Request For Information (RFI) Storm Water Monitoring FA466418Q0003

1. Regarding proposal submittal, is an e-mail only submittal sufficient? Or would an e-mail submittal require a separate hardcopy submittal?

E-Mail is sufficient.

2. Is there a limitation on the file size we may submit through email? If so, what is the size restriction?

25MB and if you have any problems send through AMRDEC https://safe.amrdec.army.mil/safe/Welcome.aspx

3. What is the preferred file format for our electronic submittal? (e.g. Adobe® PDF, Microsoft® Word DOC/DOCX)

No preference

4. Please verify that the submittal is due at 3:00pm PST, Friday, August 24, 2018. The FedBizOpps.gov website shows Eastern Time under the response due date.

The Submittal due at 3:00 PST, Friday, August 24, 2018

5. Will CPARS ratings be considered as part of the selection criteria and evaluation process?

Selection criteria will be followed in Sections L and M of this solicitation.

6. The solicitation indicates that funds are not presently available for this contract. Does the government expect to have funds to perform this work by the specified period of performance? Has funding under previous contracts for similar scopes of work been withheld or an issue preventing NTP?

The Government does expect to have funds to perform this work by the specified period of performance. Funding under previous contracts have not been withheld.

7. The period of performance (PoP) starts prior to the due date of proposals. Will the start of the PoP be adjusted upon award? If so, will the end date (31-JUL-2018) be adjusted, or remain fixed?

The Period of Performance (POP) will be adjusted upon award. The end date will also be adjusted accordingly.

8. Who has been performing these sampling and monitoring support services this past year? Prior years? What are the names of the incumbent firms?

This is a new requirement.

9. Have previous contracts been for a one (1) year Period of Performance?

Yes, previous contracts using a different statement of work have been for a one (1) year Period of Performance.

10. Are QSE and SAM activities only to be conducted during government operational hours of 7:30am to 4:30pm? If not, during what hours would services be required to be conducted?

Activities are not limited to the Government operational hours and in fact to perform QSE work other than these hours may be required. Contractor is required to plan and perform services IAW the IGP and with the PWS scope to maintain baseline status.

11. With regards to your PWS, Section 4.2: It is stated that the Contractor shall be responsible for ‘…Conducting sampling and analysis of 7 fixed sampling locations during rainfall events as well as other locations required to analyze the source of upstream pollutant flow’. Approximately how many additional locations may be required?

The number of the required sampling locations is dependent upon the conditions of the rainfall event, analysis at the fixed locations and the requirements of the General Industrial and MS4 permits. The contractor must use its professional judgement to determine the locations and duration of sampling necessary at locations to identify sources of contamination.

12. With regards to your PWS, Section 8.3.2: What BMPs are currently onsite that selected Contractor would need to change/maintain?

The SWPPP identifies BMPs to be used on the base and the PWS requires the contractor to become familiar with and comply with the SWPP, observe the BMPS being used and recommend new or alter those being used as required to allow March ARB to be compliant with the storm water permits. The contractor must determine the BMPs being used and those that should be used by observation during its visits.

13. With regards to your PWS, Section 8.3.3: Approximately how much debris is Contractor expected to dispose of?

The PWS, section 8.4.5 outlines the requirement for removal of debris. There is no method to predict how much debris might be present during rainfalls and therefore the contractor must make its own estimate based on observation of the size of the facility, operations present and the BMPs listed in the SWPPP that help to reduce the debris potential. An outstanding BMP practice proposed and implemented could theoretically reduce debris to zero.

14. 16. With regards to your PWS, Section 8.4.4: ‘The contractor shall observe any non-storm water flow and conduct SAM activities and necessary laboratory analysis of those flows.’ Approximately how often is this observed?

March ARB has a continuous flow of non-stormwater flow due to groundwater intrusion. Answer is every time an observation is conducted. There is no data that can be used to predict.

15. 17. With regards to your PWS, Section 8.5.7: States ‘All GIS and or CADD files shall be compatible with March GIS and CADD software.’ What GIS and CADD software(s) are currently being used?

CADD 2016 and ArcGIS 10.5.1

16. 18. With regards to your PWS, Section 10.4: The Submittal Requirements table lists 'Meeting Minutes’ with Bi-Weekly and As Needed frequency. What is the approximate number of meetings to be anticipated?

Bi-weekly. As needed is from zero to number needed to resolve issues. Issues will generally be contractor driven. Cannot estimate a maximum number, but if a discussion can be delayed until a bi-weekly occurs, than none will be held.

17. Please provide a copy of the SWPPP required for the IGP.

Document will be provided to specific email address through ARMDEC and may not be further distributed by the recipients.

18. Section 8.3.4: Will there be manuals and specifications, for the Sigma 900 MAX and accessories, provided for operation, maintenance and repairs?

No. Contractor will need to contact the manufacturers.

19. Sections 8.3.4 and 8.3.5: Please provide disposal requirements/procedures. Are there preferred/approved waste transport and disposal facilities that should be used if waste is to be transported off site?

All debris will be disposed on base in approved locations and containers.

20. 10.4 Submittal Requirements Table: Please confirm that the “Municipal Storm Water Summary Report” (CLIN 0004) is due monthly, as shown in the Table. The “Monthly Visual Observation Report” under CLIN 0002 is due monthly but there is no mention, other than the table, that the CLIN 0004 report is due monthly or that the CLIN 004 Observation is performed monthly.

Confirmed that the report is due monthly.

21. 10.4 Submittal Requirements Table: Please confirm the due date, listed in the Submittal Requirements Table, for the Level 1 ERA Report. Per the IGP, annually on July 1st (the end of each reporting year), SMARTS assigns a regulatory “Level” status to each industrial facility based on the required monitoring data. Dischargers moving from Baseline status to Level 1 for an NAL exceedance are required to complete ERAs. Level 1 status requires the Discharger to perform a Level 1 ERA Evaluation by October 1 of the year Level 1 status is determined, and to submit a Level 1 ERA Report by January 1 following the Level 1 status determination.

The due date is July 1st for our current permit level. However, if the level changes due to not staying in compliance with the present level the report date changes as discussed in the PWS Sec 4.6

22. Section 12.21: Is there additional information for this section? It appears that the section was cut off as the section ends with “Site Inspections” and the sentence is not complete.

No information is missing. The Site inspections applies to the subsection or paragraph follow i.e., 12.21.1.

23. Is a company eligible for this contract if the company meets the size requirement but not the revenue requirement for small company?

Your company must be registered on the SAM.gov Website as a small business under the 541330 NAICS code.
