MEMORANDUM FOR RECORD

FROM: 28 CONS/PKA

SUBJECT: FA469019QA034, RFQ for Protestant Music Services, Questions and Answers

1. On 19 Aug 2019, 28 CONS/PKA received multiple questions from an interested vendor pertaining to the Performance Work Statement for the solicitation of Protestant Music Services.

2. These questions and answers to these questions will be made available to the public in an amendment to the solicitation for Protestant Music Services.

3. The following questions were received from an interested vendor and then provided to the customer who obtained answers.

a) If one of the musicians is a volunteer from the Prot service or a family member is the contractual requirement considered provided? A family member or volunteer may fulfill the contractual requirement, the contractor is free to recruit however they wish so long as the person fulfills all contract requirements. Additionally, the musician and choir director may be the same person so long as all contract requirements are met.

b) Can a rehearsal be invoiced for if its performed an hour before a service and not on another day?

Rehearsal may be performed an hour before a service.

c) What are the criteria for "acceptable" musician and instrument as designated by the Wing Chaplain or Representative? Would a sub-contracted musician be required to be a documented Protestant? Be within an age bracket? Outward appearance? Would they have to have a specific skill set as determined by an audition with the Wing Chaplain? Would string, brass, woodwind, percussion instruments be acceptable?? Any unacceptable? There is no requirement for the musician to be a documented Protestant, be a certain age, or have a specific skill set so long as the person fulfill all contract requirements. The musician must follow Chapel policy regarding dress and appearance.

String, brass, woodwind, and percussion instruments are acceptable. Unacceptable instruments are those that do not allow the congregation to sing along in an acceptable way.
