Jet Blast Deflectors (JBD) Statement Of Need (SoN)
Current as of: 6 September 2016
Beale AFB requires the installation of Jet Blast Deflectors (JBD) to support operations associated with the KC- 135 aircraft. The following requirements shall be used to approve and subsequently select the manufacturer.
Single Source Responsibility: The JBD structural members, deflecting surfaces, anchorage and fasteners shall be procured from a single source responsible for design, manufacture, supply and issuing a performance guarantee/warranty.
Professional Engineer Qualifications: Drawings and calculations shall be sealed by a professional engineer licensed in the state of California. This is to ensure that the verifying engineer is familiar with and versed in the required codes for the state of California.
Submittal Package: Vendors shall include the following information with their quotes/submittal package:
1. Results of full scale field proof tests* in which the proposed JBD was subjected to the specified aircraft operating at taxi/breakaway power settings. Acceptable results shall show equal to or greater specifications than those outlined in the Unified Facilities Criteria (UFC).
*Computer simulations are not an acceptable alternative to full scale field tests.
2. Results of full scale smoke dispersion (See Below Notes) demonstrating that smoke and gases are deflected in an upward direction, with no evidence of smoke dispersal behind the deflector.
NOTES: Results are prefered to be in video format, however the video shall be posted to www.youtube.com, or a website able to be viewed due to government communications security measures, which limits access to certain sites and attachments on incoming emails. Web address to access the video shall be sent with the return quote for the solicitation. If this request cannot be coordinated or posted by solicitation close, hard copy results are acceptable.
If neither is available, the contractor shall make a written guarantee that smoke dispersion shall meet or exceed the requirements in the UFC and defects found shall be corrected at no additional cost to the government.
3. Detailed structural design analysis of the proposed JBD, showing loads and stresses in structural members, deflecting surfaces and any bolted joints, using the worst case aircraft velocity profiles as the calculated pressure for load calculations. Structural calculations shall comply with current International Building Code (IBC) and UFC standards.
Additionally, the JBD must comply with UFC 3-260-1, Section 7, Jet Blast Effects, and UFC 3- 260-1, Section 8, Jet Blast Deflector, AFMAN 32-1084, Paragraph 2.1.17, Jet Blast Deflector and Engineering Technical Letter (ETL) 07-3: Jet Engine Thrust Standoff Requirements for Airfield Asphalt Edge Pavements.
4. Design drawings of the proposed JBD, demonstrating that the deflector meets all design and material specifications.
5. Evidence that the JBD designer/manufacturer has current ISO 9001 certification or equivalent.
6. Evidence that the JBD designer/manufacturer has a combined commercial general liability and excess coverage of $10 Million (minimum) with products/completed operations coverage. The JBD designer/manufacturer shall also provide evidence of professional liability coverage of $1 Million (minimum).
7. Warranty information for the quoted JBDs.
JBD CHARACTERISTICS
A. JBD Description
1. The JBD deflecting surface shall be a curved, corrugated non-perforated type. Deflecting surfaces may not use concrete, perforated metal or expanded metal. Corrugated surfaces shall run in the horizontal direction. Deflecting surfaces shall be rigidly supported by bolted structural steel frame assemblies spaced at 6’ (maximum) centers. Blast panels shall be supported by single-piece curved steel members with a continuous radius. Field welds at joints subjected to tension or vibration shall not be used. The JBD shall be the following:
a. Note:
1) Blast deflectors with flat metal deflecting surfaces of lower section modulus than specified shall not be used due to ‘oil-canning’ of flat metal surfaces which leads to early fatigue failure.
2) Vertical, or nearly vertical, blast fences shall not be used due to poor aerodynamic deflection characteristics.
B. JBD Performance
1. The JBD shall withstand jet blast loads of 70 PSF/165 MPH
2. The JBD shall reduce jet blast velocities at ground level behind the JBD to a maximum of 25 mph.
The jet blast envelope shall be deflected upward at a minimum angle of 60° under no wind conditions.
C. Layout: As shown on Drawing TBD.
D. Height: Nominal 10’.
E. Foundation*: The foundation for the JBDs has already been completed by 940th CES at Beale AFB.
The foundation is an 11 ft. wide slab on grade 12 inches thick reinforced with #5 rebar at 12 inches on center. Upon completion of the 28 day curing process, the concrete will be rated at 4k lbs./sq. in.
*Any testing of the concrete required by the contractor shall be at their own expense.
F. Connections: All field connections shall be bolted with locking fasteners.
G. Foreign Object Damage (FOD): Fasteners used for assembly of the JBD shall provide adequate locking properties to prevent them from working loose during continued normal operation of the facility.
H. Loading: The JBD shall be designed to withstand taxi/breakaway velocities from KC-135 aircraft.
This velocity shall be converted to pressure at standard day conditions and applied normally to all deflecting surfaces.
STRUCTURE
A. Frames: Fabricated from American Society of the International Association for Testing and Materials (ASTM) A36 structural steel shapes which shall be cut, rolled and punched, as required. All field connections shall be bolted. After fabrication, all individual structural steel members shall be hot-dip galvanized to a minimum of 2oz/ft2 per ASTM A123.
B. JBD Face Sheets: Shall be galvanized corrugated steel formed from minimum 16-gauge ASTM A924 sheet steel with 2 oz/ft2 hot-dip galvanized coating per ASTM 653. They shall have a minimum section modulus of .1961 in3/ft. Sheets shall be attached to frames with 3/8” diameter bolts using half oval washers.
C. Fasteners shall have adequate locking properties to withstand direct blast, and shall be as follows:
1. Bolts: ASTM A449 (or equivalent strength)
2. Flat Washers: 316 Stainless Steel (or equal)
3. Nuts: IFI 100/107 (all metal self locking type) or equal
4. All hardware shall be zinc plated or hot-dip galvanized to resist corrosion.
5. Half oval washers shall be A36 steel hot-dip galvanized per ASTM A123 to 2 oz/ft2 after fabrication. Minimum bearing area on corrugated sheets 1.58 in2.
D. Anchor Bolts: Shall be zinc-plated type AB34M or equal asphalt anchors supplied by the JBD manufacturer
E. Galvanizing Repair Paint: High zinc dust content paint for re-galvanizing damaged areas in galvanized steel, with dry film containing not less than 94 percent zinc dust by weight, and complying with DOD-P-21035 or SSPC-Paint 20.
PERIOD OF PERFORMANCE: The requested time frame for fabrication, delivery and installation is no later than 60 days after contract award. Should this be unreasonable, the contractor shall submit their requested period of performance on the Request for Quote; however, due to the urgency of this requirement and bona-fide need rules, any completion dates after 30 December 2016 shall be unacceptable.
WORK HOURS: Hours of delivery/installation shall occur Monday – Friday between 7:30 a.m. to 4:30 p.m.
excluding Saturdays, Sundays, and Federal Holidays.
SAFETY: The Contractor shall be responsible for complying with all Local, State, and Federal safety requirements (i.e., hearing protection, eye protection, etc.).
COORDINATION: The Contractor’s loss of productivity resulting from failure to schedule, complete all work on schedule, or to coordinate with the Contracting Officer shall be at no additional cost to the government. The contractor shall be required to coordinate with the using activity (customer) for coordination with Beale Airfield Management (after contract award) for airfield driving training. Access to the airfield shall be coordinated with Airfield Management as well. Contractor shall be required to provide all labor, material, equipment, and tools required to construct the JBD per the design plans.
SUBMITTALS: Contractor shall submit a listing of vehicles, and equipment to be used for work as stated in this Statement of Need (SoN), a minimum of five (5) business days prior to the delivery of materials onto Beale AFB. Updates to the listing shall be provided when changes occur.
BEALE AFB ACCESS: An Entry Access Listing (EAL) shall be turned into the Contract Administrator within five (5) business days prior to the start of work on Beale AFB. The EAL will be sent to Security Forces who will conduct a background check on each employee. After all Contractor employees on the listing have been cleared, the Contract Administrator will notify the Contractor. Note that in accordance with the Real ID Act of 2005, individuals cannot access the base with a state-issued identification card or driver’s license from Minnesota, Missouri, Washington state or American Samoa as of 15 August 2016.
DISPOSITION OF MATERIALS: All debris generated as a direct result of this contract is vested to the Contractor unless specifically exempted. The Contractor shall dispose of excess debris off base in accordance with applicable Federal, State, and local laws and regulations.
