MEMORANDUM FOR 9 CONS/LGCB

SUBJECT: Statement of Need for Nitrogen (N2) Generator

1.Purpose: Replacement of the current SNG-5 Nitrogen Generator in BLDG 1230.

2.Scope or mission: Support Division Intermediate Maintenance Branch supports the local flying mission as well as back shop aircraft support.

3.Impact: Current N2 generator is used to service nitrogen servicing cart that service mission critical aircraft systems. The current unit does not produce oil free nitrogen and is currently inoperative.

4.Background: The N2 The Nitrogen Generator in Building 1230 is not operational as this time. Having this unit down degrades mission capability. This N2 Generator supports the wings local/transient aircraft mission by servicing the mobile carts that directly service their aircraft mission systems. The current work around is to utilize a mobile Nitrogen Generator provided by the Aerospace Ground Equipment section.

This mobile N2 cart is unable to support more than one servicing cart at a time as the carts will be filled real-time versus from a supply tank. Real-time servicing takes a while to service 2- 8 individual cylinders that are loaded onto the servicing carts and impacts our ability to service aircraft servicing carts. In addition, the mobile unit does not offer oil-free N2 generation. Critical systems need 99.9% pure N2 that is oil free. Those systems will require servicing cart cylinder swapped with full 99.95% pure N2 cylinders versus cylinder refilling from the N2 generator. The current N2 generator uses two 4500 PSI N2 storage banks to rapidly service multiple carts to support current mission tempo. A new N2 generator will be needed to fully support the wings mission by providing 99.95% Oil free N2 now and into the future. The new generator would be placed outside under the facilities overhanging roof and able to withstand outdoor climate.

5. Special Requirements: See specifications listed below. Installation must be finished 30 days after contract award:

• Outdoor all weather capable Gaseous Nitrogen Generator that would be positioned under an overhanging roof.

• Power Requirement................. Up to 460 VAC, 3φ, 60 Hz ,

• Flow Capacity.........................up to 30 SCFM or greater to delivered Nitrogen at 99.5% purity and Standard Operating Conditions (68 ºF, 50% RH, Sea Level)

• N

Purity.................................. High Purity... Provide OIL-FREE ultra-high purity Grade

Discharge Pressure.............User settable, 2,000 to 6,000 psig, with Factory settable

5,500 psi relief valve.

• Add Optional High Pressure service.......high pressure version provides discharge to

6,000 psi.

Hydrocarbon Content.........<50 ppm(v) Total Hydrocarbon Content

• Moisture Content.....................<26 ppm(v) Moisture Content

• Controls...........Fully automatic PLC Controller controls and monitors the N

Generation process and adjusts operation to assure continuous N purity.

• Oxygen Monitor......................Calibrated Integrated Oxygen Monitor with an accuracy of

0.1% feeds purity information into the PLC and adjusts system conditions to assure continued High Purity Nitrogen.

• Add 3rd party N2 generation Ultra- High 99.95% purity level verification test upon completion of installation to verify purity level accuracy.

• Add ability to produce standard 99.5% pure N2 and ultra-high purity 99.95% N2 gas

• Add two each 6000 PSI N2 storage banks, 8 each 6000 PSI Cylinders in each bank; a total of 16 total cylinders to allow for external servicing storage. One bank for 99.5% standard purity the other bank 99.9% Ultra-High purity N2.

• Add Outdoor 6000 PSI servicing panel with gauges, regulator, and shutoff valves to allow for outside servicing. This outside servicing panel will have the ability to switch between servicing standard purity (99.5%) N2 and Ultra High purity (99.9%) N2 to allow the servicing of two different purity level receiver sources.

• Operation.................................Manual “one button” start, and Automatic operation and control based upon pressure demand and N purity.

• Install include all new electrical power panel breakers, conduit and wire sized for all the equipment.

• BLDG 1230; Install unit within an outdoor a 22 ft length and 10 ft width and 11 ft max ceiling height footprint.

• Install all new high pressure air plumbing from generator to servicing panel, N2 supply storage banks and into the existing or new contractor installed facility plumbing.

• Provide full field onsite service and routine maintenance to equipment on a scheduled basis.

• Provide full short notice onsite emergency repair and technical support.

• Provide onsite equipment maintenance, operations, and servicing training

• Provide all technical, maintenance, operations manual, support and servicing documentation.
