Performance Work Statement
Sediment Removal in Potable Water Reservoirs
1. Provide services to Remove Sediment, Clean, Inspect and Report on Water Reservoirs located at the following locations.
a. 0.25 Million Gallons Water Treatment Plant Backwash Tank on Doolittle Drive
b. 0.25 Million Gallons Water Treatment Plant Underground Storage Tank on
Doolittle Drive
c. 3 Million Gallons B Street Hillside
d. 0.25 Million Gallons Water Tower on Doolittle Drive
e. 0.5 Million Gallons Spencer-Paul Road Hillside
f. 0.5 Million Gallons Housing Tank #1 East Garryanna Drive
g. 1.0 Million Gallons Housing Tank #2 East Garryanna Drive
2. The contractor shall accomplish this project without disruption of the distribution systems and the tanks shall not be drained.
a. The contractor shall submit a work schedule for approval prior to begin the required work.
b. All materials, tools, equipment, and others to be used in underwater work shall be disinfected prior to being introduced into water reservoirs and shall be dedicated for potable water use only.
c. The Contractor shall remove all accumulated bottom sediment, silt, flocculated materials, insects, manganese, rust and debris that does not compromise the tank integrity and coating system.
d. The Contractor shall submit a list of the disinfecting agents, along with MSDS for review
/ approval from the 9 CES prior to divers entering tanks. All cleaning compounds must comply with the Environmental Protection Agency (EPA) Safe Drinking Water Act
(SDWA) and the National Sanitation Foundation (NSF) ANSI 6: Drinking Water System
Components –Health Effects.
e. The Contractor shall coordinate with the 9 CES/CEOIU and 9 CES/CEIE for the designated discharge point of pumped dirty water to separate sediment from water. The filtered water will be drained to surrounding area without flooding condition.
f. All sediment and debris removed from the water reservoirs shall be disposed outside
Beale AFB.
g. The Contractor shall formally submit the complete and legible permitted disposal documents and Disposal Trip Tickets indicating the date and weight of disposed loads.
h. The Contractor shall clean all submerged beams inside the water reservoirs to expose bare metal.
i. During the cleaning period, any cracks or problems detected shall be recorded on video or digital photography and the Contractor shall formally submit recommendations to extend the service life of the water reservoirs to the 9 CES/CEO Engineering Office.
j. At the conclusion of this Water Reservoirs Cleaning and Sediment/Debris Disposal
Project, the Contractor must submit a Report of Procedures and Findings from Internal, Underwater Inspection for each reservoir to include a high resolution video or digital photography showing the interior of the water reservoirs.
a. Inspection shall include but is not limited to reservoir exterior, reservoir roof, exterior ladder, roof vents, side vents, exterior telemetry, liquid level indicator, man entries, exterior inlet, exterior outlet, exterior drain scour, exterior water tap, exterior overflow, entry hatch, interior ladder, telemetry sensor, liquid level indicator, interior walls, interior floors, interior main entry, support columns, cathodic protection, interior overflow pipe, interior inlet, interior outlet, interior drain scour, interior water tap, interior ceiling, sediment depth, coating thickness, rust grades, weld deformities, concrete deformities, and recommendations for further service and/or repairs.
3. Entry/Access Requirements:
a. All contractor vehicles shall enter the base via the Wheatland Gate and shall also be subject to inspection upon entry. All contractor personnel shall also obtain base passes via an Entry Access List Request form. This request will be sent to the contractor upon contract award and shall be required before start of work to ensure all personnel are approved for work on base.
4. Performance Period:
a. The desired period of performance for this requirement is 45 calendar days after contract award.
