STATEMENT OF NEED
FOR
9CES PULL BEHIND AIR COMPRESSOR
BACKGROUND:
The 9th Civil Engineer Squadron enables the 9th Reconnaissance Wing mission by providing superior facility, airfield, and utility system construction, operations, and maintenance; fire emergency services, explosive ordnance disposal, and emergency management; unaccompanied along with privatized family housing facilities and programs;
asset optimization; and environmental security. The air compressor used by LFM to power pneumatic tools, pumps, fans, and other equipment has broken and is inoperable. 9 CES worked with the 940th AGE to restore the compressor. Due to it being an old model, they do not have or make the parts for it.
SCOPE:
The Contractor shall provide one (1) Pull Behind Air Compressor that can push a minimum of 250 CFM (Cubic Feet per Minute). This equipment is required to manually transfer fuel and perform tank cleanings. The addition of this compressor will allow for continued efficient and swift mission effectiveness.
REQUIREMENTS:
The Government requires one (1) Pull Behind Air Compressor. The compressor shall include both a three (3) year or longer engine warranty and a five (5) year or longer air component warranty. The compressor is also required to manually transfer fuel and perform tank cleanings. The contractor shall be responsible for the delivery of the compressor with the following specifications:
• Singler/Dual axel trailer
• Fuel - Diesel
• No DEF or DPF emissions equipment
• 8 hours of continuous run time on a single tank
• 100 PSI minimum
• 250 CFM minimum
• (2) - ¾” air outlets
• (1) - 1” air outlet
• Auto Load/ Unload (to prevent loaded shutdown and blowback)
• Spin-On compressor oil filters
• Fully enclosed with open canopy design
• 12-Volt Key start
DELIVERY:
Contractor shall coordinate a delivery time with the Government Point of Contact (POC) identified in the inspect and accept information section of the contract at least two (2) weeks prior to anticipated delivery.
LOCATION AND HOURS OF WORK:
The 9 CES’s location of operations is 6599 B St Bldg. 2565, Beale AFB, CA 95903. The following Federal holidays are observed:

ACCESS:
Contractor Manager or alternate shall complete an entry authorization list (EAL) for access to Beale Air Force Base. The request shall be submitted within two (2) weeks of delivery to Pass and Registration via the Government Point of Contact (POC) identified in the inspect and accept information section of the contract. All contractor vehicles must enter the base via the Wheatland Gate and shall be subject to inspection. All contractor personnel must obtain base passes or be listed on the Entry Access List (EAL) throughout duration of work performance. Any persons in the EAL are required to bring two (2) forms of identification or REAL ID to access the base.
TRAFFIC LAWS:
The contractor and their employees shall comply with all installation traffic regulations.
CELLULAR PHONE OPERATION POLICY:
The contractor shall comply with local base policies regarding cellular phone operation.
