SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER)

STATEMENT OF NEED (SON)

Contract #:

Project Title: Replace Backflow Prevention at Medical Clinic, B5700 Project #: WT-13958161 Date: 9 MAY 24

STATEMENT OF WORK

PURPOSE:

This Statement of Work (SOW) explains the general intent of the project named above. It documents the major line items of work the Government expects to see accomplished, but it does not attempt to explain the exact details and/or method of execution. The Contractor will be responsible for providing specific performance details in their resulting proposal and Statement of Work (SOW).

PROJECT SCOPE:

This project is located on Beale Air Force Base, CA, just north of Medical Clinic, B5700. The Contractor shall furnish all design, labor, supervision, transportation, materials, testing, analysis, reports, permits, hauling, tools, equipment, and professional services to accomplish all the work involved to construct the project described below. Re-use of abandoned utilities is prohibited. Questions regarding contractual requirements should be directed to the Government Contracting Officer.

BACKGROUND:

The backflow preventer (BFP) assembly for the Medical Clinic is beyond its useful lifecycle. The assembly frequently experiences failures and parts for the existing assembly are hard to procure. The BFP assembly is also not constructed to current industry standards with specialty piping assembly. Furthermore the fire water BFP is located inside and underground vault whereby the vault is identified as a confined space.

MAJOR WORK ITEMS:

The Contractor shall design and construct a backflow preventer assembly for domestic water and fire water separately for the medical clinic building 5700 complying with all applicable local, state and federal codes, standards, and requirements. Work includes but is not limited to the following elements listed below:

· Demolition: Perform clearing and grubbing of the BFP area. Remove and salvage the backflow preventers and deliver to 9 CES personnel. Contractor shall note that the fire water BFP is located in a confined space vault that will require confined space protocols to be administered (see Tab 5 As-Built_5700). Remove and dispose of associated BFP piping assembly to the lateral piping. Contractor shall anticipate excavating up to approximately 10 ft in depth. Demolish associated vault in place by in coordination with 9 CES.

· Construction: Provide new BFP and bypass BFP assembly for domestic water matching existing size mounted on a concrete pad (see Tab 9 Backflow Preventer Detail Exhibit). Provide new Fire Suppression System BFP assembly on a concrete pad. Place all BFP assemblies above grade in accordance with AFI 32-1067 (See Tab 8). Grade surface to allow natural drainage.

· Disturbed areas are to be seeded and suitable growth established for erosion control.

· The contractor is responsible for disposal off-site of any excess soils or debris generated as a result of this project. Contractor is also responsible for importing any needed suitable fill materials. The Contractor shall coordinate with 9 CES Environmental staff to determine proper disposal requirements for materials, which may include on-base recycling, hazardous waste disposal, or non-hazardous waste offsite disposal. It shall remain the responsibility of the Contractor to test, haul and dispose of removed materials identified for offsite disposal. All fees to dispose material offsite shall be the responsibility of the Contractor. The Contractor shall contact 9 CES Hazardous Waste Program Manager for proper disposal details and required coordination and documentation references.

· Provide full designs, including all design calculations. Contractor shall determine adequacy, locations, and routings of all utility tie-ins and distribution. All labor, materials, and repairs needed to perform these installations are at the contractor’s expense.

· Each Backflow Preventer should be designed/built for ease of use and functionality.

Government Furnished Information Government will provide available as-built record drawings electronically. Latest Beale DCG is available upon request. Other documents (if available) will be provided on a request basis. Any drawings or information provided by the Government are for “Reference only" and may not reflect the current condition, thus it is the responsibility of the Design-build contractor to do due diligence and verify the accuracy of provided information. APPLICABLE STANDARDS:

The Contractor shall design in adherence to the Beale Design Compatibility Guide and the following documents, including all recommended practices documented in these standards. Although some publication dates are given, the design shall be current references and standards. The Contractor shall determine through the pre-design meeting if other codes, standards, or references not specifically cited also apply to the design of this project, and incorporate those requirements into this project.
