SCOPE
The Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for the performance of work set forth herein. All work will be reviewed and approved/stamped by a licensed fire protection engineer.
Current Condition/Background:
Aircraft Hangar 2303 (called the “Pride Hangar”) is the largest aircraft hangar on March ARB with an area of 115,000 square feet. The building has three internal towers each approximately 3000-6000 square feet. The building has three distinct fire suppression systems; high expansive foam (HEF) (hangar bays only), wet pipe (hangar bays and towers), and a small legacy pre-action deluge system (4600 SF) in the Northea st corner.
Current main fire panels include an EST-3 and Gamewell located in tower 1. The Gamewell is the current releasing panel for the HEF and deluge suppression systems. Each tower has a riser closet. The Gamewell and EST panels have their own Monaco RF transmitter/receiver/antenna located in tower 1 which communicate to the Base Fire Department.
During a recent (2015) renovation project in tower 3, which included upgrading its fire suppression/alarm system, it was determined that connecting to the existing Gamewell fire panel for reprogramming was not possible.
The primary scope of this contract is to remove the Gamewell fire panel (and any connected panels, power supplies, and devices) and install a new releasing panel, reconnecting devices, as applicable.
Specific Tasks include:
1. Remove existing Gamewell panel, all connected (and disconnected) devices, and connected power supplies and reconnect all required devices to their respective panel with the exception of all fire alarm devices in the flight simulator building (North of tower 1). The flight simulator alarm/notification devices shall be abandoned in place. All other currently disconnected devices with exposed conduit/wire shall be removed up to a 12 ft height from the device. Cover plates shall be installed over removed devices where recessed.
2. Remove Monaco transmitter with antenna attached to Gamewell panel and turn over to the government.
3. All Gamewell devices such as monitor and replay modules, smoke and heat detectors heads along with bases, power supply cabinets with circuit board intact, and the wheelock horns and strobes removed from office areas are to be turned over to the government.
4. Install a new releasing panel adjacent to the existing EST-3 panel. New Releasing Panel

to be compatible with existing EST FA/MNS and will be located in vicinity of new FA/MNS Equipment located in Tool Room, T1-101. Suggested releasing panels: Ansul, model Autopulse IQ-318 or Kidde Fire Systems model Aries K-76-600 or equal.
a. The new HEF Releasing Panel will:
i. Control/Monitor HEF System
ii. Control/Monitor Wet Sprinkler System
iii. Control/Monitor Deluge System
5. Install new monitor modules to connect to new releasing panel where required. Install new monitor modules compatible to new releasing panel to enable existing HEF release/abort stations to be used with new releasing panel.
6. Relocate existing Protectowire subpanel, FS2000, to new releasing panel location and connect to new releasing panel.
7. Disconnect existing printer from EST-3 panel and remove from program.
8. Provide relay contacts to the existing EST-3 panel as required.
9. Install one additional Monaco BTX expansion card (4 zones) in the existing Monaco panel.
10. Replace existing Gamewell connected audio/visual HEF notification devices located on hangar floor with new, connecting to new releasing panel.
11. Remove existing horns/strobes connected to the Gamewell fire panel (some may or may not be reconnected; see attached drawings).
12. Provide necessary programming to enable new release panel and new devices added to existing EST panel. Government required delays on manual activation of releasing panel for HEF shall be (NFPA 2001 (or later) “Clean Agent” sequence):
a. Upon first activation of a HEF pull station: 15 Sec delay with horn at 60 BPMs.
b. At End of this delay, horns to activate at 120 BPM for 15 seconds
c. At end of second delay, releasing audio visual devices are activated and solenoids are activated.
d. During the first 30 seconds abort switches can stop sequence if manually pressed and held.
e. Upon release of the abort switch count down resumes at 10 seconds.
f. As long as HEF abort switch is in an active position (pressed) HEF system will
1231815305C Typewritten Text not activate.
g. Once Fire Department is onsite, master abort switch at control panel can be locked in active position to take over abort switch in hangar. At this point hangar abort switch can be released and HEF system is still aborted by master switch.
13. Perform full functional test of the entire system (existing and new) to include HEF discharge (excluding FOAM release, water only).
14. Provide as-built plans of changes to existing Fire System plans as well as new as-built plans for new panels installed. Provide typical plans of any new fire panel associated systems. Drawings shall include as a minimum Point-to-Point and riser details. All plans will be submitted in AutoCad (2013 or newer) and PDF format. The government will provide all available existing fire alarm and suppression system drawings (in AutoCad if available).
