SUBJECT: Statement of Need for KC-135 Platform Maintenance Stands
1. Purpose: Stands will be used for 940 Air Refueling Wing KC-135R aircraft Isochronical/Phase Inspection.
2. Scope or mission: 940 Maintenance Squadron, Isochronical Inspection Section is tasked with 1C-135-6WC-2 inspection requirements of internal and external KC-135R fuselage, wings and empennage (tail) section areas.
3. Impact: Will provide wing, forward and mid fuselage and tail access and inspection capabilities to complete 1C-135-6WC-2 inspection requirements while providing safe inspection and repair procedures.
4. Background: Beale AFB and 940 ARW does not have appropriate maintenance stands to perform such inspection requirements.
5. Special Requirements: Please see specifications listed below.
The stands must be constructed of steel and/or aluminum and made specific for KC-135 Aircraft. Often 1630L X 1560W (inches) in dimension and must be OSHA Compliant. Must meet Phase, Reset or Depot Aircraft Fall Protection Aviation Maintenance Stand for KC-135. This platform must include Nose Radome, forward fuselage, cargo door, lower wing and tail platforms to properly meet the phase inspection and servicing requirements of the KC-135 aircraft. High strength, lightweight aluminum is preferred for ease of moving and storing platforms when not in use. Platforms shall have Air and Electric (110V) capability. Recommend Height Adjustable at 12", 18" and 24" intervals to ensure platforms meet the height requirements for the KC-135. Height of the stands should be specific and unique to authorized KC-135 stands and will not require fitting.
Must provide safe and stable multi-level access for aircraft maintenance.
Stands must meet all OSHA/industry safety standards and meet requirements in AFI 91-203 Chapter 16. AFI 91-203 will be attached to this Statement of Need.
The edge of the platforms that will mate with the fuselage of the aircraft must have padding installed to reduce damage to aircraft surface. Each individual section must have casters and all casters must have a locking mechanism. Anti-skid/slip surface on all working/walking surfaces with draining capabilities.
