About this file

This is a Statement of Work (SOW) for the repair of Building 8216's water plant, dated 09 March 2026.

The contractor must remove and replace components on two altitude valves (10-inch and 12-inch) located in an underground maintenance pit at Dyess Air Force Base in Texas. Work includes removing all ball valves, tubing, fittings, pilot valves, pressure gauges, internal rubber, gaskets, and strainers, then replacing them with identical components. The contractor must also apply electric blue paint (RGB 125, 249, 255 or hex #7DF9FF) meeting NSF/ANSI 61 General Requirements Section 5.3 standards to the valves. The work shall be accomplished by isolating gate valves at different times to minimize water distribution downtime. The contractor must document all parts and sizes prior to removal. The performance period is limited to two calendar days, with a highly encouraged pre-proposal site visit with a CE Project Planner. Work must be scheduled during normal business hours (0700-1600) but may extend to after-hours or weekends if requested or required. The contractor is responsible for coordinating with building occupants through the 7 CES Customer Service Desk, providing two days' advance notice for any shutdowns, and maintaining a confined-space entry permit with atmospheric monitoring throughout pit entry. The contractor shall provide one-year warranty on all work, restore disturbed areas to original condition, maintain a clean work site, and dispose of all construction debris in accordance with federal, state, and local regulations. All work must comply with applicable federal, state, and local laws, including SDWA, EPA, Texas Administrative Code Title 30 Chapter 290, Texas Health and Safety Code Chapter 341, DoD/Air Force guidance, and Unified Facilities Criteria standards. Additional requirements include OSHA compliance, Texas Workman Compensation safety standards, confined-space entry protocols with 7 BW Grounds Safety oversight, AF Form 103 work clearance renewed every 30 days, AF Form 592 approval for any welding/cutting/brazing operations, radiation permits if applicable, and security protocols including Dyess Form 173 identification procedures and access restrictions based on controlled or restricted area status.
