About this file
This is a Sole Source Justification document for a local and long-distance telephone services contract with AT&T Enterprises, LLC. The Air Force Reserve Command at March Air Reserve Base (MARB) plans to award a sole source, firm-fixed price service contract for a base period of 11 months plus 8 days and four 12-month option periods, with an overall performance period from 23 May 2025 through 30 April 2030. The total estimated contract value is $479,345.10, with the base period estimated at $95,869.02.
The justification for sole source is primarily based on AT&T's legacy ownership of the existing copper infrastructure. Market research indicated that alternative providers would require substantial infrastructure investments or incur significant usage fees, making the project prohibitively expensive. AT&T will waive installation fees for two new fiber-optic PRI circuits, reducing the total circuits from six copper to two fiber-optic and establishing a redundant backup system. The contract will provide local access to designated circuit demarcation, including equipment, wiring, and infrastructure, while following FCC, PUC, and DoD regulations. Appropriated funding will come from FY2025 Air Force Reserve Command Operations & Maintenance.

FAR 6.302-1 (a)(1)(iii)(A)
AT&T currently is the sole legacy owner of base telephone infrastructure and the current provider of the current LTS service contract for MARB. The contract is currently under a six (6) month bridge extension award (FA8773-20-P-0009). The bridge extension award will expire on 22 May 2025. The bridge extension was awarded to ensure there was not a break in service. The six (6) month bridge extension offered time for the 452 CS to complete market research and confirm that AT&T was the unequivalent sole source provider.
Market Research indicted a lack of small business providers that are capable of delivering LTS at a fair and reasonable price when existing copper infrastructure is present. The reason this procurement has been deemed sole source is primarily due to AT&T's legacy ownership of the existing copper infrastructure. Any service provider using AT&T's copper infrastructure while delivering LTS will be charged a usage fee associated with AT&T's infrastructure. This usage fee costs $9,628.00 per copper PRI circuit. MARB has six (6) copper PRI circuits, which brings the total usage fee to $57,768.00. This usage fee would be an additional charge per month on top of costs already associated with regular LTS.
The MARB Contract Specialist researched LTS providers on GSA.gov, SAM.gov, AbilityOne.gov, and existing market research information from the 452 CS to help identify possible LTS providers. Existing Large Business providers capable to delivering LTS with redundant circuits are AT&T, Frontier, Charter Communications, and Spectrum.
During research of the installation's infrastructure, the existing circuits were identified as antiquated (copper) by modern standards and would necessitate a substantial investment by these same LTS providers to upgrade the equipment and circuits to compatible fiber-optic systems. This increase in investment (i.e., the installation of new infrastructure) would incur excessive costs for the Government, rendering the project prohibitively expensive and beyond the budget of the 452 CS.
The Contracting Officer has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable when compared to other researched solutions or courses of action. The proposal will be evaluated using non-burdensome price analysis in accordance with FAR Part 13.106-3. This acquisition was determined a commercial service; therefore, certified cost and pricing data is not required.
Market Research conducted by the MARB Contracting Specialist included SAM.gov, GSA.gov, and AbilityOne.gov to verify the availability of LTS providers capable of delivering the appropriate services needed to support MARB. Both SAM.gov and GSA.gov identified multiple options for LTS providers. However, as stated previously, LTS providers would need to install new fiber-optic infrastructure at an additional and exorbitant cost to the Government, or utilize the current copper infrastructure, which would also add usage fees on top of regular costs for the LTS.

For this contract opportunity, AT&T will be waiving its installation fees for two (2) new fiber-optic PRI circuits.
This will reduce the total number of circuits from six (6) PRI (copper) to two (2) PRI (fiber-optic) while establishing a redundant backup system to prevent breaks in service.
It is anticipated that with the reduction of circuits, due to the modernization of the infrastructure from copper to fiber-optics, will help establish MARB's local and long-distance infrastructure into a secure and stable system for MARB moving forward. This will also optimize Government funds through the waiver of additional installation costs while eliminating exorbitant usage fees applied to other LTS providers.
Due to the age of the current system and AT&T's existing infrastructure, Frontier Communication, Spectrum, and Charter Communications were unable/unwilling to provide their capabilities concerning LTS for MARB.
