ROMAN CATHOLIC PRIEST
PERFORMANCE WORK STATEMENT
28 BW/HC
Ellsworth AFB, SD
June 2018
DESCRIPTION OF SERVICES
1. SCOPE OF WORK.
The Ellsworth Air Force Base Chaplain Corps mission is tailored around the 28th Bomb Wing (28 BW) mission. The 28th Bomb Wing Chaplain Corps (28 BW/HC) provides the religious and spiritual needs of Air Force and other Department of Defense service members and their families. 28 BW/HC supports individual rights under the First Amendment to the U.S.
Constitution and provides an opportunity for all service members and dependents to freely exercise their religious beliefs.
Under the guidance of the Wing Chaplain or their designee, the intent of this contract is to establish a Non-Personal Services (NPS) Contract for a Roman Catholic priest for the Ellsworth Air Force Base (AFB) Roman Catholic Community. The U.S. Government will not exercise any direct supervision or control over the contractor; however, contractor is responsible for compliance with the guidance contained in this Performance Work Statement (PWS). Any sub-contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the U.S. Government.
The Roman Catholic Priest is hereafter identified in this contract as “Contractor”. Contractor shall provide services and support to the Saint Christopher Catholic Community at Ellsworth AFB. Contractor, in coordination with the Catholic Community Coordinator and the Catholic Religious Education Coordinator, shall ensure that full pastoral care is provided to assigned active duty members of Ellsworth AFB, their dependents, and other authorized personnel of the Catholic faith. The Wing Chaplain or their designee will give guidance regarding ministry priorities if conflicts arise.
2. QUALIFICATIONS.
Contractor shall include in proposal a written statement that demonstrates the proposed personnel’s ability to meet the below qualifications:
2.1 Contractor must meet the educational requirements for chaplains as outlined in
Air Force Instruction (AFI) 36-2005 and be able to obtain, provide, and maintain a valid DD Form 2088, Statement of Ecclesiastical Endorsement completed by the Roman Catholic Archdiocese for the Military Services (AMS), USA (http://www.milarch.org/) within 60 days of award of contract and continuing through the length of the contract.
2.2 Contractor must demonstrate, on his resume, experience at overseeing a comprehensive Catholic religious education and formation program for a
Roman Catholic parish community, in accordance with the current AMS, USA Priests’ Manual (http://www.milarch.org/site/c.dwJXKgOUJilaG/b.6590563/k.F22E/Priests_Man ual_Archdiocese_for_the_Military_Services.htm).
2.3 Contractor must be able to work collegially with chaplains, Religious Affairs personnel, civilians, other priest personnel, and volunteers within the EAFB Chapel Community in an ecumenical and/or interfaith setting.
2.4 Contractor must be knowledgeable of providing pastoral care in a diverse and pluralistic religious environment. It is assumed a priest in good standing with the Roman Catholic Church possesses these characteristics and shall demonstrate them during the performance of contact duties.
2.5 Contractor must be able to work collegially with the Catholic Community
Coordinator and Catholic Religious Education Coordinator to oversee the existing Catholic religious education and formation program for the local installation and associated community. Contractor must not make any changes to the existing program without consent of the Wing Chaplain or their designee.
2.6 Contractor shall coordinate with Chaplain Corps background check program manager within thirty (30) working days after contract award date to accomplish required paperwork for processing. It is mandatory that all contractors working with children under the age of eighteen (18) have a background investigation.
This is in compliance with Public Law 101- 64, Section 231 (Crime Control Act of 1990 and Department of Defense Instruction [DoDI] 1402.5). An adverse finding from this investigation at any time will result in termination of services.
2.7 AMS will not grant an endorsement for a Priest working through a third party staffing agency. The contract must be held by the Priest or his Parish or Diocese/Religious Order.
2.8 Contractor must have a residential and/or cellular phone and provide the phone number to the chapel staff for business purposes.
3. DUTIES AND RESPONSIBILITIES.
Consistent with Department of Defense and Air Force policy, chaplains are to adhere to the requirements of their endorsing religious organizations while providing for the spiritual and religious needs of all active duty personnel, their families and other authorized personnel. Thus, in order to honor each clergy member’s commitment to be faithful to the ecclesiastical endorsing religious organization’s requirements and to the supervision of their denominations, candidates for this contract must adhere to the Archdiocese of the Military Services requirements at all times.
Responsibilities of the Contractor:
3.1 As a civilian clergyperson, the contractor will not use the title "chaplain" in association with the performance of his duties.
3.2 Contractor may only minister to members of his own faith group to avoid proselytization or evangelization of those of other faiths.
3.3. Under the Wing Chaplain or designee, the contractor shall be a subject matter expert delegated by the Archdiocese of the Military Services (AMS) in all Roman Catholic matters to include Faith Formation (e.g. Religious Education) when they are the only priest at an installation.
3.4 Contractor shall, under the direction of the Wing Chaplain or their designee, collegially work with the Catholic Community Coordinator to plan, organize, and direct the activities of the EAFB Chapel Catholic Community. The priest shall ensure that the Catholic program complies with legal and regulatory requirements and meets parishioners’ needs.
3.5 Contractor, under the direction of the Wing Chaplain or their designee, shall work collegially with the Catholic Religious Education Coordinator to maintain a program that is consistent with the teachings of the Roman Catholic Church.
3.6 Contractor, under the direction of the Wing Chaplain or their designee, shall work collegially with the Catholic Music Services contractor to maintain a program that is consistent with the teachings of the Roman Catholic Church.
3.7 Contractor shall provide administrative support, religious services, and pastoral care in support of four weekday Masses and one Sunday Mass with scheduled times for Comprehensive Sacramental Ministry. Any changes to the schedule of services must be approved by the Wing Chaplain or their designee.
Contractor shall provide the following services and/or sacraments, including any required administrative support, for the Saint Christopher Catholic Community at Ellsworth AFB:
Sacrament of Reconciliation, First Eucharist, Confirmation, Penance, Baptisms, Marriage preparation, Weddings, Annulment preparation, Funerals and fellowship/hospitality as needed to military members and their families.
Furthermore, the Contractor shall provide Lent/Advent Penance Services, Ash Wednesday, Holy Triduum Services, Holy Day Masses and Religious Education (RE).
Contractor will compile ministry information for all services and activities performed on the applicable statistical data form or system, currently Air Force Chaplain Corps Activity Reporting System (AFCCARS). The Wing Chaplain or their designee will provide the necessary training and guidance for the use of AFCCARS.
3.8 Contractor shall develop annual goals and objectives for the Saint Christopher Catholic
Community at Ellsworth AFB that support the teachings of the Roman Catholic Church.
Contractor shall provide input to the Wing Chaplain’s Airmen Ministry Plan by the established due date, in accordance with (IAW) local guidance. Contractor shall take into account all programs, events, supplies, or other items, along with annual schedule, when providing plan inputs. Contractor will be provided at least one month’s notice before the due date.
3.9 Contractor shall perform in compliance with all applicable Archdiocese of the Military Services (AMS), USA, DoD and AF directives (e.g., AFPD 52-1, AFI 52- series), and local Operating Instructions (OIs) and policies instituted by 28 BW/HC. Contractor shall complete all applicable training and be current on all requirements for access and work on Ellsworth AFB (e.g., Cyber Awareness and other required training).
3.10 Contractor shall be freely available for active duty Catholics and/or family members seeking counsel. Members have a right to privileged communication as defined by AFI 52-101, Planning and Organizing, Para. 5.1-5.3.
3.11 Contractor shall, with the approval of the Wing Chaplain or their designee, establish periods for Catholic worship, provide a proper liturgical environment, and conduct scheduled Eucharistic services as well as devotions, prayer services, sacramental rites, religious education and spiritual formation. Contractor will wear the appropriate Government-furnished vestments when conducting Mass in accordance with the traditions of the Catholic faith. Contractor will provide inputs for worship bulletin production to the Catholic Community Coordinator.
3.12 Contractor shall be a Catholic representative for the 28 BW/HC and the Catholic community to a variety of installation and local area organizations. At the discretion of the Wing Chaplain or their designee, the contractor may liaise with Catholic Priests/churches in the local area, AMS, Catholic Diocese of Rapid City and home churches of base personnel. Intermittent duties shall include occasional attendance at meetings and events held by local ministerial and church associations.
3.13 Contractor shall provide sacramental ministry to all Catholic military members assigned to
Ellsworth AFB, its tenant units, and their family members to include the services of the Sacrament of the Anointing of the Sick and/or Viaticum. Contractor shall provide hospital ministries for Catholic personnel as requested.
3.14 Contractor shall work with the Wing Chaplain or their designee to ensure that Catholic
Pastoral Advisory Council meetings are held at least quarterly, or more often as needed.
Contractor shall attend all Chapel staff meetings to report on ongoing ministries.
Contractor shall advise the Catholic Community Coordinator, the Catholic Religious Education Coordinator, and the Catholic Music Services contractor on all dates, times and places of all Catholic community liturgies (especially seasonal liturgical events, e.g., Advent, Christmas, Lent, Easter, etc.).
3.15 Contractor shall, in coordination with the Catholic Community Coordinator and the
Catholic Religious Education Coordinator, execute Appropriated Funds (APF) and Chapel Tithes and Offerings Funds (CTOF) requests to meet the ministry needs of the Catholic Community. Submit funds requests per current AFIs, HC Operating Instructions, and local guidance. Monitor expenditures of APF and CTOF during the Fiscal Year (FY) to ensure good stewardship and that budget limitations are not exceeded.
3.16 Contractor shall be authorized 5-7 days away from station to attend an annual, canonically-required spiritual retreat and to attend required AMS convocations as they occur. All expenses related to conference/retreat attendance shall be borne by Contractor.
Contractor is required to procure a qualified replacement during their time away to ensure religious services are not interrupted.
3.17 Contractor will not perform unit engagement or leadership advisement, as these duties may only be performed by military chaplains.

5. GOVERNMENT PROVIDED RESOURCES AND SERVICES.
5.1 The Government will provide suitable office space, computer with Internet access, and necessary program-specific equipment, supplies and materials. Contractor shall use Government-furnished property for official use only and safeguard all Government/Chapel equipment and supplies provided.
5.2 Contractor shall submit funds request forms to the Chapel Account Manager for CTOF or the Chapel Cost Center Manager (CCC) /NCOIC, Chapel Resources for APF for any special supplies needed to perform contract services, according to local procedures.
5.3 Government-owned equipment shall not be removed from Chaplain Corps facilities without written authorization from the Wing Chaplain or their designee.
5.4 The Government will provide the use of telephones for the transmission of official
Government information only. The contractor shall not use Government telephones to transact personal business. The Government is not responsible for charges for collect calls accepted by contractor employees. Telephone calls are subject to the standard monitoring requirements of the Government telephone network.
5.5 Contractor shall conserve and be responsible for operating under conditions which preclude the waste of government utilities and resources.
5.6 In the event of inclement weather and official base closure per directives of base leadership, the Priest IS NOT required to come to work to perform all required services and priestly functions.
6. GENERAL INFORMATION.
Period of Performance.
6.1 Period of Performance: Contract period is base plus one renewable option year at the discretion of the Government.

The agreement will be in effect for a period of one year. It may be renewed for a like term and rate of pay by mutual agreement of all parties. The Contracting Officer will review the need, qualifications, and performance statement of work annually.
6.2 Place of Performance. The primary place of performance is the Black Hills Chapel (Bldg
3405) and other Chapel buildings located on Ellsworth AFB, FL. Other locations for events such as Catholic Community appreciation dinner, Catholic Community picnic, etc. may also be utilized. Contractor must be available a percentage of each week for customer service.
Schedule will be approved by the Wing Chaplain or their designee. Total hours worked shall be forty (40) hours per week.
6.3 Hours of Work. Contractor shall provide 40 hours per week. These services shall include the following:
6.3.1 Worship and Counseling:
i. One weekend Mass and Reconciliation
ii. Weekday Masses (4 per week).
iii. Sacraments and sacramental preparation shall be conducted as needed by the members of the Catholic Community, to include but not limited to baptisms, weddings, annulments, funerals, graveside services, Ash Wednesday, Holy Triduum, Lent, Advent, etc.
iv. Contractor shall provide counseling and office hours as needed to provide pastoral care for the Saint Christopher Catholic Community, Catholic service members and other authorized personnel assigned to Ellsworth
AFB.
6.3.2 Changes: Contractor, in coordination with the Catholic Community
Coordinator, the Catholic Religious Education Coordinator, and the Catholic Music Services contractor, will assess Catholic Community needs and recommend program adjustments (e.g., additional RE classes, more or fewer Masses, event start times) to the Wing Chaplain or their designee on an “as needed” basis. The schedule is subject to coordination/approval by the Wing Chaplain or their designee and monitoring by the Deputy Wing Chaplain.
6.3.3 Duty Hours/Work Schedule. Chapel customer service hours are
Monday – Friday, 0730-1630. Weekend work is required. Some evening work may be required. When coordinated with the Wing Chaplain or their designee, flex hours are authorized for this position, not to exceed 40 hours per week. Contractor may be required to work irregular hours, e.g. nights/weekends, and extended hours and emergency ministrations as required.
Contractor, in coordination with the Wing Chaplain or their designee, shall establish and post normal working hours. Wing Chaplain or their designee reserves the right to change the work schedule provided the Contractor is given notice at least one week prior to the change.
Contractor will be permitted to adjust weekly work schedule after the conclusion of catastrophic event coverage in order to maintain an average of 40 hours per week.
6.4 Subcontracting: If the contractor cannot personally perform all of the requirements of this PWS, he must subcontract with a priest who has a current Ecclesiastical Endorsement from the Archdiocese of the Military Services or be approved by the Diocese of Rapid City for occasional ministry at EAFB. This Priest cannot be subcontracted by a third-party contractor.
7.0 SECURITY REQUIREMENTS.
7.1 Contractor/Employee--since this requirement is due to the individual having regular and reoccurring contact with children, the Tier 1 background check, State Criminal History Checks with fingerprints will be conducted by the requirement owner/sponsoring unit Security Manager. In the event the DoD CAF cannot make a suitability determination due to derogatory information, the suitability determination authority levels are identified as FSS/CC or MSG/CC (AFI 34-144, para 9.6.11.3.). The requirement owner/sponsoring unit Security Manager will in-process the contractors into their JPAS PSMnet with no access granted and notify 28 BW/IP via email. Upon the contract employee terminating employment the USM must out-process the contract employee from JPAS PSMnet and notify 28 BW/IP.
7.2 Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.
7.3 Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.
7.4 Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
7.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately- owned vehicle while on military installations.
7.6. For Official Use Only (FOUO). The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
7.7. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information. Contract Site Leads will brief/train all contract employees on general security items provided by Sponsoring Unit Security Manager.
Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
7.8. Physical Security. The Contractor shall be responsible for safeguarding all government property and controlled forms provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
7.9. Controlled/Restricted Areas. Contract employees shall be escorted by an individual meeting entry requirements to controlled/restricted areas.
7.10. Key Control/Access Badge Control. The contractor shall establish and implement methods of making sure all keys/badges issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.
7.11. Lost Keys. The contractor shall immediately report to the Quality Assurance Evaluator (QAE) or Program Manager any occurrences of lost or duplicated keys. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.
7.12. Prohibited Use. The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
7.13. Lock Combinations. The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
7.14. Automatic Data Processing Equipment (ADPE). The Contractor shall establish and implement procedures to ensure all ADPE, to include laptops and other data processing devices, issued to the Contractor by the Government are not lost or misplaced, are not used by unauthorized persons or are not subject to unauthorized external devices. The Contractor shall immediately report to the CO or PM any occurrences of lost ADPE within two (2) hours of discovery of occurrence. In the event that ADPE is lost, the Contractor may be required, upon written direction of the CO, to replace the equipment at no additional cost to the Government. The Government may replace the equipment and deduct the cost of such from the monthly payment due the Contractor.
