PERFORMANCE WORK STATEMENT

FOR

CHAPEL MUSIC SERVICES

ELLSWORTH AFB, SOUTH DAKOTA

21 May 2015

SECTION I.

DESCRIPTION OF SERVICES

1.1. SCOPE OF WORK: Non-Personal service for Chapel Music Services. Provides musicians for all Protestant and Catholic worship, liturgy, and rites. Contractor will assist the Wing Chaplain, Senior Faith group chaplains or Wing Chaplain designee in planning and executing religious music in support of commander provided free-exercise of religion opportunities at Ellsworth AFB, SD.

1.2. SPECIAL QUALIFICATIONS: The contractor shall have experience in providing church musical services. Contractor shall have available resources to provide music for a variety musical and faith group of styles. Contractor personnel shall be able to work in a religiously pluralistic environment and have a willingness to work with people of diverse faith expressions.

Contractor personnel shall be able to clearly communicate in English and conduct administrative requirements in verbal and written clarity as necessary. Contractor personnel must preserve any confidential issues seen or heard within the Chapel staff or facilities, and be able to have a professional working relationship with Chapel staff, the faith communities, and other personnel to accomplish required duties. Contractor cannot have a record of recent unsatisfactory contractual performance as documented in the Past Performance Information Retrieval System (PPIRS). Contractor will demonstrate that they have working knowledge and familiarity of all music instruments and sound equipment.

1.3. CONTRACTOR SPECIFIC TASKS:

1.3.1 Coordinate with the Wing Chaplain and Senior Faith Group leaders to provide musical services to worship, liturgies, and rites at Ellsworth AFB Chapel Services.

1.3.2 Provide music for 1 Catholic mass per week (currently Sunday at 0930) and holy days and Sunday Contemporary Protestant service (currently Sunday at 1000) and special services. Provide a musician and director (2 personnel required) at each location 4 total personel who can assist in selecting music, play keyboard accompaniment, and sing/lead vocal music. A maximum of 104 rehearsals and 134 perfomances will be needed for both services (Protestant/Catholic). One rehearsal is approximtatly 1 hour in length. One perfomance is approximtatly 1 hour in length.

1.3.3 Perfomances are currently schuduled for Sunday at 0930hrs and 1000hrs. Rehearsals will be coordinated with the Wing Chaplain.

1.3.4 Advise the Wing Chaplain on musical equipment and supplies needed for the chapel music programs.

1.3.5 Schedule facility usage with chapel staff for music needs

1.3.6 Secure all facilities used, to include all doors and windows, following the conclusion of all music activities that take place in chapel facilities when chapel personnel are not present.

1.3.7 Per Wing Chaplain approval, the chaplain in charge of the service or Wing Chaplain designee will determine the suitability of the music and musicians for that service.

The contractor will not use music or musicians the chaplain has evaluated as not suitable.

1.3.8 The contractor and all provided musicians must present themselves in a professional manner at all times. Attire and general hygiene shall be clean, neat, and not distracting from the worship service or event. The Contractor and musicians shall maintain professional standards of conduct and public decorum consistent with religious services being led. The Contractor and all musicians provided must have a professional working relationship with Chapel staff, the faith communities and other personnel to accomplish required duties and help foster a positive work environment conducive with USAF Chaplain Corps values.

1.3.9 Be prepared and in place no less than 30 minutes prior to the start of the event or worship service.

1.3.10 Ensure all volunteers working with youth below 18 years of age receive a government performed background check as described in DoD 1402.5, which will be performed by Government personnel.

1.3.11 Contractor personnel must not disclose confidential conversations/issues seen or heard within Chapel facilities.

1.3.12 Comply with all laws and requirements at the Federal, State, and Local level, to include Air Force Instructions and policies.

1.3.13 Contractor will verify that all musical instruments and necessary sound equipment is functioning properly and is ready for worship service not later than two days prior to the service. Equipment will include but will not be limited to: sound boards, microphones, all musical instruments, speakers, and computers.

1.3.14 Provide technical advisement to chapel staff on repairs needed to restore any musical instruments or sound equipment needed for services. This is to include research needed to determine the source of technical malfunctions or equipment breakdowns.

1.3.15 Contractor will train all volunteers or subcontractors needed to perform sound technician responsibilities.

SECTION II.

SERVICE DELIVERY SUMMARY

Section II, Service Delivery Summary does not apply to this requirement.

SECTION III.

GOVERNMENT-FURNISHED PROPERTY AND SERVICES

3.1. FACILITIES: The contractor is responsible for keeping the area in a clean and orderly condition. Chapel sanctuaries will be available for performance/rehearsals.

3.2. EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. Contractor must ensure audio visual equipment is in full operational order prior to any performance.

3.3. SERVICES/UTILITIES: All reasonable quantities of utilities shall be made available to the contractor without cost.

SECTION IV.

GENERAL INFORMATION

4.2. SAFETY: Contractor to comply with all Safety Regulations. The Contractor shall not require any worker to work under conditions that are unsanitary, hazardous, or dangerous to health or safety. Smoking at the facilities is permitted only in prescribed smoking areas as indicated by the CRO.

4.3. STORAGE/HANDLING OF MATERIAL: N/A

4.4. HOURS OF OPERATION AND HOLIDAYS

4.4.1. Days. Services will be required on various days and times, including Sundays, Holy Days, and other days as required.

4.4.2 Base Closures: Work is not required during base closures.

4.4.3 Performance of Services During Crisis Declared By the National Command Authority or Overseas Combatant Commander: According to Department of Defense Instruction (DoDI) 3020.37, Continuation of Essential DoD Contractor Services During a Crisis, and the Air Force implementation thereof, unless otherwise directed by an authorized Government representative, it is determined that music services requirements under this PWS are not essential and do not need to be performed during a crisis.

4.5. SECURITY REQUIREMENTS

4.5.1 Physical Security: The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured, and utilities turned off or set for conservation.

4.5.2 Base Passes: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles. An Installation Entry Authority List (IEAL) will be provided to the contracting office. The IEAL will include at minimum the employee’s name, birth date, and Driver’s License Number, to include State of issue. This list will be updated when an employee’s status or information changes.

4.5.3 Security Training: The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31- 401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.

4.5.4 Key Control: The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.

4.6. CONTRACTOR PERSONNEL

4.6.1. Personnel: Contractor personnel shall be neatly attired and well groomed. Shirts must have collars and worn as designed. Cut-offs, shorts, halter-tops, and similar attire are not acceptable. Any hair length, beards, or mustaches are acceptable, provided it is neat, clean, and properly trimmed.

4.6.2. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on Ellsworth Air Force Base.

4.6.3. Mandatory Seatbelt Requirement: The use of seatbelts by all vehicle operators and passengers is mandatory on Ellsworth AFB, SD.

4.6.4. Cell Phone Usage: The use of cellular telephones while driving on Ellsworth AFB without a hands-free device is prohibited.

4.6.5 Traffic Laws: The contractor and its employees shall comply with Air Force and installation traffic regulations.

4.6.9 Background Check: The Coordinator must submit an application for a background check to the Religious Education chaplain according to Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks. They must also ensure all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.5.

Maintain records to show background checks are complete.

4.7 Employees: The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

4.7.1. The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval from Base Ethics Counselor.

4.7.2. Present him/herself in a professional manner at all times. Attire and general hygiene shall be clean, neat, and not distracting from the service or event. The Coordinator shall maintain professional standards of conduct and public decorum consistent with religious services being led in the workplace.
