About this file

This is a Questions and Answers document for Air Force solicitation FA466126Q0024, addressing clarifications on the EFI&T 24 Fiber Optic Cable project from ITB7320 to CN7318. The document provides government responses to five contractor inquiries regarding construction and installation requirements.

Key clarifications include: open-cut trenching is acceptable in sidewalk areas, but directional boring is required if work extends under Building 7320's parking lot; handhole lid standards should follow industry standards with no specific government preference beyond the SOW specifications; spare ducts, innerducts, and mule tape are available from both MH-M0134 and HH-H0172, and the vacant fabric innerduct shown in Project Sketch 2 is available for use; staging area coordination occurs through the project manager via email at 7cs.scxp@us.af.mil; and the contract permits progress payments at defined milestones (conduit complete, cable pull complete, testing complete) in accordance with FAR 52.232-16, with government inspection hold points established at handhole installation before backfill and at final inspection before project acceptance.

Questions and Answers

1. Q: . At any paved or improved crossing on the final approved route, is directional bore required, or is open-cut with surface repair to base standard acceptable?

A: Open-cut is fine in the sidewalk, if the path changes and needs to go under the parking lot of Bldg 7320, then direct bore will be required.

2. Q: Is there a required lid standard for the new precast handhole beyond the SOW 3.2.8 description (self-latching, torsion-assisted, two-piece diamond plate), such as a base standard drawing or load rating?

A: The base does not have a preference, please follow industry standards.

3. Can the Government confirm the condition and availability of spare ducts, innerducts, and mule tape in MH-M0134 and HH-H0172 for the new cable pull, and whether the vacant fabric innerduct shown in Project Sketch 2 between the Building 7320 pull box and MH-M0134 is available for this project?

A: Yes, the vacant fabric innerduct shown in sketch 2 is available for this project.

Ducting and innerduct are available from both MH-M0134 and HH-H0172.

4. Please confirm in writing the staging area process, whether it is requested through the Contracting Officer or through Civil Engineering.

A: A staging area will be coordinated with the project manager through the following Email: 7cs.scxp@us.af.mil

5. Does the contract allow progress invoicing at defined milestones (conduit complete, cable pull complete, testing complete), or is invoicing at final acceptance only? Are there Government inspection hold points, specifically at the handhole set before backfill?

A: Contract will allow for Progress payments based on cost IAW RFO 52.232-16. Clause shall be inserted in contract at time of award.

Yes, there will be a government inspection hold point at the handhole install before backfill, as well as a final inspection before project acceptance.
