About this file
This document is a Statement of Need (SON) for the relocation of the Maintenance Operation Center's (MOC) Land Mobile Radio (LMR) switch station from Building 1086 to Building 1025 at Beale Air Force Base. The key details are:
The MOC is being directed to relocate from Building 1086 due to multiple upkeep deficiencies and health/safety hazards, including issues with the HVAC system that have led to overheating in the office during the summer months. The relocation is needed to maintain the MOC's critical functions of providing information, communication, and emergency coordination between the flightline agencies and command section.
The contractor will be required to remove 5 console positions and 1 site switch from Building 1086 and install them in Building 1025, along with running necessary cabling and testing. The work must be completed as soon as possible to prevent further overheating issues. The contractor will provide all labor, materials, and management support for the relocation.

DDEPARTMENT OF THE AIR FORCE
9TH RECONNAISSANCE WING (ACC)
BEALE AIR FORCE BASE, CALIFORNIA
21 June 2024
MEMORANDUM FOR 9 CONS/LGCB
FROM: 9 MXG/RA
SUBJECT: Statement of Need/Statement of Objectives for Relocation of MOC LMR Switch Station
1. Purpose: To contract out a company to relocate 9 MXG/MOC’s LMR Station from Bldg 1086, Rm 147 to Bldg 1025, Rm 202 or 201.
2. Background: The Maintenance Operation Center (MOC) has been directed to relocate out of Bldg. 1086 pending decommission and demolition of the site, citing multiple upkeep deficiencies alongside health and safety hazards. The MOC has been transitioning furnishings and equipment necessary for use out of Bldg 1086 and into Bldg 1025 to ease the relocation process for the LMRs alongside the MOC.
3. Impact: Due to the long-standing inadequacies and failures of the HVAC systems in Bldg 1086, the MOC has had difficulty in maintaining the office temperature. Especially during the summer months. When outside ambient temperature reaches 110 degrees, the temperature in MOC can reach over 100 degrees. Currently the portable coolers available, struggle to maintain cool temperatures, also there is no means of airflow circulation. In the event these coolers shut down the office temperature rapidly rise towards the outside ambient temperatures level. Once they come back online, it is almost impossible to return to the prior temperature until sundown.
Furthermore, as the summer progresses and temperatures rise, many of the workstations begin to overheat and fail, MOC provides necessary information and communication between flightline agencies, and the command section. It also coordinates any emergency actions that are required for aircraft or maintenance. Should the MOC be unable to perform these functions, the MOC would be unable to effectively communicate and coordinate the safety of persons in the event of such as an emergency situation. Finally given that California regularly experiences seasonal fires, which may occur in the local area and risk the lives of many maintenance personnel MOC must be to alert emergency agencies.
4. Requirements: The following equipment needs to be moved and installed from bldg. 1086 to bldg. 1025:
o Remove 5 Console (op's 4-8) positions and 1 site switch from Bldg. 1086 Rm.
147.
o Install 5 Console positions and 1 site switch at Bldg. 1025 Rm. 202/201. Run two cat 6 per console location to site switch. Test with customer to assure consoles are operating properly.
o Prevailing Wage Filing Fee o CAT6 plenum Shielded cable o Mounting, grounding, and securing materials.
o Mobilization/Travel Expenses o Project/Management Support
5. Delivery: Would need the relocation done as soon as possible to prevent overheating and more efficient use since the personnel are located in Bldg 1025.
6. General Scope: The contractor shall provide service to Beale Air Force Base, California. (2 separate locations on Beale AFB). The 9 MXG/MOC will provide escort services to the contractor when needed. Work hours would be from 0800-1600. 9 MXG/MOC personnel say there are no constraints to performing the work (electrical outlets are available and grounding units as well as an antenna on the roof are ready).
