STATEMENT OF NEED (SoN)
OMNISTAR DIFFERENTIAL GLOBAL POSITIONING SYSTEM (DGPS)
BEALE AIR FORCE BASE, CALIFORNIA
Current as of: 22 March 2019
1. Purpose. This requirement is for Worldwide Virtual Base Station (VBS) satellite tracking for the Differential Global Positioning Systems (DGPS) receivers for a base year plus 4 one year options.
2. Scope. This Statement of Need outlines the requirement for OmniSTAR subscription service to be provided to 69 MXS/DET 1 AMU.
2.1. Background: 69 MXS/Det1 AMU maintains OmniSTAR manufactured equipment, which is used to provide worldwide VBS satellite tracking for the DGPS receivers.
3. General/Technical Requirements. Provide OmniSTAR VBS service for installed receivers that will include the following requirements:
3.1 Service/payment provided will be for 33 “active” units ONLY regardless of serial number.
3.2 Maintain 24-hour worldwide service coverage including wet options.
3.3 Maintain service for five years (one base year, plus 4 one year option periods).
3.4 Provide 24-hour technical support service for field units.
3.5 The subscribed DGPS signal shall be continuous, non-interrupted while maintaining 2-sigma (95%) of significantly less than 1 meter horizontal position error and 3-sigma
(99%) horizontal error close to 1 meter.
3.6 Provide target availability greater than 99.999%.
3.7 No receivers may be blocked/barred from service without written permission from
69 MXS/Det 1 AMU
4. Qualification of Contractor.
4.1 OmniSTAR service subscription distributors.
4.2 Provide OmniSTAR VBS signal including wet coverage.
4.3 No onsite service by OmniSTAR needed.
4.4 Technical support by telephone shall be provided 24-hours a day.
5. Change of Service Requirements.
5.1 OmniSTAR will assist field users with adding, removing and/or transferring VBS service for receivers requiring a change in service through their customer support number.
5.2 OmniSTAR receivers will be identified by serial number.
5.3 Only 69 MXS/Det 1 AMU primary or alternate points of contract have authority to add or remove receivers.
5.4 When a request is phoned in for receivers to be added, removed and/or transferred, service results will be immediate.
5.5 Additional receivers may be added along the life of the contract and the contract will be modified accordingly.
5.6 Any additional equipment needed will be purchased separately and are not covered in this contract.
5.7 Contract transition from the incumbent shall be two weeks after the contract award date.
All materials and labor shall be complete with a functional DGPS in place in accordance with this Statement of Need.
6. Period of Performance.
12 August 2019 – 11 August 2020, Base Year
12 August 2020 – 11 August 2021, Option Year 1
12 August 2021 – 11 August 2022, Option Year 2
12 August 2022 – 11 August 2023, Option Year 3
12 August 2023 – 11 August 2024, Option Year 4
