PERFORMANCE WORK STATEMENT

STORM WATER SAMPLING AND MONITORING SUPPORT SERVICE

PROJECT NO: PDPG 19-E01

1. INTRODUCTION

This contract complies with the requirements of the National Pollutant Discharge Elimination System (NPDES) General Permit for Storm Water Discharges Associated with Industrial Activities, Order NPDES No. CAS000001, also known as the California Statewide Storm Water Industrial General Permit (IGP) Order 2014-0057-DWQ, and all its amendments. This permit (hereinafter referred to as IGP) became effective on 1 July 2015. The permit application required the submission of a Storm Water Pollution Protection Plan SWPPP), which outlines how March ARB will comply with the permit. This contract prescribes work required in the SWPPP. The objective of this contract is to minimize the impact of storm water and non-storm water discharges (NSWDs) from sites and activities to surface waters through the implementation of pollution prevention management practices by monitoring the outflow of storm water, observing storm water management practices and making suggestions to modify practices to accomplish these goals.

Regulatory Background.

March Air Reserve Base (ARB) resides in the jurisdiction of the Santa Ana Region of the California Regional Water Quality Control Board (hereinafter referred to as the Regional Board). On 11 March 1994, the Regional Board issued March Air Force Base (AFB) an individual permit, NPDES No. CA 0111007, to discharge storm water associated with industrial activity from three outfalls (identified in the permit as Discharge Serial Nos. 001, 002, 003). The boundary of March AFB changed in 1996 when it was realigned and became an Air Force Reserve Base (ARB) as a result of the 1993 Base Realignment and Closure (BRAC) recommendations. The 2004 update to NPDES No. CA0111007, known as Order No. R8-2004-0033, NPDES No. CA0111007 included a redefinition of Discharge Serial Nos. 001, 002, 003, and 004 based on these new boundaries. This permit was renewed again on 18 March 2010 under Order No. R8-2010-0005, NPDES No. CA 0111007 and expired on 18 March 2015, but was administratively extended by the Regional Board.

On 27 April 2016, March ARB received a proposal from the Regional Board to rescind Order No. R8- 2010-0005, NPDES Permit No. CA0111007 and obtain coverage under the IGP. Based on discussions with the Regional Board, the individual permit was rescinded and March ARB received a notice to obtain coverage under the IGP. This contract has been written to comply with the IGP based on the rescission of Order No. R8-2010-0005, NPDES Permit No. CA0111007.

The base still operates under the Small MS4 Phase 2 NPDES Permit No. CAS 000004, Order Number 2013-0001 DWQ, (Small MS4) and their latest revisions as applied to a military installation. Therefore this contract is developed to meet the requirements of both the IGP and the small MS4 permit including all their amendments for water sampling, monitoring and implementation of Best Management Practices as outlined in those permits. Copies of these permits will be provided to the Contractor upon award of contract and as part of any solicitation upon request.

Storm Water Pollution Prevention Plan and Monitoring Implementation Plan.

March ARB developed a Storm Water Pollution Prevention Plan (SWPPP) to comply with the requirements of the National Pollutant Discharge Elimination System (NPDES) General Permit for Storm Water Discharges Associated with Industrial Activities, IGP, which became effective on 1 July 2015 and a copy is located in Appendix A. The location of March ARB and the downstream storm water drainage system is shown on Figure 1.

Figure 1

March ARB is divided into 4 watersheds as shown on Figure 2.

Figure 2

The SWPPP provides more information on the watersheds, Industrial Activity Points (IAP), the internal storm water drainage system and outfall locations. The SWPPP also provides a March ARB Monitoring Implementation Plan (MIP). This contract is written to meet the requirements of that plan.

The objective of the MIP is to minimize the impact of storm water and non-storm water discharges (NSWDs) from industrial sites to surface waters through the implementation of pollution prevention management practices. The MIP for March ARB provided in the SWPPP shall be followed and is in accordance with the requirements in the IGP. The MIP includes and not limit to the following items:

Team members are assigned to conduct the monitoring requirements to include qualified Storm Water Pollution Protection Team members A description of the discharge locations as is provided in the SWPPP and shown as figure 1.0 in this contract.

Sample collection and handling procedures to be conducted in accordance with IGP Attachment H and as follows:

Visual observations shall be conducted at the same time sampling occurs at a discharge location.

Visual observations from containment areas should be conducted at the same time discharge is sampled.

Any bypass from Best Management Practices (BMPs) shall be sampled. BMPs are described in the IGP, Small MS4 and SWPPP.

The presence or absence of floating and suspended materials, oil and grease, discolorations, turbidity, odors, sediment, trash/debris, nutrient, and source(s) of any discharged pollutants are recorded from the observations.

Discharge locations that could not be visually observed during the sampling event or that from which there was no discharge at the time of the observation are recorded.

An explanation is included in the Annual Report for each sampling event visual observations not made. The same information/explanation will be provided in the applicable monthly progress report and visual observation.

Visual observation response procedures related to monthly visual observations and sampling event visual observations may include BMP maintenance, spill response, and follow-up with responsible IAP locations to respond to noted observations and to reduce the likelihood of future storm water contamination from that source.

Procedures for field instrument calibration instructions, including calibration intervals specified by the manufacturer will follow the requirements described in Attachment H of the IGP.

An example chain of custody form used when handling and shipping water quality samples to the lab is provided in Appendix A, SWPPP.
