a comprehensive package of diagnostics and testing of the Airfield Lighting Computer System (ALCS) by certified technicians with a follow up detailed report of work and actions that took place. The contractor shall inspect the ALCS semi-annually. Contractor shall also be available for emergency repairs to the ALCS as required.

1.1 PRINCIPAL WORK ITEMS ARE:

1.1.1 Perform an ALCS check-up that inspects each computer node in the ALCS network, including the following tasks but not limited to:

1.1.1.1 Communication system tests

1.1.1.2 Computer hard drive diagnostics

1.1.1.3 Database Clean-Up

1.1.1.4 Touch screen calibrations

1.1.1.5 Enclosure inspections (fans / heating / cooling)

1.1.1.6 Printer testing

1.1.1.7 Keyboard / Monitor cleaning

1.1.1.8 Network hubs

1.1.1.9 Switch inspections

1.1.2 Perform a system calibration on associated airfield lighting circuits including the following task but not limited to:

1.1.2.1 Constant current regulator calibrations

1.1.2.2 Calibration of lamps out

1.1.2.3 Distribute control equipment (ACE) testing and diagnostics

1.1.2.4 Software versions updates

1.1.2.5 Insulation resistance (IRMS) diagnostics

1.1.2.6 Circuit selector functionality

1.1.2.7 Record CCR output current Voltage, VA and IRMS readings

1.1.2.8 Firmware version updates

1.1.3 On site technician shall provide a separate cost estimate if during the calibration or check up stage, problems are identified that may require parts and/or additional site visits.

1.1.4 Contractor shall provide the government with a written report that will give a complete analysis of the ALCS system, recommendations of required maintenance or upgrades that would aid system performance, and any additional maintenance tools that are available, as well as a recommended spare parts list.

1.1.5 Contractor shall allow government personnel to accompany technician and train government personnel during the ALCS check up and system calibration.

2. QUOTES:

The contractor shall provide the contracting officer or government representative a quote for repairs within 48 hours of the service call. The quote shall list parts required to make the repairs and the total of the quote shall include all tools, transportation, supplies, labor, materials and supervision necessary to complete the repairs. Repairs under $2,500.00 shall be approved by the designated government representative, all repairs exceeding $2,500.00 shall be approved by the Contracting Officer. The contracting officer or his designated representative will inform the contractor to make repairs if quote is approved. The contractor will repair the affected system within the mutually agreed upon time after notification. All repair work shall be in accordance with normal commercial practices using parts specified by the traffic signal manufacturer.

2.1 PARTS:

The contractor shall be reimbursed for parts. The contractor shall ensure they obtain the best possible prices and discounts from suppliers. The shall contractor not add a mark up to their cost. The contractor shall provide a copy of the vendor invoice to the contracting officer or designated government representative. For parts that exceed $250.00 the contractor shall provide three quotes to show the best value was obtained. The designated government representative shall approve parts under $2,500.00 and any parts exceeding $2,500.00 require the contracting officer’s approval.

4. PERFORMANCE SCHEDULE:

4.1 Estimated number of calendar days to start work after receipt of Notice to Proceed: 5

4.2 Estimated number of calendar days to complete work after receipt of Notice to Proceed: 30

5. GENERAL INFORMATION

5.1 CONTRACTOR PERSONNEL:

5.1.1 Contractor personnel shall display legible identification of the contractor’s company name on their uniform.

5.2 HOURS OF OPERATION:

5.2.1 All scheduled maintenance shall be performed during normal hours of operation at Langley Air Force Base, 07:30 AM to 04:30 PM, Monday through Friday, excluding federal holidays.

5.3 SAFETY AND HEALTH REQUIREMENTS:

5.3.1 The contractor shall provide safety controls and protection to the life and health of employees and other persons for prevention of damage to property, materials, supplies and equipment. The contractor shall comply with all U.S. Department of Labor Occupational Safety & Health Administration (OSHA) standards in the performance of this contract.

5.4 QUALITY CONTROL:

5.4.1 Develop, implement, and maintain a comprehensive higher-level quality control program (QCP) that assures compliance with all requirements of this statement of work. Safety violation(s) and deviation(s) from established technical data will constitute an unsatisfactory condition(s) and will be documented as such. If the contractor exceeds the error rate as listed on the Service Delivery Summary (SDS), they may be subject to monetary deductions for non-performance and lower performance evaluation rating. Contractor shall provide QCP to the contracting officer for acceptance no later than the pre-performance conference.

6. CONTRACTOR SITE VISIT

6.1 Contractor must notify 633 CONS and coordinate with the CES Exterior Electric shop foreman (Mr. Sammy McMillion 757-764-1158) prior to scheduled work or visits on base.
