(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued.
(2) This solicitation/synopsis reference number is FA4686-20-Q-A023 and is being issued as a Request for Quote (RFQ).
(3) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76.
(4) This acquisition is unrestricted. The associated NAICS code is 562112 with a $41.5 Million size standard.
This solicitation is full and open competition.
(5) Contractors shall submit a firm fixed price quote based on the CLINs below along with an in depth breakdown of costs. Please see Performance Work Statement (PWS) in attachment #1 for an in depth description of the requirement. A breakdown of costs is mandatory. All responsible sources may submit a quote, which shall be considered. A firm fixed price service contract is contemplated for (1) base year with (4) option years. Period of Performance 6 December 2019
– 5 December 2020 (base year) with ultimate completion of 5 December 2024
Offerors must be registered in the System for Award Management (SAM) to submit a quote in response to this Request for Quote (RFQ). Offerors may register at www.sam.gov. A DUNS (Duns and Bradstreet) number is required in order to register.

(7) The following additional provisions and clauses are applicable to this procurement.
FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Lowest Price Technically Acceptable
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS
All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications -- Commercial Item or complete electronic annual representations and certifications at http://www.acquisition.gov.
FAR 52.217-9 -- Option to Extend the Term of the Contract
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed (5) years.

FAR 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES
In compliance with the Service Contract Act of 1965, as amended, and the regulations of the Secretary of Labor (29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

FAR 52.232-19 Availability of Funds For the Next Fiscal Year
Funds are not presently available for performance under this contract beyond 31 Oct 2015. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond 31 Oct 2015, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.

FAR 52.245-2 GOVERNMENT PROPERTY INSTALLATION OPERATION SERVICES
(a) This Government Property listed in paragraph (e) of this clause is furnished to the Contractor in an ``as-is, where is'' condition. The Government makes no warranty regarding the suitability for use of the Government property specified in this contract. The Contractor shall be afforded the opportunity to inspect the Government property as specified in the solicitation.
(b) The Government bears no responsibility for repair or replacement of any lost Government property. If any or all of the Government property is lost or becomes no longer usable, the Contractor shall be responsible for replacement of the property at Contractor expense. The Contractor shall have title to all replacement property and shall continue to be responsible for contract performance.
(c) Unless the Contracting Officer determines otherwise, the Government abandons all rights and title to unserviceable and scrap property resulting from contract performance. Upon notification to the Contracting Officer, the Contractor shall remove such property from the Government premises and dispose of it at Contractor expense.
(d) Except as provided in this clause, Government property furnished under this contract shall be governed by the Government Property clause of this contract.
(e) Government property provided under this clause:
• The Government shall furnish the use of storage area, which is located at MTF Building 5700, room 216A.

AFFARS 5352.201-9101 OMBUDSMAN
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, (Lt Col Tonney Kaw-uh, 129 Andrews St., Langley AFB, VA 23665-2769, Phone Number: (757) 764-5372, facsimile (757) 764-4400, email address: Tonney.kaw-uh@langley.af.mil . (d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
(8) The Defense Priorities and Allocations System (DPAS) and assigned rating, is not applicable.
