About this file

This document is a Single Source Justification (Simplified Acquisition) for the relocation of a Monaco server system at Dyess Air Force Base. The project involves moving the secondary Monaco server equipment from Building 6117 to Building 7232, Room 224, including transferring and setting up various server components such as Fire and Security modems, communication servers, monitors, and a UPS system. The scope of work requires a 30-day testing phase to ensure proper communication and functionality with the primary server.

Monaco Enterprises, Inc. (MEI) is the sole source contractor due to their proprietary software and exclusive ownership of the fire, security, and life safety equipment currently installed at the base. The contract is for the Dyess Air Force Base, part of the Department of Defense, with a solicitation number FA466125Q0011. The procurement is set aside for small businesses, with the contract award date and total dollar amount to be determined. The government acknowledges the single-source nature of this procurement but remains committed to exploring competitive alternatives in future acquisitions if compatible solutions become available.

Monaco Enterprises, Inc. (MEI) is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment currently installed at Dyess Air Force Base, TX. MEI has developed proprietary software and collaborates with licensed vendors, which is then licensed directly to end users. MEI retains exclusive ownership of this software and does not authorize third parties to modify or add to MEI software or equipment. The system has been carefully designed by a MEI Applications Engineer to ensure seamless integration with the existing MEI D-21 system at Dyess AFB. Soliciting directly from MEI is essential to maintaining the integrity and compatibility of the existing Monaco equipment and software. The upgraded equipment is intended to integrate fully with the current Monaco system, ensuring both operational efficiency and continuity.

Therefore, the 7th Contracting Squadron will solicit this product as a single source from Monaco Enterprises, Inc., to preserve the system’s functionality and integrity.

In addition, a sole source letter is attached in KTFS from the contractor describing the unique capabilities of their proprietary technology, the necessity of their services for maintaining system compatibility and operational continuity, and the reasons why no alternative vendors can provide an equivalent solution without compromising the integrity and functionality of the existing system. The letter also outlines the technical and operational factors that support the decision to procure the equipment and services from them as the s source.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Section F: Contracting Officer's Determination

Historical data to include the Justification and Approval and Market Research from the previous contract (FA466123P0099) has been reviewed to ensure price fair and reasonable can be established. Only one responsible source and no other supplies or services will satisfy this Dyess AFB requirement. The Government has determined that the proprietary nature of the MEI system and the specific integration requirements create substantial barriers to competition at this time. In the future, the government will continue to look for acquisition strategies that do not limit the government to Single Source awards.

While the government strives to avoid single source requirements and promote competition where possible, the use of patented technology and vendor-specific features creates a significant barrier to competition in this instance. Utilizing equipment from a different manufacturer could introduce risks such as incompatibility with the existing system, the need for additional manufacturer-specific training, and potential increases in system downtime—all of which would negatively impact mission-critical operations.

Given these factors, the 7th Contracting Squadron will solicit this product as a single source from Monaco Enterprises, Inc., to preserve the system’s functionality and integrity. However, the Squadron will continue to monitor the market for similar hardware and software. If compatible and viable alternatives become available, opportunities for a competitive procurement process will be explored to ensure both compatibility and fair competition for future needs. This approach will ensure program managers receive the required system cohesion while maintaining fair and open competition for contractors where feasible.

Given the proprietary nature of the technology and the unique capabilities of Monaco Enterprises, Inc. (MEI), the 7th Contracting Squadron will solicit this product as a single source from MEI for the proposed equipment movement and installation of all Monaco equipment from Bldg. 6117 to Bldg. 7232. MEI’s proprietary software and hardware are specifically designed to integrate seamlessly with existing systems at Dyess Air Force Base. The use of alternative vendors could introduce significant risks, including potential incompatibility with the current system, the need for additional manufacturer-specific training, and possible system downtime, all of which would adversely affect the base's operational effectiveness.

In the future, the government remains committed to avoiding brand name or single-source awards where possible. The quadron will continue to monitor the market for similar hardware and software solutions. If compatible and viable alternatives become available that meet the necessary technical and operational requirements, competitive procurement processes will be explored. The goal is to ensure that future acquisitions are not limited to a single source, while still maintaining the required system functionality, integration, and operational continuity. This will allow the government to provide fair competition opportunities to contractors where feasible, and to pursue acquisition strategies that encourage innovation and provide the best value for the government.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
