About this file
This is Amendment 0002 to Solicitation FA466426Q0009 for Commercial Internet Service Provider (C-ISP) requirements, issued by the 452nd Missile Support Group at March Air Reserve Base, California on August 28, 2026. The amendment addresses eleven frequently asked questions regarding the OG Wi-Fi solicitation and clarifies contractor responsibilities for providing 1 Gigabit per second (Gbps) Dedicated Internet Access service.
The core requirement is delivery of a 1 Gbps symmetrical internet circuit with a direct multi-mode fiber LC SFP handoff into the base Dial Control Office (DCO) frame room located in Building 2407. The contractor is responsible only for establishing the active 1 Gbps circuit signal at the DCO demarcation point; the Air Force will manage all internal routers, firewalls, switches, cabling, and Wi-Fi hardware. Service must include a static /29 IPv4 subnet block (1 internal and 4 usable public IP addresses), 24/7 technical support, 99.99% network reliability, and a 4-hour Mean Time to Repair for outage resolution. This is a commercial acquisition under FAR Part 12/Part 13 simplified procedures with award to be made on a Lowest Price Technically Acceptable (LPTA) basis. No pre-bid site visit is scheduled, though a post-award site visit may be conducted once awarded. Contracting officers are Robert Miller (marissa.lopez.5@us.af.mil, 951-655-5386) and Joshua Davidson (joshua.davidson.16@us.af.mil, 951-655-5781).

Header Miscellaneous Text (Modified):
Responses below regarding the questions for Solicitation FA466426Q0009:
1. Does "1 GB" mean a 1 Gbps internet connection?
- Response: Yes. The Performance Work Statement (PWS) explicitly requires "internet services capable of download speeds at a rate of 1 Gb or greater, on a 1Gb circuit." Frontier will provide a 1 Gbps Dedicated Internet Access (DIA) circuit.
2. Is symmetrical 1 Gbps upload and download required?
- Response: Dedicated Internet Access from Frontier is natively 1 Gbps download / 1 Gbps upload symmetrical service. While the PWS highlights download throughput ("download speeds at a rate of 1 Gb or greater"), our quoted 1G DIA circuit fulfills both download and upload requirements without issue.
3. Is a dedicated connection required, or is commercial shared broadband acceptable?
- Response: A dedicated connection is required and being provided. The PWS requires a direct multi-mode fiber LC SFP hand-off into the base Dial Control Office (DCO) frame room. Frontier has quoted a dedicated 1 Gbps DIA circuit.
4. Is the contractor responsible for furnishing and installing the router, firewall, switches, wireless access points, cabling, and related equipment?
- Response: No. The contractor is only responsible for providing and installing the equipment required to establish the active 1
Gbps circuit signal in the base Dial Control Office (DCO) terminated via multi-mode fiber LC SFP. The Air Force connects their own equipment directly to this SFP hand-off and manages all internal routers, firewalls, switches, cabling, and Wi-Fi hardware.
5. How many rooms, users, devices, or square feet require wireless coverage?
- Response: Not applicable to the contractor. Frontier is solely delivering the 1 Gbps circuit hand-off to the DCO demarcation
FA466426Q00090002
point (Bldg 2407, Room TELCO FRAME). The Air Force handles all internal base distribution and wireless coverage across their own infrastructure.
6. Are static IP addresses, content filtering, network monitoring, or other managed services required?
- Response: Frontier's 1G DIA service includes a static /29 IPv4 subnet block (1 internal and 4 usable public IP addresses) at the DCO hand-off. Content filtering, network security monitoring, and internal traffic management are handled directly by the Air
Force under their DISA STIG guidelines referenced in the PWS. No additional vendor-managed services are required.
7. What uptime, technical support, and outage response requirements apply?
- Response: Frontier provides 24/7 technical support backed by our Service Level Agreement (SLA), which includes 99.99% network reliability and a 4-hour Mean Time to Repair (MTTR) for outage resolution. This standard fully meets and exceeds the government's operational requirements.
8. Please provide the referenced Statement of Work, Performance Work Statement, and Mission-Essential Contractor Services attachment, if these are separate documents.
- Response: The 1-page document titled "Baseline Commercial Internet Service Provider (C-ISP) Requirements for AFRC
Aircrew and Operations Commercial Mobile Device Users" is the official PWS.
9. Please confirm the required quote submission method and all documents that must accompany the completed SF 1449.
- Response: Frontier has already compiled and submitted our complete proposal package via email to Contracting Officers
Robert Miller (robert.miller.212@us.af.mil) and Marissa Lopez (marissa.lopez.5@us.af.mil) on 8/24/2026.
10. Please provide the evaluation factors that will be used to select the awardee.
- Response: As a commercial acquisition under FAR Part 12 / Part 13 simplified procedures, award will be made on a Lowest
Price Technically Acceptable (LPTA) basis. Evaluation is based on technical compliance with the PWS (1 Gbps multi-mode LC
SFP hand-off + 24-hr response SLA) and the lowest Total Evaluated Price across all option years.
11. Is there a site visit scheduled or available?
- Response: No formal pre-bid site visit is scheduled in the solicitation. Once the project is awarded and a Frontier Project
Manager is appointed, they will evaluate the operational requirements and determine if a post-award site visit is required to complete any necessary installation work.
