Miscellaneous text in this section has been modified to:

PROPOSAL PREPARATION AND EVALUATION INFORMATION

1. Proposal Preparation Instruction: The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirement of this solicitation. Proposals shall be sent to SrA Esther Cadena at and SSgt Maren Quinones-esther.cadena@us.af.mil Burgess at maren.quinones-burgess@us.af.mil.

2. The response shall consist of the following via electronic mail:

- Technical Specifications

- Pricing Breakdown

- Total Price

- Total Period of Performance Length (in calendar days)

3. Offers will be evaluated utilizing the followingevaluation criteria:

Basis for Award: A single, firm fixed price awardwill be awarded to the Offeror whose proposal conforms to the Solicitationrequirements (to include all stated terms, conditions, representations, certifications, and all other information required by this solicitation). TheGovernment will evaluate the technical acceptability on anacceptable/unacceptable basis. The total price will be calculated as the sum ofthe contractor's prices submitted for each line item. If the proposal with thelowest price is determined technically acceptable, the Government will evaluatethe contractor's price, for price completeness and reasonableness, as describedabove. If the lowest priced proposal is technically acceptable, and the priceis complete and reasonable, this contractor's proposal represents the bestvalue to the Government and award will be made to that contractor.

If the lowest priced proposal is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that contractor. Offeror responses to interchanges will be considered in making the orders election decision. If after interchanges with that contractor, their proposal is technically acceptable and remains the lowest priced, as well as complete and reasonable, the order will be placed with that contractor. If the Government deems the proposal not easily correctable, or if at any time it becomes other than the lowest priced proposal, the order will be placed with the next lowest priced proposal (also deemed complete and reasonable) that is technically acceptable. Interchanges will take place as necessary or deemed appropriate by the Government.

The Government intends to make award based on the initial proposal submissions without conducting interchanges. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this solicitation.
