PERFORMANCE WORK STATEMENT (PWS)
for AIRMAN & FAMILY READINESS CENTER
DISCOVERY RESOURCE CENTER COORDINATOR
1.0 SCOPE OF WORK
The Contractor shall provide coordination of the Beale Air Force Base Airman & Family Readiness Center’s (A&FRC) Discovery Resource Center (DRC), located in Building 2179 at Beale AFB, CA. Services will be performed 40 hours per week (8 hours per day, 5 days per week) in the Airman & Family Readiness Center. Hours may be adjusted with prior approval or by direction of the A&FRC Chief. (i.e. in the event of evening classes or evening hours), at which time there will be an adjustment to the duty day.
2.0 DESCRIPTION OF SERVICES
The Contractor will serve as the initial point of contact, and will provide general receptionist duties for the A&FRC, to include answering phones, taking messages and responding to email messages.
The Contractor will manage all resources within the DRC at the A&FRC, ensuring up to date materials are available for customer self-help and referral in support of all A&FRC programs, as well as base and community services and special events.
The Contractor will provide technical assistance to users of the DRC by assisting in the operation of computer-based programs and equipment available in the DRC. Serve as initial point of contact for all DRC software, hardware and user problems relating to Quality of Life network (QoLNet) issues. If the Contractor cannot resolve the problem he/she will contact the Work Group Manager (WGM) for assistance.
The Contractor will provide effective, efficient and immediate transactional service to customers who seek assistance in the A&FRC.
The Contractor will receive training in Air Force Family Integrated Results and Statistical Tracking (AFFIRST) Data Management for gathering demographic customer profiles, tracking service delivery transactions, compiling report data, and providing results management information on the effectiveness of services to individuals.
The Contractor will assess customer needs and appropriately refer them to self-help materials, or A&FRC staff members for immediate one-on-one in a crisis or by appointment for further consultation.
The Contractor will assist the A&FRC staff in providing a full range of readiness services to include the following areas: transition assistance, spouse employment, relocation, financial, family life, special needs family members, school information and personal readiness information to authorized patrons seeking assistance in the DRC at the A&FRC.
Contractor will:
2.1 Discovery Resource Center Information Technology
2.1.1 Assess and report potential risk on the Discovery Center’s Quality of Life (QoLNet) network.
2.1.2 Immediately report all computer equipment outages to the WGM to track problem areas and identify maintenance trends.
2.1.3 Relocate/replace user workstations when required by A&FRC management.
2.1.4 Promote user awareness concerning unauthorized or illegal use of computer hardware and software.
2.1.5 Inform users of network status and services.
2.1.6 Ensure workstations and network software remain virus free.
2.1.7 Review and submit locally developed software to the WGM. Contractor will not install or modify any equipment or software without prior approval from WGM; this includes any software downloaded from the World Wide Web (WWW) or vendor bulletin board systems
(BBS).
2.1.8 Maintain Quality of Life Network (QoLNet) network integrity. Permits only authorized users to access the QoLNet and Internet Service Provider (ISP) accounts.
2.1.9 Maintain computer security at all times, to include the following:
a. DRC clients will be limited to those software programs accessible through the main menu. Usage of all other programs, including the operating system will not be allowed.
b. All removable media (disks, flash drives) will be scanned for viruses prior to usage.
If a virus is detected, the computer and disk will be secured and the WGM notified immediately.
c. Any and all computer software/hardware malfunctions or abuse will be documented and reported immediately to the WGM.
2.2 Resource Management
2.2.1 Maintain job announcements, both electronic and hard copies.
2.2.2 Ensure that adequate house-cleaning is accomplished each day to keep the DRC in an orderly manner; i.e., dusting, straightening papers, cleaning off tables and desks, stocking books, DVDs, CDs etc. Check printers and fax have paper loaded, and sign in log is available.
2.2.3 Ensure maintenance of accountability statistics on resources used by clients as directed by A&FRC Chief.
2.2.4 Assist clients with technical questions concerning the use of computer programs and other electronic equipment such as, but not limited to, formatting materials to be printed, resumes, and online application procedures for Federal employment.
2.3 Information & Referral
2.3.1 Work with base agencies, primarily Family Advocacy, to provide customers with a comprehensive family resource guide, updating every six months to reflect changes/additions.
2.3.2 Provide information and referral services to clients seeking assistance with financial matters, parenting, relationship problems, change management, transition, careers, relocation information, and all other A&FRC services.
2.3.3 Assess and clarify customers’ needs via phone calls or as walk-ins to the A&FRC. Refer customers to appropriate resources or Community Readiness Consultants/Specialists.
2.3.4 Be familiar with the cataloging system for print and electronic materials as established by the A&FRC management, and be able to assist clients in locating and selecting appropriate resource materials based on their needs.
2.3.5 Maintain knowledge of and connections with all base agencies and off-base community resources for customer referral.
2.4 Administration/AFFIRST
2.4.1 Understand A&FRC database procedures, assisting in A&FRC administration tasks as necessary.
2.4.2 Conduct updates/changes and regular maintenance to A&FRC public website as directed by A&FRC Chief.
2.4.3 Using AFFIRST database, track all customer contact, update customer personal information, manage workshops and records and input outreach contacts.
2.5 Miscellaneous
2.5.1 Must ensure the DRC is properly closed at the end of the official duty day if the last person in the building. All lights and equipment shall be turned off. When other A&FRC staff members are not present, be responsible for turning off lights in restrooms and hallway, as well as securing outside doors to the building.
2.5.2 Train A&FRC personnel on DRC procedures and applications as required.
2.5.3 Provide briefings on DRC and A&FRC services, programs and resources as required.
3.0 HOURS OF OPERATION
3.1 Normal Hours of Operation: The Contractor shall perform the services required under this contract Monday through Friday from 0730 – 1630 hrs, except on Federal Holidays or when changes to the schedule occur (i.e. evening classes or evening hours). Hours may be adjusted with prior approval or by direction of the A&FRC Chief.
3.2 Holidays: All Federal Holidays off, including: New Year’s Day, Birthday of Martin Luther King Jr., Washington’s Birthday (President’s Day), Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day. NOTE: ACC Family Days are not Federal Holidays however the Contractor may be excused from duty on these days at the direction of A&FRC management; compensation will not be provided by the Government for these days.
3.3 Scheduling: The Contractor shall schedule appointments directly with DRC clients within normal hours of operation.
4.0 SECURITY REQUIREMENTS
4.1 Physical Security: The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work day Government facilities, equipment, and materials shall be secured.
4.2 Pass and Identification Items: The Contractor will obtain the pass and identification items required for contract performance. At a minimum, security checks will be obtained by the Contractor for base access, to receive a Common Access Card, and to operate a vehicle on base.
4.3 Retrieving Identification Media: Prior to contract expiration or termination of service the Contractor shall return all identification media to A&FRC sponsor as part of out-processing procedure. Failure to return media will be reported to Security Forces Squadron for investigation.
4.4 Traffic Laws: The Contractor shall comply with base traffic regulations.
4.5 Weapons Firearms and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their Contractor-owned vehicle or privately owned vehicle while on Beale AFB.
4.6 Key Control: The Contractor shall establish and implement methods of making sure all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.
Lost keys must be reported immediately to the Director of Airman & Family Readiness Center.
4.6.1 In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the contracting officer, to re-key or replace the lock or locks impacted without cost to the Government. The Government may replace the affected lock or locks or perform re-keying and deduct the cost from any payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost will be deducted from any payment due the Contractor.
4.7 SF 85P Questionnaire for Public Trust Positions: The U.S. Government conducts background investigations and reinvestigations to establish that applicants or incumbents either employed by the Government or working for the Government under contract, are suitable for the job and/or eligible for a public trust or sensitive position. Information from this form is used primarily as the basis for this investigation. Contractor employees will be required to pass a favorable SF 85P investigation in order to perform work under this contract; employees that do not meet this requirement must be replaced. Contract employees will complete this form only after a conditional offer of employment has been made to the Contractor company.
5.0 CONTRACTOR QUALIFICATIONS
Contractor employee must have:
5.1 Competence in basic computer operations and a working knowledge of Microsoft Office programs.
5.2 A minimum of one year experience working in an Air Force A&FRC or a similar assistance agency/social service environment. A Social Services bachelor’s degree is highly desired;
continuing education in Social Services would be a suitable substitute.
5.3 Professional skills appropriate to the environment of the A&FRC.
5.4 Basic understanding of military protocol, support group organizations, understanding of family systems in a military setting, ability to communicate, and work effectively with diverse groups.
5.5 Appropriate communication skills, and the ability to use and comprehend the English language including fluently speaking, writing and reading, in a professional social service environment.
6.0 QUALIFICATION SUBMITTALS
6.1 Resume.
6.2. 1-3 references from previous employers/supervisors. (Cannot be from family members)
6.3 College transcripts or other proof of qualifying work experience that substantiates the qualifications outlined in PWS Section 2.0 and Section 5.0.
7.0 PAYMENT
7.1 Payment will be made monthly on approval of invoices submitted for services received by the Government. All invoicing shall be completed electronically via Wide Area Work Flow (WAWF) as required by contract clause DFARS 252.232.7003.
7.2 The Contractor shall maintain a register, indicating the number of hours that service was provided to ensure the hours authorized by this contract are not exceeded.
8.0 GOVERNMENT FURNISHED ITEMS & SERVICES The following items or services shall be provided by the government:
8.1 An office, office supplies, chairs, desks and filing cabinets, telephone, fax machine and cleaning supplies.
9.0 CONTRACTOR MANPOWER REPORTING
9.1 The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Vegetation Control contract via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September.
While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.
9.1.1 *Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.
9.2 User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for Government personnel and Contractors are available at the Army CMRA link at http://www.ecmra.mil.
