DEPARTMENT OF THE AIR FORCE

9TH FORCE SUPPORT SQUADRON (ACC)

BEALE AIR FORCE BASE, CALIFORNIA

21 June 2024

MEMORANDUM FOR 9 CONS

FROM: 9FSS/FSYY

SUBJECT: Statement of Need for Intercom – Amendment 1

1. Purpose: Install New Intercom in Youth Programs and Repair in Child Development Center

2. Background: YP intercom system was installed in 1998 and is no longer operational. CDC intercom has several components that need to be repaired.

3. Requirements: 22UFC 4-740-141-2.4.3.2 Intercom. Provide intercom paging phone system to gain one-to-one communications with the touch of a button by the originating party. As the button is pressed, a 2-way communication path opens between the origin and the terminating intercom. Neither side should have to push a button after the intercom is initiated. This is also known as a “hands free” system operation.

Neither the originating party nor the terminating party will have to lift the handset as the speakers on both ends are automatically activated. The handset is present to allow a more private one-to- one conversation between parties only if desired. The intent of such a system is for two-way communication.

a. In accordance with the UFC guidance listed in paragraph 3, YP requires a new intercom system to be installed to provide communication between the main reception desk and the rooms, gymnasium, entry doors, and hallways. The old intercom controller at the main reception desk has been removed, rendering the existing intercom completely inoperable. The layout of the intercom system must be as outlined below:

• Nine (9) rooms require two-way intercom terminals to communicate with reception desk. All nine (9) rooms have existing intercom terminals that are inoperable.

• One (1) gymnasium requires a two-way intercom terminal to communicate with the reception desk. There is no existing intercom terminal at this location.

• Speakers in hallways must be set up for 1-way announcements to be heard throughout hallways. There are existing speakers throughout hallways, but they are inoperable.

• Two-way intercom terminals must be installed at two (2) entry/exit doors to communicate with the front desk. There are no existing intercom terminals at these locations.

b. CDC intercom system requires repair to room 301, 551, front entrance terminal, and to hand receivers in room 431 and 541.

• Room 301 and 551 require repairs to the intercom terminals. The hand receivers are in working condition, but the loudspeakers are inoperable.

• Room 431 and 541 require repairs to the intercom terminals. The loudspeakers work, but the hand receivers are inoperable.

• The front entrance intercom terminal requires repairs. Currently audio comes out when a loudspeaker announcement is made, but two-way intercom communication is inoperable.

• The main intercom controller phone located at the front desk requires replacement, as it has intermittent issues affecting functionality.
